MEMORANDUM FOR PAST PERFORMANCE QUESTIONNAIRE EVALUATORS

SUBJECT: Request for Source Selection Information, FA9101-21-R-0001 Facilities Acquisitions for Restoration and Modernization (FARM) II

1. The Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, TN, is in the process of selecting contractors for the Facilities Acquisitions for Restoration and Modernization (FARM) II effort. The FARM II effort is a multiple award, competitive indefinite-delivery, indefinite-quantity acquisition for mechanical, electrical, controls, utilities design-build, construction, and/or two-phase design/build projects for military ground testing facilities. These projects include infrastructure sustainment, restoration, and modernization to support the research, development, test and evaluation mission at AEDC. The estimated value of this acquisition is $300M over the life of the five-year contract. Detailed information regarding this solicitation may be found at beta.SAM.gov.

2. One of the considerations in proposal evaluation is the verification of the offeror’s past and current performance on contracts, which reflects the offeror's ability to perform on the proposed effort. Information received from agencies which have had first-hand experience with an offeror is crucial to the evaluation of the offeror's performance on those contracts. Please complete the questionnaire and return via email to aedc.sso@us.af.mil. Our areas of interest in the offeror are summarized in the attached questionnaire.

3. Due to a constrained schedule, please provide your written response via email to aedc.sso@us.af.mil by TBD. This will allow sufficient time to analyze the data prior to the start of potential discussions. Since the Past Performance Questionnaire (PPQ) is considered source selection information when completed, it is important that the completed questionnaire is returned directly to the Government. Your completed questionnaire will become a part of the official source selection records.

4. Your assistance is greatly appreciated, and your prompt response will be important to the successful and timely completion of this acquisition.
