MEMORANDUM FOR ALL POTENTIAL OFFERORS

SUBJECT: Draft Request for Proposal (RFP) No. FA9101-21-R-0001, Facilities Acquisitions for Restoration and Modernization (FARM) II

1. This is a Draft RFP for the Arnold Engineering Development Complex (AEDC) FARM II effort. FARM II is a multiple award, competitive indefinite-delivery indefinite-quantity (IDIQ) acquisition for mechanical, electrical, instrumentation, data, and control systems, and utilities design-build, construction projects, and/or two-phase design/build for military ground testing facilities at all AEDC locations listed in the Statement of Work. These projects include plant and infrastructure sustainment, restoration, and modernization to support the research, development, test and evaluation mission at AEDC. The proposed performance period for the FARM II acquisition is five years from award.

2. The Government attempted to identify and fully define the FARM II requirements in sufficient detail to enable industry to propose a firm-fixed-price (FFP), IDIQ contract with two FFP Contract Line Item Numbers. The Government intends to award a minimum of two with a target of four contracts. The minimum guaranteed order is $1K per awardee, which will be satisfied at time of award via issuance of a task order for the identified seed project and/or award of a post-award conference. A site visit for the seed project will be offered after release of the Final RFP.

3. During the contract period, the Government will identify design-build, construction, and two-phase design/build tasks required to complete specific projects and the Contracting Officer (CO) will release a Fair Opportunity Proposal Request to all IDIQ awardees, negotiate, and issue individual task orders to the contractor to perform the projects. The maximum amount of any task order is $30M. The total estimated value of the contract(s) is $300M over the life of the five-year contract.

4. The Government requests reviewers to focus and comment on the clarity of which the Draft RFP presents the tasks to be completed, the depth of the Evaluation Criteria for Award which proposals will measured against, and the completeness of the Proposal Preparation Instructions.

In an effort to create a highly competitive and fair environment for the FARM II acquisition, the Government will utilize industry comments to make any final revisions to the solicitation documents.

5. The Government will utilize a best value tradeoff source selection. Proposals will be evaluated against an integrated assessment of Technical, Past Performance, and Price.

6. The following documents are provided for industry review:

7. The Draft RFP is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the contractor for this requirement. The Government reserves the right not to award FARM II. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the CO with appropriate consideration established. The Government is not seeking proposals in response to this Draft RFP.

8. Questions and comments regarding this Draft RFP are due no later than 2:00 pm Central Daylight Time on 30 April 2021 and shall be submitted to the Source Selection Office at email address AEDC.SSO@us.af.mil. The Government will consider all comments and questions for possible incorporation into the final RFP.
