11. Bidder Question:
8-25 For doors that are existing and remaining in the same location, are these to be new doors and/or hardware?
Answer: Existing door to remain. New security hardware will be provided as part of a comprehensive upgrade to the building security system.
3 | P a g e
12. Bidder Question:
8-25 Enhancements note in section 1.1.4 of the FDA-FCC_ConceptNarrative indicates that storefront and roof will be repaired. Please advise the location and extent of these repairs.
Answer: please see notes at end of this document titled ‘Scope of Work for Roof and Storefront”, page 19-21.
13. Bidder Question:
8-25 The FDA-FCC_ConceptNarrative indicates that the doors for EVS/Janitor/Mechanical are TBD. Should we assume these to be hollow metal doors in hollow metal frames? If not, please advise the correct material.

Answer: Yes, it will be funded. It is currently partially funded. But should be fully funded by
NTP.
18. Bidder Question:
8-25 Will this project be tax exempt?
Answer: GSA will supply the CMc with a tax-exempt letter to share with their subcontractors but we cannot guarantee tax exemption.
19. Bidder Question:
8-25 Will there be several subcontracting plans required?
Answer: Yes, every time an option is exercised, there is a requirement for a subcontracting plan that includes the work in the option.
4 | P a g e
20. Bidder Question:
8-25 Is Peck fully demolished? And is walk thru the same as for FCC?
Answer: Yes, Peck is fully demolished. And David Zeeb is the contact for a walk thru. Peck should be easier to access than FCC.
21. Bidder Question:
8-25 For phasing, is everything is available for Phase 1 at one time and Phase 2 at one time?
Answer: That is what’s in the drawing so that should be correct. But Phase 2 may be more complex.
22. Bidder Question:
8-25 When will the documents be complete for the Peck building?
Answer: We do not have a definitive date because it is tied to the receipt of funding.
23. Bidder Question:
8-25 Will dates be revised?
Answer: Yes, they will be revised once funds are received.
24. Bidder Question:
8-25 Why is an industrial hygienist needed? If required can this be a 3rd party that will be hired during pre-construction prior to construction/demo starting?
Answer: The role of industrial hygienist may be required as there are some potential mitigation requirements identified at the lab. There should not be mitigation required at Peck given the abatement done by the past project.
25. Bidder Question:
8-25 Do you really need all these people spelled out on page 25? There are over 13 positions listed and if we have a dedicated person per each that is very expensive. We feel that Note 1 will apply to a lot of these roles. Just want to verify that is the intent.
Answer: Each role does not need to be a dedicated full-time position. The staffing plan should explain how these functions will be addressed by the CMc team. Also, you may remove Project Engineer, Industrial Hygienist, and Construction Supervisors.
26. Bidder Question
8-25 Please confirm what base scope to be included in CLIN 4 and CLIN 9 on the Pricing Sheet. For items indicated to be included in CLIN 9 as “enhancement option”, do proposers need to include costs in CLIN 4 to provide a completely functioning system in the event CLIN 9 is not accepted? For instance, fire alarm: CLIN4 indicates to provide a new fire alarm system, but parts of the system is to be included in the enhancement option (CLIN9) therefore, if CLIN 9 were not to be accepted, should there be enough funds in CLIN4 to tie the existing area that is part of the enhancement option in to the new infrastructure?
Answer: Yes, proposals should reflect the possibility that the “enhancement option” is not ultimately awarded. The project team perceives this outcome as unlikely and will formally change design direction once the appropriation becomes available at a later date.
27. Bidder Question:
8-25 Please confirm the terms of the Bid Bond that we are to provide with our submission. Will it be the lessor of 20% or $2,000,000?
Answer: Yes, the bid bond should be the lesser of 20% and $2M.
5 | P a g e
28. Bidder Question:
8-25 Will the CMc be providing the Builder’s Risk Insurance, or will the Owner provide the same, in which case the CMc would only need to provide for any gaps/differences in coverage? If Owner is providing, please share information from current policy in place so we can identify how much Difference in Coverage to carry.
Answer: The CMc will have to provide a certificate of insurance within 10 days of award along with a payment and performance bonds for the full award amount. Please refer to the Insurance Requirements as discussed in the Agreement Document, and FAR 52.228-5 "Insurance - work on a government installation" https://www.acquisition.gov/content/52228-5-insurance-work-government-installation.
29. Bidder Question:
8-25 Please confirm which phasing plan we are to base our proposal and pricing on.
Answer: The phasing plan detailed on drawing A-20 (PHASING PLAN -OPTION 1) shall be used the basis of CMc proposals.
30. Bidder Question:
8-25 Please confirm we only need to submit one subcontracting plan for the total evaluated price/scope.
Answer: Yes, submit one subcontracting plan for the total evaluated price. If the price increases prior to exercising the GMP, then an amended plan will be requested.
31. Bidder Question:
8-25 Can you provide a 1442 with the key Government items completed (the one shared in the Solicitation was blank).
Answer: Yes, look here:
https://beta.sam.gov/opp/1b46afd7f1584f58830ac8f50cc42b6a/view#general.
32. Bidder Question:
8-25 Can you share the existing drawings for Peck and the FCC? Are there any work restrictions in either building?
Answer: Original FCC construction drawings can be shared and portions of the Peck facility as well from the recent backfill project:
https://beta.sam.gov/opp/1b46afd7f1584f58830ac8f50cc42b6a/view#general Disruptive work, including noisy, dirty, and/or smelly work shall be accomplished after hours at both the FCC and Peck. And all utility outages at Peck and FCC must happen after hours. Assume approximately 20% of work at FCC and 5% of the work at Peck will need to be done after hours.
33. Bidder Question:
8-25 Who furnishes and installs lab casework/fume hoods?
Answer: Lab casework and fume hoods will be furnished, installed, and commissioned by the CMc in partnership with the project team (ShapiroCMa). The equipment responsibility matrix is intended to support operations post construction. This will be edited and developed during the delivery process to establish clear lines of maintenance responsibility.
34. Bidder Question:
8-25 Peck Building, On the 4th floor, sheet A-101, note 22 directs us to install an agency provided high density mobile storage unit, including structural modifications to the existing structure. We need to know the details of what is being provided so that we can contract for installation as well as engineering additional support. That would include the anticipated total weight.
6 | P a g e
Continued… Answer: The DIDs were developed based with the expectation that motorized Spacesaver (https://www.spacesaver.com/products/high-density-mobile-shelving/standard-high-density-mobile-storage/) unit would be the basis of design. There is not a (continued next page) definitive product model established at this concept stage of the design concept.
Question: We need to know what’s on the 3rd floor below that area, as we will have to remove the ceiling to access the floor structure for the 4th floor.
Answer: A final structural solution will need to be developed in partnership with the Architect of record. Potential access the 3rd floor will need to be coordinated with the property management office and restoration to original conditions will need to be part of the proposal costs.
35. Bidder Question:
8-25 Confirm that Tenant Agency’s Furniture Vendor is not under our scope of work.
Answer: At this time furniture will be provided by a separate vendor which will coordinate with the CMc. This could change as the project progresses.
Also excluding: Residential appliances? Copiers/faxes/shredders/printers?
Answer: Provided by a separate vendor which will coordinate with the CMc.
36. Bidder Question:
8-25 Please provide additional information:
Sizes of various dry marker boards? Answer, assume 4’x4’ size for bidding purposes, will change during final design.
Locker construction? Answer, assume metal for bidding purposes, will change during final design.
37. Bidder Question:
8-25 Appendix I outlines different concepts for loading dock access, which concept are we to base our proposal pricing upon?
Answer: Use CONCEPT B for bidding purposes.
38. Bidder Question:
8-25 Can you share the reflected ceiling plans for both sites. Existing and proposed.
Answer: Complete reflected ceiling plans and final selections of products are not developed at this concept stage of the design. Reference Chapter 6 of the PBS P100 as well as section
4.3.7 of the concept narrative for baseline expectations.
39. Bidder Question:
8-25 Given the questions around clarifying scope, and depending on the timing of the response, would it be possible to extend the response deadline?
Answer: Yes, by a maximum of 1 week.
40. Bidder Question:
8-25 Please confirm if the existing Lab Casework will be reused in the new lab areas. Is any additional lab casework to be provided by the GSA or part of contractor scope (FCC).
Answer: New laboratory spaces will require casework provided and installed by the contractor. Casework in the existing to remain labs will not be modified.
7 | P a g e
41. Bidder Question:
8-25 We are to install new building services in the garage, will we need to reroute the utility service – where are the transformers in relationship to the garage (FCC)?
Answer: Final location of the utility transformers is not determined at this concept stage of the design process.
42. Bidder Question:
8-25 Existing panels need 25% spare capacity. Will we need to install new panel(s)? Will the ampacity of the new panel increase? Will new conduit and wire need to be installed? If new feeders are not required, can we the existing panel tub as a junction box (FCC)?
Answer: As noted in section 4.3.4 - "The electrical scope will be similar to the renovation of existing laboratory space except there will be more significant demolition of existing electrical infrastructure including existing electrical panels, lighting, receptacles and fire alarm" The electrical panels serving the existing to remain labs are not assumed to be replaced as part of the base project scope.
43. Bidder Question:
8-25 There are a few discrepancies in the layout shown on A-10, A-13, and A-20. A-10 and A-20 match, but A-13 has some differences. See the attached sheet A-13 with red clouds indicating the areas where there are discrepancies with A-10 and A-20. Please advise which layout is to be used (FCC).
Answer: The layout on A-13 is to be used.
44. Bidder Question:
8-25 Are poke through devices required the WS 9x7 cubicles? Conference rooms (Peck)?
Answer: The existing under floor walker duct that should be utilized to route electrical and low voltage wiring. No new coring to support poke through devices is anticipated.
45. Bidder Question:
