About this file
This document contains an equipment responsibility matrix and federal contract solicitation. The matrix lists various types of building equipment and systems and identifies whether they are considered standard or above standard building components. It also notes which entities, such as GSA, the lessor, or FDA, are responsible for the equipment's maintenance, repairs, warranties and preventative maintenance. The solicitation seeks a Construction Manager as Constructor contractor to perform repair and alteration work for the FDA Forensic Chemistry Center and Peck Federal Building in Cincinnati, Ohio. The project aims to modernize outdated building systems and expand FDA's laboratory spaces. Offerors must submit proposals by the specified due date to be considered for the award of a Guaranteed Maximum Price contract. Relevant agencies involved include GSA and FDA.

: Is there a threshold?
-Christine Ewing - WPM1C This is a critical point that will depend on the circumstances of the lab location (owned/leased, etc.)
-Nathan Ingersoll - 5P1CAT I agree. A column listing the threshold amount would make it clear based on the particular owned/leased bldg -Christine Ewing - WPM1C Added a column for this - please let me know if what I added makes sense.
-Ron Snow - PCBAB : Define: 1. Who manages this? Regional PM? 2. When do they start filling this out? 3. When does it need to be filled out by?
-Ron Snow - PCBAB : Edit instructions to note further that team must edit standard and above standards items based on type of space and TI and above TI items, etc. Use pricing policy language. Check with Bill Hunt on language before finalizing.

| 1 | Building Automation Systems (BAS) | Instructions: |
FDA and GSA Project Teams are to edit the equipment lists to the specific project that they are working on. Add/Delete equipment specific to the location as well as all other applicable information for each item. The intent is for the FDA and GSA have a clear understanding and expectation prior to occupancy as well as throughout.
Responsibilty for this Document:
GSA Regional Project Manager is responsible for this matrix during the project lifecycle and shall ensure it is filled out accurately and timely. Once the facility is occupied, it shall be the responsibility of the GSA Facilities Management team to maintain and update.
Timing of Completing this Document:
This document should be filled out as early on in the project planning as possible and updated throughout the life of the project. Once the construction is complete, it should be turned over to the GSA Facilities Management team.
Standard vs. Above Standard (Pricing Policy):
Standard (Core/Shell):
Building shell is the complete enveloping structure, the base building systems, and the finished common areas (building common and floor common) of a building that adjoin the tenant areas. Please see Chapter 2 of the GSA Pricing Desk Guide for a more detailed description.
Above Standard (Tenant Improvements or TI):
TIs are the finishes and fixtures that typically take space from the shell condition to a finished, usable condition. The resulting space is complete, meets applicable building codes, and meets the tenant agency’s functional needs. Please see Chapter 2 of the GSA Pricing Desk Guide for a more detailed description.

: One of the difficulties we have had at the FCC is that these central systems are sized to meet the mission needs of the FDA lab and therefore much larger than "standard" sizes for a commercial office application. Perhaps we assign Shell/TI percentages for some of these items?
