About this file
This addendum is issued by the Massachusetts Department of Transportation (MassDOT) Highway Division for the Foxborough-Middleborough-Norton Bridge Preservation project along Interstate 495, Federal Aid Project No. STP(BR-OFF)-004S(017)X, covering six bridge structures (F-06-023, M-18-042, M-18-043, N-23-026, N-23-027, and N-23-034). Addendum No. 4, dated October 27, 2026, revises contract documents and provides clarifications through eight questions and responses addressing payment methodology for various work items including removal and demolition of sidewalks, excavation for new sidewalks, and temporary traffic control measures. The revised Special Provisions on page A00801-20 address subletting and assignment of contract requirements. Proposals were originally scheduled to be opened and read on Tuesday, November 3, 2026 at 2:00 p.m. The estimated contract value is $9,271,000.
Key contractual modifications in this addendum include an amendment to Subsection 8.01 of the Standard Specifications that permits contractors to sublet a portion of the contract while performing work amounting to not less than 30 percent of the original total contract price, revised from the standard 50 percent requirement to accommodate the project's significant bridge painting component. The addendum clarifies that bridge painting items may exceed 50 percent of total contract price and establishes procedures for payment of specialty services at cost plus 10 percent when required by the Engineer. A proposal guaranty equal to five percent of the bid value is required, and the project is subject to prevailing wage rates established by the Massachusetts Department of Labor and Workforce Development and the United States Department of Labor. The contract includes minority and female participation goals and is governed by Massachusetts General Laws Chapter 30 Section 39M and federal equal employment opportunity requirements.
