1Proposal InstructionsRFP 12.4.4.1 Element 1 (p. 102) TO 1, 4.2 Transition Planning (p. 3)There is a conflict between RFP Guidance 'approach to meet the 30-day transition in timeline' and TO 1 language 'For transition planning, the Contractor shall assume a transition-in/transition-out period of 60 calendar days.' Could the Government please clarify the transition-in timeline?TO 1 SOW updated to reflect a 30 days transition in and 60 day transition out
2Proposal InstructionsRFP 12.4.4.1 Element 1 (p. 102 ) and TO 1The RFP reference states: 'The Government will evaluate the extent to which the Offeror’s detailed narrative of its approach to perform TO 1 SOW Task 2.1 only.' There is no TO 1 SOW Task 2.1. Could the Government please clarify?IDIQ SOW 12.4.4.1 Element 1 updated from TO 1 SOW Task 2.1 to IDIQ SOW 2.2.1
3Proposal InstructionsRFP, 12.4.4.1, element 1 p. 102) and TO 1, 4.2.1 (p. 3)The RFP reference states 'The Government will evaluate the extent to which the Offeror’s detailed narrative of its transition-in approach to perform TO 1 SOW, Section 2.1.2: Transition-In.' The TO 1 transition in paragraph is 4.2.1. We assume 4.2.1 is the correct refence, please confirm.IDIQ SOW 12.4.4.1 Element 1 updated from TO 1 SOW Task 2.1 to TO 1 SOW 4.2.1
4Description of Requirement/Statement of WorkRFP 7.4 (p. 54), 11.5.4 (element 4) (p. 91 & 92) and Part II Q&A #25RFP (7.4, p. 54) designates the Program Manager and Program Planner as only key persons for this IDIQ contract. RFP (11.5.4, p. 91) states 'Offeror shall submit as signed and dated letter of commitment for each key person.' Government response to Part II Q&A #25 indicates letters of commitment are required for AV Techs. RFP (11.5.4, p. 92) states offerors shall submit 'resumes of three (3) AV technicians the demonstrate offeror's capacities.' The AV techs are not designated key persons and new requirement changes the intent of the resumes communicated in RFP (11.5.4, p. 9). Request this new added letter of commitment requirement for these non-key positions be deleted.Letters of commitment from AV techs will not be required. This response should be considered a revision to Part II Q&A #25 where the answer was previously yes.
5Description of Requirement/Statement of WorkAttachment F. Labor CategoriesSeveral LCATS (e.g., Production Specialist, AV support technician senior, AV support technician junior) require AVT certification. We assume staffing with candidates possessing a higher certification (e.g., CTS certification) is an acceptable substitution for the AVT certification requirement. Please confirm.AVT Certification is the minimal requirement; higher certification in the specific technical field is acceptable.
6Proposal InstructionsRFP (2.2.2, p. 3)RFP (2.2.2, p.3) 'Program Planning and Management' appears to be incorrectly numbered. We assume it should be number 2.2.1. Is our assumption correct?Corrected.
7Proposal InstructionsRFP (11.5.3.2, p. 90), RFP (12.4.3.2, p. 101)There is no reference to 'Program Planning and Management' in either RFP reference. If this is not intentional, request additional instruction and evaluation criteria.11.5.3.2 updated to remove 2.2.1
8Description of Requirement/Statement of WorkTechnical Scenario 3.3.1.d.Technical Scenario indicates that the contractor shall "Procure supplies that are maintained in attic stock through established corporate supplies retailer." Does the reference to an "established corporate supplies retailer" indicate that the FDA currently has a specified, established retailer through whom the contractor must procure supplies for attic stock, or does this simply direct the contractor to only procure supplies from a vendor whose established business model is to sell supplies at the corporate level? No specified, established retailer directed.
9Proposal InstructionsRFP Section 2.2.2, Program Planning and Management; Section 2.2.2, Program Audio Visual Support Services; Section 11.5.3.2, Element 1, p. 90; Section 11.5.4, Element 1, pp. 90-91; TO 1 SOW, Section 4.2.1, pp. 3-4; Part+II+Sol_QR, question #2Would the government please clarify whether the Program Planning and Management requirements in the RFP IDIQ SOW (currently numbered 2.2.2, which appears to be a typo for 2.2.1), which roughly correspond to the requirements in Section 4.1 of the TO 1 SOW are to be addressed in the offeror's proposal, and if so where? And should these requirements be addressed in TO 1 pricing?Yes, IDIQ pricing requirements are to be addressed in the proposed labor rates in the IDIQ. Level of effort and pricing for TO 1 should be addressed in the proposal for TO 1.
10Basis for Award and Evaluation FactorsRFP Section 12.4.4.1, Element 1, pp. 101-102; TO 1 SOWThe RFP Evaluation Criteria for Factor 4 (Tab B) state: "The Government will evaluate the extent to which the Offeror’s detailed narrative of its approach to perform TO 1 SOW Task 2.2.1 only (excluding subparagraphs) Program Planning and Management Services." Would the government please confirm that the reference should be to RFP IDIQ SOW task 2.2.1, as there is no task 2.2.1 in the TO 1 SOW?Duplicate of Question # 2. IDIQ SOW 12.4.4.1 Element 1 updated to reflect IDIQ SOW 2.2.1 versus TO 1 SOW Task 2.2.1
11Description of Requirement/Statement of WorkTO 1 SOW 4.2, Transition Planning, pp. 3-4; (Tab B, Management Approach, Factor 4) Section 12.4.4.1, Element 1, pp. 101-102;To enable offerors to estimate an appropriate level of effort when developing pricing for TO 1, will the government please confirm that the Transition Planning task (TO 1 SOW Task 4.2) only applies to planning for the transition, not execution of transition activities?Execution of transition activities with the incumbent contractor are expected to be performed as part of TO 1.
12Description of Requirement/Statement of WorkTO 1 SOW Section 3, Scope, p. 2The TO 1 SOW Scope states: "Tasks include AV management, transition planning, development of operations procedures, implementation of operations procedures, a provisional operations management manual, day-to-day oversight of operations management." (1) Does "implemenation of operations procedures" refer to the actual performance of operations, i.e., providing AV support services, public meeting support/preparation/setup, venue as a service, system design, installation, and service, equipment furnish, maintain, and repair? (2) If yes, then to enable offerors to estimate an appropriate level of effort when developing pricing for TO 1, will the government please provide the number of FTEs currently performing this work and an estimated number of concurrent meetings per day?No actual performance of operations is required for TO1…just planning and management activities for future TOs.
13AttachmentsAttachment I, Technical ScenarioThe "Room Utilization.pdf" file embedded at the end of Attachment I, Technical Scenario, does not open when (double-)clicked on. Will the government please post this document as a separate file with the solicitation on SAM.gov so that offerors may have access to this information for level of effort estimation and planning purposes? The Government has no issue opening the Room Utilization.pdf file, however we will post the separate file in SAM.
14Proposal InstructionsRFP 11.5.4, page 90; RFP 12.4.4.1, page 101The proposal instructions in RFP 11.5.4 call for a transition-in approach to perform TO 1, SOW Section 3.1. In addition, RFP 12.4.4.1 says the Government will evaluate the transition-in approach to perform TO 1, SOW 2.1.2. However, there are no such Sections 3.1 or 2.1.2 in the TO 1 SOW.
Does the Government mean to cite TO 1, Description of Work 4.2.1? Please clarify.IDIQ SOW 11.5.4 Element 1 updated from TO 1 SOW Section 3.1 to TO 1 SOW 4.2.1

Duplicate of Question #3. and 12.4.4.1 corrected.

16Description of Requirement/Statement of WorkTask Order #1 – Statement of Work, Section 4.2.1, page 3The requirement is to identify the actions, plans, personnel, and timelines necessary to ensure a smooth transition to full operational status.
Is it correct to assume that the transition-in requirement includes the need to transition current active TO’s being performed by the incumbent contractor? If so, please clarify the incumbent Task Orders that will need to be transitioned with TO #1.No incumbent Task Orders will be transitioned to TO 1. Government will initiate new TOs for Contractor PM to transition once TO1 is awarded.
17Description of Requirement/Statement of WorkRFP 5.1 – Period of Performance, page 15; Task Order #1 – Statement of Work, Section 4.2.1, page 3Based on RFP 5.1, for this new IDIQ contract, each task order may not extend more than 24 months beyond the last ordering period. The issue is whether or not the same provision applies in the incumbent’s current contract, and whether such task orders would go to completion by the incumbent or be required to transition before completion to this new IDIQ contract.
In what ways, if any, must the required TO #1 transition-in plan at contract start account for incumbent TO’s that may go on after the transition period has ended?Duplicate to Question # 16. No incumbent Task Orders will be transitioned to TO 1. Government will initiate new TOs for Contractor PM to transition once TO1 is awarded.

Please confirm that an approach for IDIQ SOW section 2.2.1 is required.Duplicate of Question #7 and 28; 11.5.3.2 updated to remove 2.2.1
47Proposal InstructionsPart II, Tab A., Page 100Text at 12.4.3.1 appears to be duplicate instructions for what the offeror is to provide for this section, which is already provided at 11.5.3.1. Please consider adding standards for how the government intends to evaluation this materialItems 1-5 at 12.4.3.1 were intended for reference in lieu of providing a citation to the instructions in the earlier section (11.5.3.1). 12.4.3.1 will be evaluated based on the criteria listed in 12.4.3.1.1, 12.4.3.1.2, and 12.4.3.1.3.
48Proposal InstructionsPart II, Tab A., Page 100/101The instructions at 11.5.3.1 ask the offeror to "specifically address the following" and goes on to require five elements: risks: constraints and risks, work breakdown structure, daily schedule and allocation of staffing, staffing matrix, and risk mitigation. However, the three evaluation factors provided at 12.4.3.1 as Element 1, Element, 2, and Element 3 do not appear to evaluate the material asked for at 11.5.3.1. Instead these criteria evaluate "a detailed technical approach to perform all the tasks" and a "resource loaded project schedule for all the identified tasks and subtasks"; neither of which were asked for at 11.5.3.1. Please consider changing the evaluation criteria to evaluate the material asked for at 11.5.3.1 (constraints and risks, work breakdown structure, daily schedule and allocation of staffing, staffing matrix, and risk mitigation)As referenced in 12.4.3.1.3, the Resource Loaded Project Schedule is the same deliverable as the staffing matrix, requested as part of 11.5.3.1 (see response to Question 43).

Items 1-5 at 12.4.3.1 were intended for reference in lieu of providing a citation to the instructions in the earlier section (11.5.3.1). 12.4.3.1 will be evaluated based on the criteria listed in 12.4.3.1.1, 12.4.3.1.2, and 12.4.3.1.3.

50Proposal InstructionsPart II, TAB B, Page 101/102Under 11.5.4 Management Approach, the offeror is asked to provide a transition-in plan as element 1.
