1. BACKGROUND

The Office of Facilities Engineering and Mission Support Services (OFEMS), Division of Operations Management and Community Relations (DOMCR), Logistics and Transportation Management Branch (LTMB) provides Audio Visual Support services for the Food and Drug Administration (FDA) based out of FDA Headquarters at the White Oak Campus (WO), located at 10903 New Hampshire Ave, Silver Spring, Maryland 20993. The present occupancy of the Campus is approximately 13,000 FDA and contract employees.

Through management of shared use space, FDA makes highly efficient use of meeting, conference, training, and computer training room space throughout the campus. Because of the limited amount of meeting room space, the Agency has established procedures and systems to optimize the efficient use of space on a shared use basis among component organizations. Moreover, rapid developments in the workplace call for greater use of Audio Visual (AV), Telecom, and Information Technology to improve the quality of on site and virtual meetings for training sessions and work sessions among employees. Over the past year remote access to meetings by employees using web based and telecommunications based virtual software platforms has become a critical aspect of supporting Agency meetings.

Personnel attending meetings often have critical technology requirements, including power to support their laptop computers, the ability to screen share, and the visual, spoken, and cyber interaction with personnel working from alternative worksites. FDA makes extensive use of telecommunications and VoIP technology and often requires regular national and international video-teleconferences, web networked virtual meetings with the use of web-based software for the purpose of supporting virtual meetings and webcasting Advisory Committee meetings, public meetings, and public workshops.

Providing a highly qualified and technically proficient support staff for various technical requirements of Agency meetings and trainings improves the quality and ease of performing Agency business. This requires a support staff that is highly engaged and who understand the importance of preparation in minimizing the risk of failure or delay.

For FDA, failed and delayed meetings and proceedings could have the effect of delaying the approval of products important to the public health or could have the effect of diminishing the quality of the review process for these products. The customer expectation for the performance of these technical support functions is for a 100% success rate. To meet this expectation, it is necessary to have highly qualified technical staff, which is highly qualified in customer service.

The Logistics and Transportation Management Branch requires technical personnel to provide technical services to support meetings, conferences, training sessions and public meetings using AV, Telecom and Information Technology equipment and systems. Audio-visual technicians provide service during regular business hours of 7:00 a.m. until 5:00 p.m. Eastern Time to the following locations on the White Oak Campus.

These locations include the following facilities at White Oak Campus:

a. Building 1 – A historic building occupied by the senior leadership of the Agency; has nine (9) conference rooms
