About this file
This Addendum No. 3, issued by the Massachusetts Department of Transportation (MassDOT) on October 20, 2026, modifies the contract documents for a bridge preservation project along Interstate 495 in Foxborough, Middleborough, and Norton, Massachusetts. The project encompasses six bridge locations (F-06-023, M-18-042, M-18-043, N-23-026, N-23-027, and N-23-034) under Federal Aid Project No. STP(BR-OFF)-004S(017)X. The addendum postpones the proposal opening date from October 27, 2026, to November 3, 2026, at 2:00 p.m., and transmits revisions to multiple contract documents including a revised cover page, questions and responses (four pages), and substantial modifications to Document 00715 (Supplemental Specifications, 22 pages), along with revised pages in Documents 00010, 00104, A00803, and B00420. The revision addresses critical clarifications from contractors regarding joint replacement procedures at Bridge N-23-034, deck joint reconstruction at piers, asphalt milling requirements, steel repair scheduling, painting operations, epoxy sealer treatment quantities, and allowable lane closure times on I-495. The estimated contract value is $9,271,000.00, and bidders must be pre-qualified by MassDOT in either the Bridge-Construction or Painting-Structural category prior to proposal submission.
The supplemental specifications include extensive technical updates covering traffic control devices, vehicle and pedestrian detection systems, connected work zone notification systems, power pedestals, field monitoring units, and preformed expansion joint fillers. Price adjustments are applicable for hot mix asphalt, Portland cement mixtures, diesel fuel, gasoline, and structural steel based on specified base prices. The contractor is responsible for coordinating steel repair and painting operations to minimize additional surface preparation costs, with no additional compensation for delays caused by engineer review or circumstances beyond the contractor's control. Payment for epoxy sealer treatment on bridge decks is based on revised quantity specifications. Contractors must maintain traffic flow throughout construction, including maintaining a minimum 10-foot lane in each direction during detours, and must comply with MassDOT standard traffic control drawings and the Manual on Uniform Traffic Control Devices (MUTCD). The contract is subject to federal aid requirements, prevailing wage rates, and minority and female participation goals as specified in the contract documents.
