DEPARTMENT OF THE AIR FORCE
AIR FORCE LIFE CYCLE MANAGEMENT CENTER
ROBINS AIR FORCE BASE GEORGIA
20 March 2015
MEMORANDUM FOR INTERESTED SOURCES
FROM: AFLCMC/WWQI F-15 FMS PROGRAM OFFICE
460 RICHARD RAY BLVD.
SUITE 200
ROBINS AFB, GA 31098
SUBJECT: F-15SA Interim Contractor Support, Industry Day
1. A tentative requirement for F-15SA Interim Contract Support (ICS) has been assigned to the AFLCMC/WWQI F-15 Foreign Military Sales (FMS) Program Office. It is anticipated that this tentative acquisition will be a competitive acquisition. The program team anticipates the award of an indefinite-delivery contract.
2. In order to capture the business practices that are customarily found in the aircraft maintenance industry, as well as to receive industry input relative to the Government’s F-15SA maintenance requirements, an Industry Day will be conducted 6-7 May 2015 beginning at 9:00 A.M. at the Museum of Aviation, located on Hwy 247 at Russell Parkway (outside gate #14) in Warner Robins GA. The event will be held in the Eagle Conference Room located on the third floor of the Eagle Building. For directions, please refer to http://www.museumofaviation.org/directions.php
Due to space limitations at the facility, teams shall be limited to a size total of three persons per team.
Industry team composition is at the discretion of the industry participants and may include subcontractors.
It will be an excellent opportunity for you to provide your input regarding the draft Performance Work Statement (PWS), and to obtain answers to any questions you may have.
3. A draft copy of the PWS is posted with this letter under FD2060-15-ICSF15SA and will be the focus of the Industry Day. To facilitate the process, all participants, both industry and Government, are expected to be familiar with this technical document. A general overview of the workshop is as follows:
Day one activities include welcome introduction, administrative comments, program team presentation of the F-15SA ICS mission, and review of the draft PWS. Requests for information relative to this acquisition, to include questions you may have relative to the draft PWS, should be submitted no later than 27 April 2015. Questions will be consolidated and answered at the forum.
4. Day two, 7 May 2015, of the Industry Day will be set aside for one-on-one meetings between Government representatives and interested parties. Meetings must be scheduled in advance and will last no longer than 30 minutes in length. These meetings will present an opportunity for interested parties to identify any specific questions or recommendations for the Government team in how to proceed with this acquisition. Individual meetings not scheduled in advance cannot be guaranteed and will only be scheduled as time permits.
5. Industry participation in this workshop is entirely voluntary. The Government will not reimburse participant’s travel, per diem, or other related expenses incurred by attending the industry day forum.
Further, the Government requires unrestricted use of any information resulting from the forum. The results/minutes from the forum, as well as Government responses to questions/comments received will be posted to the web page at http://www.fedbizops.gov as soon as possible after the conclusion of the session. The Government reserves the right to revise the products of the forum to ensure all user requirements are satisfied. The US Government makes no guarantee of a future award to any participant.
6. We are looking forward to seeing you at the Industry Day. Please notify Cynthia Fisher, 478-222- 2043, or via email, Cynthia.Fisher.1.ctr@us.af.mil, with the names, numbers of attendees, and contact information for attendees planning to attend; any specific questions pertaining to this acquisition; and to schedule an individual meeting for your company. Please provide questions and/or schedule an individual meeting no later than 27 April, 2015.
