About this file
This document contains two problem statements from a Request for Proposal for Application Support Center Services from the United States Citizenship and Immigration Services. The problem statements address scenarios involving employee absences at an ASC location and developing a ramp up plan to address a large volume of appointments following weather-related closures of multiple ASCs. Offerors are asked to provide solutions to ensure services continue as scheduled when employees in different roles call out sick, as well as an innovative approach to efficiently address a growing backlog of appointments once closed locations reopen. The related federal contract opportunity is a solicitation from the Department of Homeland Security's US Citizenship and Immigration Services seeking proposals for ASC services. Questions about the solicitation are due by January 10, 2023.

Factor 1, Sub-Factor 2 – Two Problem Statements
Problem Statement #1
At location X, you have a full-time employee who has called in sick to their supervisor one hour prior to opening via phone call. The closest available ASC location is 90 minutes from this facility. Please tell us your solution to ensure that services at the site are still provided as scheduled by the Government for that day.
Please give a separate solution addressing each of the following scenarios: (1) the employee calling out is a Biotech, (2) the employee calling out is a Facility Observer, (3) the employee calling out is a Receptionist, and (4) the employee calling out is a Site Supervisor.
Problem Statement #2
A large-scale weather event in the Northeast corridor of the U.S. has forced the closure of 10 ASCs for five (5) consecutive days. Impacted sites will need to process at Maximum capacity (as described in Task 4.1 in the PWS) in order to meet a growing backlog of pending ASC appointments. Once the locations reopen, what is your ramp up plan to meet the new volume, and innovative (i.e. gaining efficiency) approach to address the appointment backlog in a timely manner?
