I. PROJECT DESCRIPTION

This Statement of Work (SOW) is for architectural and engineering (A/E) services. The General Services Administration (GSA) intends to design and construct a modernization of the FDA’s Forensic Chemistry Center (FCC) located at 6751 Steger Drive and to design and construct office space for the FDA’s district office staff at the Peck Federal building located at 550 Main Street, both in Cincinnati, Ohio. The FCC serves as the FDA’s premier national forensic laboratory for method development, research, and analyses related to criminal, regulatory, and counter terrorism investigations. The FDA’s mission requirements have evolved significantly since the laboratory's original construction in 1998 and now requires the expansion of the laboratory space into the north end of the existing facility as well as upgrading the legacy building systems to meet current National Institutes of Health(NIH) and GSA Design Requirements. The district office staff supports the Office of Regulatory Affairs inspection and oversight services.

The objective of this design and construction project will be to reposition the FCC asset to align with FDA’s current criminal and regulatory investigative mission requirements and to provide federal office space for the FDA’s district staff. The FCC will play a critical support role in the U.S. Department of Health and Human Services response to the national opioid health crisis which has defined the FDA’s Program of Requirements. The design process will ensure that the laboratory meets all functional and safety expectations of the FDA scientists while balancing the legislatively mandated energy and sustainability targets. The planned project delivery method is Construction Manager At-Risk (CMc). The anticipated FCC construction budget is approximately and the Peck is

E. Building Information Modeling (BIM) The P-100 requires projects to be developed in BIM to the following minimum standards:

1) Accurate Models to represent the proposed construction for design review, constructability-clash detection and as-built records;

2) Spatial Data Management --provide GSA with accurately developed area plans and space names;

3) Track and provide specified building equipment and asset data through the COBie exchange format.

ODC encourages employment of BIM to the maximum extent applicable and beneficial, beyond these basics, to further the development and implementation of BIM-based methods for visualization, coordination, and analysis of project information.

GSA project teams should evaluate project challenges and customize the following BIM solutions to meet specific project goals:

● Use of 3D geometric models for visualization

RFQ Number:47PF0020Q0086

● Use of 4D models for phasing analysis

● Use of 3D/BIM for design and construction coordination

● Use of BIM (with smart objects) for an array of analyses

1. Personnel

The Contractor shall provide experienced personnel in both BIM modelling and COBie data management to support the GSA 3D/4D Building-Information-Modeling (BIM) and COBie efforts to ensure that project related materials and models are developed to comply with the BIM requirements specified in P-100, GSA BIM Guides, as well as Project Specifications and Narratives.

2. Services

The CMa BIM personnel shall;

• Review submitted BIM Execution Plans (BEP) from the A/E Contractor, the CMc Construction firm, and other entities for adherence to project goals and requirements and timelines; provide comments and review resubmissions

• Conduct QA review of the BIM-model during development to ensure compliance with the BEP, GSA P-100, and BIM Guide 2, 7 & 8;

• Review the BIM Model at each submission for completeness, accuracy, and conformance to specifications

• Ensure BIM models meet the specifications of, and provide the data required by the GSA Spatial Data Management (SDM) group and BIM Guide 02.

• Ensure BIM files are properly geolocated to a specific site, and contain all information regarding building elements as specified in GSA BIM Guide 07.

• Lead the development, inclusion and completion of full project COBie data within the BIM to ensure complete transfer of equipment and other asset information to the GSA National Computerized Maintenance Management System (NCMMS) and/or templates, per the GSA OFM BIM/COBie playbook. This includes, but is not limited to, ensuring that data structures are complete and accurate in both native models and IFC files.

• Document in a written report the variances between the practices detailed in the accepted BEP and GSA Standards against the AE or Contractor’s BIM models and required

RFQ Number:47PF0020Q0086 deliverables. This reporting will be done throughout both Design and Construction phases of the contract to call out where models need to be improved to meet GSA Standards;

• Document basic BIM model quality by UniFormat II classification for each BIM Model.

• Ensure complete and accurate BIM submissions from contractors are ready for inclusion in GSA storage systems and are ready for use by GSA personnel. For example, BIM files shall be detached and free from direct referencing of file trees localized to the contractor’s own worksite.

• Manage BIM discussions amongst the Government offices involved in the project to ensure project is acceptable. This includes the GSA Office of the Chief Architect (OCA), GSA Office of Design & Construction (ODC), the GSA Spatial Data Management Branch (SDM), and the Office of Facilities Maintenance (OFM), as well as tenant agencies, and others.

• The CMa shall also provide documentation demonstrating a COBie certified professional is dedicated to the project with the following three certification achievements: 1) COBie As-Designed, 2) COBie As-Built, 3) COBie Quality Control.

• The CMa certified COBie professional shall provide assistance in the development of a project COBie Execution Plan, provide QA for the development of asset templates and spreadsheets, and ensure timely & complete delivery of COBie data to meet GSA required deadlines for external project activities (such as O&M contract development) as agreed upon in the execution plans and comply with GSA BIM Guide 08.

• Document deficiencies in the COBie data set within the model, and/or transfer files , if required, for data transfer. Ensure the A/E BIM models contain appropriate design data and asset types GSA NCMMS ; ensure Construction BIM COBie data is complete and meets/includes all GSA requirements.

• Ensure all AS BUILT documents, native-format BIM and IFC models accurately reflect the final project details and condition.

• The Contractor shall assist the AE, GC, or other party responsible for the NCMMS, which includes COBie, with coordinating and integrating project deliverables into its development. The Contractor shall incorporate NCMMS administration and user guides into the systems manual.

H. Collaboration for CMc Contracts During the Design Phase Services of the CMc contract, the CMc shall collaborate with the A/E on the design, constructability issues, schedule, cost, and a process that is similar to value engineering. The ultimate goal of this collaboration is to establish a final Estimated Cost of Work (ECW) that does not exceed the original target ECW (as set forth in the Contractor’s proposal). The CMc's involvement during the project design phase offers PBS the ability to identify current market conditions concerning labor and material availability, constructability issues, and any phasing and sequencing impacts.

Ideally, the A/E and its subcontractors will communicate freely with the CMc and its trade subcontractors, and vice versa. This will ensure mutual understanding of both the A/E's design intent and the CMc's means and methods, and thus ensure greater certainty in pricing the

RFQ Number:47PF0020Q0086 construction work. It also increases the likelihood that design errors and omissions are recognized and resolved during design. In addition, this collaboration takes place during a time that does not significantly impact the construction schedule and that can result in expedited production and review of shop drawings once construction commences.

The Contractor shall actively participate in the collaborative efforts between the A/E and the CMc by, among others, attending meetings, reviewing documents, participating in phone calls, and generally taking such prudent and reasonable actions to enable the Contractor to advise the contracting officer on the potential impact of design-related decisions on construction cost and schedule.
