Interim Contract Support Industry Day
Purpose:
Obtain Industry Feedback associated with a potential contracting effort by AFLCMC/WWQI F-15 Foreign Military Sales (FMS) Program Office to acquire Interim Contract Support (ICS).
Performance will be in the of Kingdom Saudi Arabia at various locations:
King Khalid Air Base (KKAB) King Faisal Air Base (KFAB) Prince Sultan Air Base (PSAB) King Abdulaziz Air Base (KAAB) King Saud Air Base (KSAB) Depot Supply at Dhahran RSAF Headquarters (HQ) at Riyadh

Program Description
• F-15SA Fleet Modernization Program
• Provide Organizational and Intermediate (O&I) Level maintenance at five operating locations within the Kingdom of Saudi Arabia
• Provide critical aircraft skills at field level, depot, and RSAF HQ (description to follow)
• Expected period of performance: Contract award through Aug 2021
– Support at individual bases will be based on aircraft delivery
Main ICS Objectives:
• Launch, recover, and maintain F-15SA aircraft
• Ensure Critical Aircraft Skill personnel are in place to provide
(PWS para. 1.1):
– Backshop support
– Flightline support
– Depot Supply support
– Headquarters (supply) support
• Critical Aircraft Skills include: (locations shall not exceed 10 critical aircraft skills)
– Airplane General (APG) “crew chief” - Weapons
– Avionics Technician - Supply
– ECS/Electrician - Hydraulics
– Engine Technician - RSAF HQ Supply Support (1)
– Depot Supply Support (2)
• Contractor personnel must have security clearances at the Secret Level or RSAF equivalent (PWS para. 4.14.5)
• Physical security is the responsibility of the Contractor (PWS para. 4.16.)

Services Summary Requirements: (PWS para. 2.0)
• 80% Fully Mission Capable (FMC) rate
• 100% Technical Order (TO) use and compliance
• Complete Aircraft On/Off Equipment Maintenance documentation
• 100% compliance with RSAF Foreign Object Damage (FOD)
Program
• Maintain a list of Engine run, RED X, Exceptional Release, Weapons Loading certified personnel sufficient to support Operations and Maintenance Schedules
• Maintain Inspection Quality Rating Standard
• 100% Compliance with applicable DOD and RSAF security directives/regulations

• Envision ordering type contract
• Contract expected to go through August 2021
• Base year (12 months); not more than 3 one year options
• Will include FAR clause 52.217-8; Option to Extend
Services
• Will consist of FFP and CRNF CLINS
• Plan to include H-Clauses
– H-900 Local Purchase
– H-901 Procurement of Saudi Arabian Goods
– H-902 Mobilization/Demobilization
– H-903 VISAs, Licenses, and Permits

Potential Procurement Methods
Specific Information will be included in the RFP General Information:
• Full and Open competition
– Performance in another country
– Not eligible for small business set aside
• Source Selection will be IAW mandatory procedures published by DoD
• Anticipate Technically Acceptable Past Performance and Price Trade-off
– Evaluate for Technical Acceptability then
– Use Past Performance and Price Trade-off
– Relative importance of each evaluation factor has not yet been determined
Evaluation Criteria
Specific Information will be included in the RFP General Information:
Technical Factor
• Acceptable/Unacceptable
• Proposal clearly meets/does not meet the minimum requirements of the solicitation
• Must have a Saudi Business License at time of proposal
• Acceptable to have a teaming partner—will need to submit signed teaming agreement at time of proposal
• Acceptable to have a joint venture—will need to submit signed joint venture agreement at time of proposal
Evaluation Criteria (cont)
Specific Information will be included in the RFP General Information:
Performance
• Award made to the responsible contractor(s) whose proposal provide(s) the best value to the AF
• Must provide information on four (4) relevant contracts within the last three (3) years Price
• Reasonableness – expected to be driven by competition
• Balance – offerors are cautioned against submitting unbalanced pricing
• Total Evaluated Price – as specified in RFP sec L&M
Schedule
• Industry Day 6-7 May 2015
• Release DRAFT RFP 15 June 2015
• Release RFP 31 July 2015
• Contract Award 01 July 2017

• What are your concerns if you have 15 days to respond to the draft RFP?
• What are your concerns if you have 45-60 days to submit a proposal?
• What are industry concerns with respect to performance starting?
• How long will it take industry to mobilize?
Industry Questions
• What is the number of F-15SA aircraft at KKAB? Total of 24 aircraft will be at KKAB
• Will bases KKAB, KFAB, and KAAB have Option CLINs on the contract and will the contractors be expected to price up front, or will these additional efforts be subject to equitable adjustment if requested? Option CLINs will be added to the contract and will be required to be priced up front for additional bases.
• Will the Government make available the data that outlines compliance with KSA and RSAF Environmental & Safety Laws, policies, directives, and guidance? At this time the USG doesn’t have a copy of the RSAF Environmental & Safety Laws, policies, directives, and guidance. We will make every effort to locate the documents, and if possible, have them available for review if the USG determines to proceed with this contracting effort.
