About this file

This is a Human Trafficking Attestation form required by Flagler County Board of County Commissioners pursuant to Section 787.06 of the Florida Statutes for any nongovernmental entity executing, renewing, or extending a contract with the County. The attestation applies to the construction of two new hurricane-resilient buildings at the Flagler County Fairgrounds under ITB #26-ITB-019. Contractors must acknowledge that they do not use coercion for labor or services and understand the statutory definition of coercion, which includes physical force, unlawful restraint, debt manipulation, document confiscation, financial harm, fraud, and controlled substance provision for exploitation purposes. The form requires a duly authorized officer or representative of the contractor to sign under penalty of perjury, certifying compliance with the anti-human trafficking requirements. A mandatory site visit is scheduled for July 31, 2026 at 8:00 a.m., with bids due August 17, 2026 at 2:00 p.m. at the 3rd Floor Financial Services Conference Room, 1769 East Moody Boulevard, Building 2, Bunnell, Florida 32110, and accessible via Microsoft Teams.

The attestation contains no specific pricing terms, set-asides, or funding information, as it functions solely as a compliance certification document. Contractors must acknowledge that any future use of coercion for labor or services will result in immediate notification to the County and prohibition of contract execution, renewal, or extension. The form is provided to satisfy statutory requirements and protects the County's reliance on the contractor's commitment to lawful employment practices. Questions regarding the overall solicitation are due August 6, 2026 at 5:00 p.m., with a final addendum posted by August 10, 2026.
