About this file

This document contains an appendix checklist evaluating a proposed design against the GSA's Guiding Principles for High Performance and Sustainable Buildings. The checklist assesses criteria such as integrated design, energy performance, water conservation, indoor environmental quality, and materials impact. It finds the design partially compliant or not yet evaluated on some criteria due to existing building parameters and the limited proposed scope of work, which involves renovating outdated systems and expanding laboratory spaces at the FDA Forensic Chemistry Center and Peck Federal Building in Cincinnati, OH. A related federal contract opportunity solicitation seeks a Construction Manager as Constructor for the repair and alteration project, with the GSA intending to award a Guaranteed Maximum Price contract. The proposed work will modernize systems to meet long-term agency requirements.

Appendix F: FDA FCC – Concept, Guiding Principles Checklist

I. Integrated Design

GPC # Criterion Name Y Y-P N/E N/A Respon. Comments

1 Integrated Design Y Team Project team is using an integrated design process to meet the project goals. Weekly calls include Sustainability as an agenda item. Life-cycle cost analysis (LCCA) is being performed for the Chilled Water Plant, Hot Water Plant, Humidification System, and Air Handlers.

2 Commissioning Y CxA Project will be commissioned by a third party.

3 Site Selection N/A Civil Project was already selected by GSA. There is no expected site work in the scope of work.

4 Transportation N/A Sustainable There is no expected site work in the scope of work for adding bicycle facilities or electric vehicle charging stations.

The project site is not near bike paths or bike networks.

The project site is not adjacent to sufficient public transportation options.

5 Safeguarding Assets N/A Sustainable Owner

The project site was already selected by GSA.

The scope of work does not cover any changes to the site or building envelope or building structure.

Actions are being taken to reduce water use within the building and reduce energy use.

II. Optimize Energy Performance

GPC # Criterion Name Y Y-P N/E N/A Respon. Comments

6 Energy Star Y Lab Planning Owner

Energy Star products will be specified for applicable products in HDR’s scope of work.

7 Energy Efficiency Y-P MEP The project scope is a renovation. Energy modeling is not being performed; due to the work being done a Prescriptive Compliance Approach is being used consistent with LEED ID+C v4.

8 Renewable and Clean Energy N/A Owner Not in project scope

9 Metering – Energy and Water Mechanical Plumbing

Electrical meter will comply with EPAct 2005 and LEED Advanced Energy Metering requirements and includes building-level metering.

Per the POR, new building-level meters will be provided for natural gas and water. Both meters will tie into GSA’s advance metering network.

10 Benchmarking N/E Owner This will be requested by GSA/ FDA if wanted.

III. Protect and Conserve Water

11 Indoor Water Use / Cooling Towers

Y-P Plumbing Mechanical

The preliminary indoor water use reduction is 35% through the use of low-flow fixtures.

WaterSense labeled fixtures will be used and specified.

It has not yet been determined if water-cooled chillers will be used for the project. This will be determined based on the LCCA results.

12 Outdoor Water Use N/A N/A Not in project scope

13 Alternative Water N/A N/A Not in project scope

14 Outdoor Water – Manage Rain N/A N/A Not in project scope

IV. Enhance Indoor Environmental Quality

15 Ventilation and Thermal Comfort

Y Mechanical Project will be designed to meet ASHRAE 62.1- 2013 and ASHRAE 55-2010.

Energy efficient strategies are being considered for HVAC systems and controls and are being evaluated based on the LCCA results.

16 Daylighting and Lighting Controls

Y-P Lighting Lighting controls will be provided for dimming capabilities in all applicable spaces.

Daylighting controls will be limited due to the current space configuration of the building placing small offices and data rooms at the perimeter

17 Indoor Air Quality Y-P Contractor Owner

An Indoor Air Quality (IAQ) Management Plan will be developed for the project. The requirements will be provided in the project specifications.

No Smoking signage will be placed as appropriate according to the project scope of work.

18 Occupant Health and Wellness N/A Architect Owner

Project is limited based on existing building parameters and changes to the building structure are not included in the project scope (e.g. additional daylight, modifications to stairwells).

Project location is limited and does not provide proper access for bicycle commuting.

V. Reduce the Environmental Impact of Materials

19 Material Content and Performance

N/E Interiors Contractor

Product requirements will be included in the project specifications in subsequent submissions.

20 Waste Diversion (MSW) Y-P Interiors Owner

It is estimated that 414 gallons (56 cubic feet) of recycling storage will be needed within the building. Batteries and electronic waste will also need to be stored. The general locations for storage will be located in office/ workstations, labs, printing alcoves, break areas, and conference rooms.

21 Materials Management (C&D) Y-P Contractor A Waste Diversion Goal has been established of 75% diversion from at least four material streams. This will be stated in the project specifications in the next project submission.

Summary

% Guidelines # Status

20% 4 Yes, Meets Guidelines

30% 6 Yes – Partially Compliant (Y-P)

10% 2 Not Yet Evaluated (N/E)

40% 8 Not Applicable (N/A)

This Checklist is based on HDR’s analysis of the GSA Guiding Principles requirements given the current proposed design and information provided by the owner. HDR will perform its services with the degree of skill and care normally exercised by similarly situated members of the profession performing similar services at the same time and in the same locale as the Project. Requirements may move from Yes to No to N/A throughout the design and construction process. Compliance is ultimately decided by GSA and is beyond HDR’s control.
