F-15SA Interim Contractor Support (ICS) Contract

REQUIREMENTS DESCRIPTION

F-15SA Interim Contractor Support (ICS) Contract

PURPOSE/DESCRIPTION

We are conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for performing ICS tasks to include providing full Organization level (O-Level) aircraft flightline maintenance and Intermediate level (I-Level) backshop maintenance support for F-15SA aircraft in Saudi Arabia.

There will be approximately Twenty-Four (24) F-15SA aircraft at the 55th FTU, King Khalid Air Base (KKAB) that will be supported through the O&I Level maintenance of this contract.

Maintenance operations may be conducted at the following bases: King Khalid Air Base, Khamis-Mushayt; King Faisal Air Base, Tabuk; Prince Sultan Air Base, Al Kharj; King Abdulaziz Air Base, Dhahran; and King Saud Air Base, Hafar Al Batin. The contractor will be required to: provide aviation maintenance to support the Royal Saudi Air Force (RSAF) mission, mission capable aircraft at required levels to accomplish mission requirement, quality assurance for all contract requirements and standards, qualified aircraft maintenance personnel, and integrated risk management in all operational decisions. Our estimated acquisition strategy is a four-year, 8-month contract (basic plus 3 one-year options and a 20-month option) and will continue through CY2021. The North American Industry Classification System (NAICS) that will be used to describe the type of work for this effort is 488190, Aircraft Maintenance and Repair Services

The primary responsibilities of the contractor shall be:

1- The Contractor shall perform the aircraft maintenance mission to provide maintained aircraft and equipment for aircrew and maintenance training needs. The workforce shall be technically trained and focused on customer support. Flightline personnel shall prepare the aircraft, assist the aircrew during flight preparations, and be in place to inspect, launch, recover, and service each aircraft prior to the next launch. The Contractor shall ensure maintenance is performed and documented in accordance with (IAW) all applicable RSAF local directives and follow all technical orders as stipulated in the RSAF Quality Assurance, Training, and Safety programs.

2- The Contractor shall provide dependable, flexible and responsive support for PWS task performance. Maintain the F-15SA aircraft to meet the weekly/daily flying schedule while maintaining at least an 80% Fully Mission Capable (FMC) availability. The aircraft is considered FMC when it is capable of performing all of its projected assigned missions IAW RSAF provided Mission Essential tasks. The sum of (Total FMC Hours/Total Possessed Hours) X 100=FMC Rate. The contractor shall review all aircraft in Non-Mission Capable Supply (NMCS) status to verify proper parts are on order IAW with technical orders. FMC and Non-Mission Capable Maintenance Rate formulas utilized for the F-15S IAW RSAFI 4-7165-110 will be used for the F-15SA. Surveillance will be conducted by the Contracting Officer Representative (COR) and results of the surveillance will be documented in the Program Assessment Report (PAR) quarterly.

The contractor will be responsible for the following in relation to RSAF property:

1- The Contractor shall track RSAF property via the Equipment / Property Registry IAW the RSAF management and control plan and have full responsibility for the accounting of RSAF property used in the performance of this contract. The Contractor shall provide annually an Equipment/Property Registry showing inventory, quantity on hand and status of all GFE to the RSAF, COR, and Program Manager (PM). The Contractor shall designate primary and alternate custodians to receipt and account for all assigned RSAF property.

2- The contractor shall contact the RSAF custodian immediately if property is lost or damaged. All Air Force Technical Order (AFTO) Equipment Forms (i.e. AFTO Forms1500/1600’s) and reports provided by the RSAF will be filled out IAW RSAF instructions or local procedures immediately after identifying the incident.

3- Materials, Equipment and Data. All materials, equipment and data required to perform this contract will be furnished by the RSAF as Government Furnished Equipment/Property/Material (GFE/P/M). Prior to acceptance of equipment, the Contractor shall verify that equipment is in serviceable condition and suitable for its intended purpose.

Additionally, the Contractor shall provide “critical aircraft skills” for the following functional areas:

1) Tactical Aircraft Maintenance (APG) Lead

2) Avionics Technician

3) Electrician

4) Hydraulics

5) Engine Technician

6) Weapons

7) Supply

“Critical Aircraft Skills” labor will be defined as those at the 7 skill level or higher that perform advisory type rolls, such as guidance on technical data. The “critical aircraft skill” laborers shall not be hands on type workers, but only be available for advisory type functions. There shall be no more than 10 “critical aircraft skill” workers at each of the following locations:

1) King Khalid Air Base (KKAB)

2) King Abdulaziz Air Base (KAAB)

3) Prince Sultan Air Base (PSAB)

4) King Saud Air Base (KSAB)

The following locations shall employ “critical aircraft skills” for supply functions only, not to exceed two workers per base:

1) Depot Supply (Dhahran)

2) RSAF HQ (Riyadh)

To be able to perform the requirements of this contract, the contractor must provide the following:

1- Mobilization and Demobilization: The Contractor shall be responsible for complete submittal of the necessary information and forms required for passports, work visas, Saudi driver’s licenses, residential permits (IQAMA) and immunization clearances.

2- Contractor shall obtain all necessary approvals and clearances for customs to allow the shipment of equipment to the customer country.

3- The Contractor shall be responsible for all required support i.e. housing, transportation, medical, administrative, or personnel support services, for their personnel, to include their dependents, during the period of performance in-kingdom.

4- Security Clearance: The Contractor shall ensure applicable Contractor personnel have security clearances at the Secret level for proper accomplishment of contract/order requirements.

5- The Contractor shall outfit its employees with distinctive uniforms, steel toed boots and enforce business dress.

6- The Contractor will incur any and all costs associated with employment termination for Contractor employees that voluntarily or involuntarily terminate employment with less than two years of employment.

In addition to O and I-level maintenance, the contractor shall be required to provide on-site technical support services and/or engineering reach back support, as requested by the RSAF. All technical data related to the maintenance activities is owned by the RSAF and will be provided through the RSAF Print on Demand (PoD) system.
