About this file
This document is a federal contracting clause template (FAR 52.219-4) that establishes price evaluation procedures for HUBZone small business concerns in federal solicitations.
The clause implements a 10 percent price evaluation preference that applies to all offers except those from HUBZone small business concerns that have not waived the preference and otherwise successful offers from small business concerns. HUBZone small businesses may voluntarily waive their evaluation preference by selecting the designated checkbox and returning it with their offer submission by the notice deadline; if they waive the preference, the 10 percent factor will be added to their offer for evaluation purposes. For HUBZone joint ventures, the clause requires that at least 40 percent of aggregate work performed be completed by the HUBZone small business parties to the joint venture, with such work consisting of more than administrative functions only. This template is prescribed for use in solicitations as specified in FAR 19.110(b).
