About this file
This Fleet Readiness Center East (FRC East) Instruction 12000.5L details comprehensive dress code requirements for all employees, contractors, visitors, and personnel at the facility. The instruction establishes two primary dress code objectives: safety and professionalism, with specific guidelines for different work environments including production areas and office spaces.
Key safety requirements include restraining long hair near machinery, wearing breakaway lanyards, tucking in shirts that pose safety risks, and prohibiting flip-flops or sandals in production and laboratory areas. Professionalism guidelines mandate clean, neat attire that completely conceals the torso, prohibits clothing with profane or suggestive images, and restricts revealing or inappropriate clothing. Office spaces specifically follow a "business casual" standard, with Fridays typically designated as "dress down" days. The instruction empowers supervisors to enforce the dress code, with potential administrative or disciplinary actions for violations, including sending employees home to correct infractions or temporarily removing them from tasks that pose safety hazards.

1. Purpose. To provide guidance concerning the dress code at the Fleet Readiness Center East (FRC East) for the purposes of promoting safety, professionalism, and a positive public image.
2. Cancellation. FRCEASTINST 12000.5K.
3. Scope. This instruction applies to all FRC East employees, contractor personnel seated in government spaces, visitors, distinguished guests, Marine Corps Air Station personnel performing various duties in any FRC East area, and anyone entering FRC East buildings, including those outside of the primary fence line.
4. Personal Protective Equipment. This guidance does not supersede or take precedence over work-environment-specific dress code policies required by shop hazard assessments or industrial hygiene surveys. The requirements below are in addition to the requirements set forth in the safety apparel and equipment required under reference (a) and not in lieu thereof.
5. Employee Dress Code
a. Safety Requirements. The following dress requirements are for the purpose of safety and must be followed by everyone who falls under the scope of this instruction.
(1) An employee with long hair (hair extending one inch below the ear lobe) who operates power machinery, comes in close proximity to power machinery, or works in production shops where their long hair could become entangled in equipment is required to wear a head covering that restrains hair, leaving no exposed ends of hair or material that could get entangled in equipment.
(2) Information regarding the wearing of jewelry can be found in reference (b).
(3) Any lanyard worn must be a breakaway lanyard.
(4) A shirt must be tucked into pants if the shirt presents a safety issue when worn outside of pants.
(5) Flip-flops or sandals of any kind shall not be worn by anyone in the production area or any other area where it presents a safety hazard (that is, laboratory environments), even for the purpose of changing shoes at the work site. Each employee is responsible for wearing footwear that complies with the safety requirements of his or her location.
b. Professionalism and Public Image. The following dress requirements are for the purpose of promoting professionalism, a positive public image and must be followed by all employees and contractor personnel working in FRC East spaces.
(1) Each employee is responsible for dressing and grooming in a manner that conveys a professional image.
(2) Personal attire will be clean and neat upon arrival to work. Torn or dirty clothing (except as acquired at work) does not present a professional image.
(3) Attire or any worn insignia (e.g., buttons, patches) will not display profanity or suggestive or explicit language or images.
(4) Clothing must completely conceal the torso.
(5) Employees shall not wear clothing that does not promote a professional image. Some examples of unprofessional clothing include, but are not limited to:
(a) Clothing that allows indecent exposure when bending, stretching, or performing any daily tasks.
(b) Plunging, revealing necklines (front or back), spaghetti-strap tops and dresses, and strapless dresses.
(c) Skirts, dresses, and similar attire that exceed three inches above the knee.
(d) Attire of clinging and/or elastic material when worn as an outerwear garment.
These types of clothing can be worn as hosiery-type attire if covered by a shirt, sweater, or other outer garment.
(e) Exercise clothes, unless such clothing is required for protection from the elements while carrying out official duties.
(f) Shorts that exceed three inches above the knee, that are dirty, or that are torn.
(g) T-shirts with loose, open armholes are inappropriate and are not to be worn as outerwear. However, t-shirts generally worn as outerwear are appropriate. Sleeveless t-shirts that are manufactured as such are appropriate.
(h) Jeans that have holes or are frayed. Clean jeans are appropriate for working in industrial shops but may only be worn in office spaces as set forth in paragraph 5c2 below.
(i) Jeans, shorts, skirts, and similar apparel worn below the waistline. Such apparel shall be worn so as to not allow indecent exposure when bending or stretching.
(6) Employees who are required to travel to another facility for field teams, to attend a meeting outside of FRC East, or to attend a meeting with higher-level management are expected to comply with the dress requirement designated for that event.
c. Professionalism and Public Image-Office Spaces. The business environment, unlike the industrial environment, requires more business-like attire. The following dress requirements are for the purpose of promoting professionalism and a positive public image in office spaces. All FRC East employees working in office areas must comply with all applicable provisions in this instruction. These are the minimum requirements, and supervisors in office spaces may institute more stringent dress code as needed. If any provisions in section (c) conflict with provisions in other sections of this instruction, deference shall be given to section (c).
(1) The standard for office areas is business casual. Examples of business casual include, but are not limited to, button-down shirts, open-collar shirts, polo-style shirts, sweaters, dresses, slacks, capris, skirts, blouses, and knit tops.
(2) Fridays will normally be "dress down" days when relaxed attire, such as jeans, may be worn. Department heads are authorized to set a higher standard or approve “dress down” days other than Fridays for employees within their department.
6. Responsibility of FRC East Employees
a. Supervisors. Supervisors will ensure employees and visiting personnel have notice of this instruction. Supervisors are responsible for enforcing this instruction and taking appropriate administrative or disciplinary action against violators. For safety-related violations, the supervisor may allow the employee a reasonable amount of time away from their work site to correct the violation. If additional time is desired, the employee must obtain their supervisor’s approval.
b. Employees. All employees are responsible for compliance with this instruction, including its applicability to visitors. An employee in violation of this policy shall be given a reasonable amount of leave time to comply with the policy. If an employee observes a visitor not complying with the dress code, they must inform the visitor of the policy. If the visitor still fails to comply, the employee shall report the violation to their supervisor.
7. Enforceability. An employee in violation of this instruction may be subject to administrative or disciplinary action. An employee may, at the discretion of their supervisor, be sent home on leave of their choice to correct the infraction. If an employee’s violation of this policy poses a safety hazard while performing a work task, the employee shall be temporarily removed from that task for the remainder of the workday. Visitors in violation of this instruction may be asked to leave the workspace and/or facility.
8. Records Management. Records created as a result of this instruction, regardless of media and format, will be managed per SECNAV Manual 5210.8F, Department of the Navy Records Management Program.
9. Review and Effective Date. The Human Capital Management Division (JC12000) will review this instruction annually on the anniversary of its effective date to ensure applicability, currency, and consistency with Federal, DoD, SECNAV, and Navy policy and statutory authority using OPNAV 5215/40, “Review of Instruction.” This instruction will automatically expire ten years after effective date unless reissued or canceled prior to the ten-year anniversary date, or an extension has been granted.
