Industry Day - Interim Contract Support

F-15SA Interim Contract Support Presentation Questions

1. Will/can the USG send out an attendee listing? Yes

2. Is there a suggested security clearance and/or minimum physical security requirement?

FPCON levels are published. It is up to the contractor to decide how they plan to keep personnel secure and if they want to implement more stringent security measures.

3. Will the USG/USAF determine the required number of personnel required for each function of the ICS Contract? The USG will look into the possibility of including minimum numbers for pricing purposes.

4. Who is responsible for maintaining the FMC rates during the 30-day transition period with the incumbent contractor? The incumbent contractor is responsible for FMC rates during the transition period.

5. When is the projected RFP release? 31 July 2015

6. Can the USG extend the proposal response time to 90 days? Unfortunately the USG cannot extend the proposal response time past 60 days in order to meet the projected contract award date of July 2017.

7. Will there be any limitations on the proposal size? Yes, there will be limitations on the proposal size. We don't know what that limit is at this time, but will be stated in the RFP release.

8. Can and/or will the USG aid in the “roll-over” or retain personnel from the incumbent contract to the new ICS contract? It is up to the incumbent to release information of current employees. The USG will inquire with incumbent but cannot make any guarantees. Question was also asked regarding transfers of VISA sponsorship, rather than having to demobilize (60 days home leave) and remobilize personnel, the USG is willing to assist as needed, but the primary responsibility falls on the new contractor to initiate requirements.

9. Has the USG coordinated with the RSAF to ensure that GITA(s) (Ground Instruction Training Aircraft) have been identified to aid/enable the Contractor’s training plan? At this time, the RSAF has not set aside a particular number of aircraft for training purposes.

10. Has the USG recognized the limitations and challenges of meeting an 80% FMC rate (IAW the PWS) due to the manpower limitations and fleet immaturity? Yes, the aircraft will have been fielded in-Kingdom for 2 years at the start of this contract, and all initial issues with any systems should be worked out at this time. The 80% FMC rate will not change.

11. Are there any F-15SA familiarization courses or training opportunities available for the contractor, ie. attending Boeing’s differences training/flight controls? The USG will look into this request and consider it.

12. Will there be a Technical Order Library/training database available to the Contractor in order to enable them to build training plans and determine manpower requirements?

During the timeframe of the solicitation, the technical data will still be in the ownership of the OEM and will not be releasable.

13. Will in-country training be acceptable (ref. Engine Run Certification, Weapons Load Training, etc.)? Yes, the USG will allow those personnel to be certified in-Kingdom.

14. Does the PWS allow for 2 periods of leave (R&R and Home Leave) or only 1 period of leave per 12 months? The PWS states there will be only 1 period of leave per 12 months.

15. How will pricing be displayed/organized; CLIN or by individual position/man-number?

Pricing will be CLIN by month, not by specialty. The USG is looking into this for the “additional” locations to determine pricing.

16. Will an RSAF UMD (Unit Manning Document) be available to the Contractor? The USG is expecting the contractor to determine their manpower requirements based on past experience.

17. What is the scope/roles/responsibility of the Backshop Support? The contractor will augment the Backshop. RSAF will be responsible for the Backshop.

18. Will all RSAF bases be required to have the Critical Advisory Skills? Yes

19. Are/will Training and Operations be clearly defined? Yes- the government is working to further define what support will be required.

20. Is the Contractor responsible for maintaining spares/consumables/support equipment?

The contractor will be responsible for ensuring all parts needed are on order. It will be RSAF’s responsibility to provide all needed parts.

21. Will the RSAF integrate into AMU (Flight Line) functions or will they be stand alone? Not at KKAB (Khamis) but definitely at all other bases. The USG is determining what the performance measures will be at the mixed contract/organic maintenance bases.

22. Will there be full O-level support with some I-level support? There will be full O-level support at KKAB (Khamis) with some I-level support. For the other bases, the RSAF has not determined the amount of organic support that can be provided. We will have to refine this support with the RSAF.

23. Is the Contractor responsible to maintain the fleet health of 80% FMC at all locations?

The government is working to define the requirements at the locations in which a mix of support will be implemented.

24. Is the Contractor responsible for sourcing assets and maintaining the supply inventory?

The contractor is not responsible for supply. RSAF will be responsible for providing assets. The contractor will not be responsible for non-mission capable supply rates.

25. Has/will the USG consider combining UGT (Up-Grade Training) and ICS? This will continue to be separate contracting actions.

26. Is Engineering Support required in this contract? The AES [RSAF Engineering] will provide engineering support.

27. Will there be an opportunity for a site-survey? Not prior to award. Site surveys can be conducted during the mobilization with the winning offeror.

28. Will DBA Insurance be required? The USG did confirm that FAR clause 52.228-3 will be included, therefore DBA does apply.

29. Will the Contractor be able to hire/employ TCNs? Yes.

30. Will APO/Mil-Mail Postal services be available? The USG is looking into this requirement and this topic will be addressed in the final PWS.

31. Can there be a subcontractor to help perform this work? Yes.

32. Will the contract be extended past the 4 years? At this time the contract is only for 4 years but any extension after is up to the RSAF.

33. What is the Saudinization Requirement? This is a requirement to hire a certain percentage of Saudi Nationals. It is not a requirement of the PWS, however it is a requirement to do business in KSA, might be tied to business license/Saudi labor laws.

We recommend contractors be familiar with requirements.

34. What is 7 level? This would be equivalent to E5 or E6

35. Is there any possibility to extend the transition period beyond 30 days? The USG will look into this.

36. Will the Gov’t consider a longer mobilization period, as VISA’s alone can take 60 days?

The USG is considering a longer mobilization period but this is not guaranteed.

37. What is the Contractor’s liability for damage done to SA aircraft? Typical clauses will be included in the RFP/contract.

38. What are the requirements for the Saudi hires? It’s up to the contractor to be knowledgeable of all Saudi contract laws and ensure they are met.

39. Does the host nation (RSAF) have any say in evaluating who gets the contract? No, the

USAF will evaluate all proposals/offerors and the Program Execution Officer (PEO) is the Decision Authority.
