About this file

This addendum is issued by the Massachusetts Department of Transportation (MassDOT) to prospective bidders for the Foxborough-Middleborough-Norton Bridge Preservation project along Interstate 495, Federal Aid Project No. STP(BR-OFF)-004S(017)X. The project encompasses bridge preservation activities at six locations identified as F-06-023, M-18-042, M-18-043, N-23-026, N-23-027, and N-23-034. Electronic proposals are due on October 27, 2026 at 2:00 p.m. via www.bidx.com. Bidders must be pre-qualified by MassDOT in either the Bridge-Construction or Painting-Structural category prior to submission, with approval obtained through a Request Proposal Form (R109) submitted to prequal.r109@dot.state.ma.us, which serves as a mandatory eligibility gate. Existing plans for each bridge are available on bidx.com at the appropriate letting date.

Addendum No. 2, dated October 9, 2026, transmits questions and responses from prospective bidders. Three questions submitted by John Rocchio Corporation regarding armored joint replacement procedures, detour utilization, pier identification discrepancies on contract drawings, and deck milling requirements remain unresolved, with responses to be provided in future addenda. The estimated contract value is $9,271,000, and a proposal guaranty equal to five percent of the bid value is required. Price adjustment provisions apply to hot mix asphalt, Portland cement mixtures, diesel fuel, gasoline, and structural steel tied to specified base prices posted on MassDOT's Highway Division website. The contract is subject to prevailing wage rate schedules as determined by the Massachusetts Department of Labor and Workforce Development and the United States Department of Labor, with minority and female participation goals specified in the contract documents. The project is governed by Massachusetts General Laws Chapter 30 Section 39M and includes federal equal employment opportunity requirements under Executive Order 11246.

John Rocchio Corporation, email dated October 9, 2026

Question 2

Please clarify how the replacement of the existing armored joints at the abutments (Bridge N-23-

Response 2

This will be answered in a future addendum.

Question 3

Note 1 on sheet 57 and 59 of 65 states that the detour is to be used for reconstruction of bridge deck joints at Pier 2. Is this an error and should state Pier 1 and 4?

Response 3

Question 4

Please clarify if the bridge decks need to be milled before partial deck repairs are performed. Can traffic travel on the exposed concrete deck surface while repairs are performed?
