This is a Request for Proposal (RFP) for formal and general fire department uniforms and accessories issued by the City of Tucson, Golder Ranch Fire District (GRFD), and Northwest Fire District (NWFD) as a combined annual requirements contract. The solicitation seeks vendors capable of providing a comprehensive range of uniforms, accessories, and related services for approximately 1,140 combined commissioned personnel across the three agencies. Requested products include general uniforms (polo shirts, tee shirts, sweatshirts, pants, jackets, hats, belts, and ties), ceremonial dress uniforms, accessories (patches, insignia, nameplates), and ancillary items such as backpacks and flashlights. The estimated annual usage is approximately $300,000 per agency ($900,000 combined), though actual orders are not guaranteed. A non-mandatory pre-submittal meeting was scheduled for April 9, 2026 at 11:00 a.m. via Microsoft Teams. The question submission deadline was April 13, 2026 at 2:00 p.m., with proposals due April 27, 2026 at 2:00 p.m. through the City's online bidding system. The contract term is one year with potential renewal for up to four additional one-year periods.
Pricing proposals must include all costs associated with providing uniforms, accessories, services, materials, labor, embellishment, packaging, handling, transportation, and delivery. Contractors must provide either a fixed percentage discount off manufacturer price lists or reduced net pricing schedules, with copies of applicable catalogs or web addresses for verification. The City will evaluate proposals based on price (primary criterion), method of approach, and qualifications and experience. Contractors must maintain reasonable inventory in full ranges of men's and women's sizes, deliver standard items within ten business days, and provide optional items within fourteen days. The contract requires both in-person and online ordering capabilities with real-time stipend balance tracking; stipends vary by agency (TFD: $400 annually, GRFD: $1,000 annually, NWFD: $750 annually). Contractors must obtain and maintain commercial general liability, commercial automobile liability, workers' compensation, and professional liability insurance with specified minimum limits. All deliveries are FOB Destination Freight Prepaid, and contractors must provide repairs, alterations, embroidery, and silk-screening services prior to delivery. Samples of proposed uniforms must be provided within five days of request and are provided at no cost to the City.
