The requirement is a full and open competition using NAICS 332510 (hardware manufacturing) with a 750-employee size standard. The master BPA limit is $349,000.00, with no single call order exceeding $25,000. Responses must be submitted by 17:00 EST on October 13, 2026, to Charles.k.hill18.civ@army.mil. All vendors must be registered in SAM.gov and WAWF, and OEM authorized distributors are mandatory.

Offerors must submit a completed pricing schedule using a "Sample Basket" of historically high-volume items with fully burdened unit prices inclusive of shipping, handling, and DFARS compliance, plus a flat-rate percentage discount off their published commercial price list for out-of-basket items. Capability statements are also required. Evaluation will rank offerors based on total aggregate basket pricing and discount structure to determine best value. The solicitation includes on-ramp procedures for annual "Open Seasons" to add new vendors and off-ramp procedures to remove inactive or non-competitive vendors. The HUBZone 10% price preference will not apply during master BPA establishment but will apply at the individual call order level during post-award competition. The solicitation is governed by FAR 52.212 provisions, DFARS 252.232-7006 (WAWF), DFARS 252.225-7001 (Buy American), and AFARS 5113.303-2-90 (reverse auctions).

Description / Background

The Blue Grass Army Depot, CCRI-MII-B Depot Support Branch/Munitions and Industrial Base

Directorate Army Contracting Command - Rock Island intends to competitively establish multiple Blanket Purchase Agreements (BPAs) under the modernized authority of the

Revolutionary Federal Acquisition Regulation Overhaul (RFO), specifically leveraging RFO

12.201-1(e)(3) and Class Deviation RFO-2025-16. These BPAs will facilitate the streamlined, repetitive procurement of Locks, Locking Mechanisms, and Associated Hardware.

This synopsis serves as the official public notice of the Government's intent to establish a competitive pool of vendors. The primary objective is to create flexible “charge accounts” with qualified, responsible sources to fulfill anticipated repetitive needs efficiently.

This requirement is a Full and Open Competition and utilizes the North American Industry

Classification System Code (NAICS) 332510 Hardware manufacturing as it is related to Locks in residential, commercial, and industrial settings with a size standard of 750 employees.

This BPA shall not obligate any funds. A BPA is not a contract. In accordance with FAR 12.201-1-

3(e)(3)(iv)(B), the Government is obligated only to the extent of authorized purchases made via properly executed BPA Call Orders made under the BPA. The BPA Master Limit is $349,000.00.

No single BPA Call Order shall exceed $25,000 in total cost.

Please note, there is no guarantee that any or all requirements for Lock Parts will be issued using an established BPA.

Section 1: Continuous Pool Management (“On-and-Off Ramps”)

To ensure the Government maintains access to the most advanced commercial technologies, highly competitive pricing, and a robust, resilient industrial base, the Government will actively manage the Blanket Purchase Agreement (BPA) vendor pool utilizing “on-and-off ramp” procedures under the authority of Class Deviation RFO-2025-16.

A. On-Ramp Procedures (Onboarding New Vendors)

The Government reserves the right to reopen this solicitation to onboard new vendors (on-ramp) during the lifespan of these BPAs.

• Open Seasons: The Contracting Officer (CO) anticipates hosting annual “Open Seasons.”

During an Open Season, the CO will publicize a notice on the GPE (SAM.gov) inviting new contractors to submit pricing schedules and technical capability statements.

• Evaluation & Award: New submissions will be evaluated against the same criteria established in the master Request for Quotations (RFQ). Newly qualified, responsible sources will be awarded a master BPA under the same terms and conditions as the original cohort.

• No Impact on Active Calls: Onboarding new vendors will not affect or disrupt any active

BPA calls already underway.

B. Off-Ramp Procedures (Removing Inactive or Non-Competitive Vendors)

To maintain a high-performing and highly active supplier pool, the Government will continuously monitor vendor performance. The CO may “off-ramp” (terminate/cancel) a vendor’s BPA under any of the following conditions:

• Failure to Compete: The vendor fails to submit a quote or participate in 3 consecutive competitive BPA call solicitations for which they are technically qualified.

• Pricing Degradation: The vendor’s pricing or catalog discounts consistently fail to represent the best value to the Government when compared to the active market or other BPA holders.

• Poor Performance: The vendor receives a negative past performance rating or fails to meet delivery, quality, or compliance standards (such as DFARS domestic sourcing or WAWF invoicing) on active calls.

• Mutual Agreement / Convenience: The Government reserves the right to cancel any BPA at any time, without penalty or cost, by providing thirty (30) days’ written notice to the vendor.

Section 2: Applicable Provisions and Clauses

The solicitation document and incorporated provisions and clauses are those in effect through

Federal Acquisition Circular (FAC) FAC 2026-01. The following provisions and clauses apply to this acquisition and will be incorporated into the master Blanket Purchase Agreement (BPA).

FAR Provisions: 52.212-1, Instructions to Offerors—Commercial Products and Commercial

Services; 52.212-2, Evaluation—Commercial Products and Commercial Services; 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services.

FAR Clauses: 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial

Services; The Contracting Officer will indicate specific applicable clauses in the final BPA document.

FAR 52.219-4: Notice of Price Evaluation Preference for HUBZone Small Business Concerns. See attachment titled FA 52.219-4 to waive preference.

DFARS and RFO Requirements: DFARS 252.232-7006, Wide Area WorkFlow Payment

Instructions, applies to all calls placed against these BPAs. Vendors must be registered in

WAWF. Furthermore, this acquisition is conducted under the authority of the Revolutionary

Federal Acquisition Regulation Overhaul (RFO), specifically Class Deviation RFO-2025-16, authorizing dynamic on-and-off ramping of the BPA vendor pool. DFARS 252.225-7001, Buy

American and Balance of Payments Program is also applicable. AFARS 5113.303-2-90 Use of

Reverse Auctions applies, notifying vendors that future calls may be competed using electronic reverse auctions.

Section 3: Addendum to FAR 52.212-1 (Instructions to Offerors)

Price Submission (“Sample Basket” and Catalog Discount)

1. Sample Basket Pricing: Offerors shall submit a completed pricing schedule utilizing the

“Sample Basket” in the attachments. The Sample Basket contains a representative list of historically high-volume items/services anticipated to be ordered under this BPA.

Offerors must provide a fully burdened Unit Price and an Extended Price for every item in the basket. Prices must be inclusive of all applicable costs, including standard commercial shipping/freight, handling, and compliance with all required Defense Federal Acquisition

Regulation Supplement (DFARS) clauses.

2. Commercial Catalog Discount: In addition to the Sample Basket pricing, the Offeror shall state their overarching, flat-rate percentage discount off their published commercial price list/catalog. This discount rate will apply to all future calls for items that fall within the scope of the BPA but are not specifically listed in the Sample Basket.

3. Capability Statements: Interested contractors must submit capability statements representative of their ability to perform a government contract.

Important Notice: The quantities listed within the Sample Basket are estimates utilized strictly for evaluation purposes. They do not constitute a guaranteed minimum purchase quantity or a maximum ceiling for the master BPA or subsequent calls.

Section 4: Addendum to FAR 52.212-2 (Evaluation Criteria)

Evaluation of Price

The Government will evaluate the Offeror’s price submission to determine if it is fair, reasonable, and competitive. The price evaluation will be conducted using the following methodology:

1. Aggregate Basket Evaluation: The Government will calculate the Total Aggregate Price of the Sample Basket by adding the extended prices of all line items. This Total Aggregate Price will be used to competitively rank the offerors and establish a baseline for price reasonableness under Simplified Acquisition Procedures.

2. Completeness: To be eligible for BPA establishment, the Offeror must provide a price for every item listed in the Sample Basket. Incomplete baskets may render the quote unacceptable.

3. OEM AUTHORIZATION REQUIREMENT: All offerors submitting quotes or proposals in response to this combined synopsis/solicitation must be Original Equipment Manufacturer

(OEM) authorized distributors for the parts being procured. Offerors must provide verifiable proof of their authorized status (e.g., a current authorization letter from the OEM) with their submission. Failure to provide this documentation will result in the offer being deemed non-responsive and ineligible for award. The requirement for OEM authorized parts distributors is necessary to prevent the introduction of counterfeit/gray-market parts into the agency's physical security infrastructure, preserve critical manufacturer warranties, and ensure compliance with life-safety and vault-security certifications.

4. Discount Structure Assessment: The Government will evaluate the Offeror’s proposed commercial catalog discount percentage to ensure it provides a competitive advantage for items ordered outside the Sample Basket.

5. Best Value Pool Determination: Under the modernized Revolutionary Federal Acquisition

Regulation Overhaul (RFO) procedures, the Government intends to establish BPAs with multiple Offerors whose combined Technical Capability and Sample Basket pricing represent the best value to the Government, creating a robust pool for future ordering.

6. BPA Award: The Government intends to evaluate offers and award a BPA without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.

The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. BPAs will be established based on the overall best value submissions determined to be the most beneficial to the Government. The Government anticipates to award around

3-5 Blanket Purchase Agreements based on the evaluation factors listed in this solicitation.

7. MANDATORY APPLICATION OF HUBZONE PRICE EVALUATION PREFERENCE AT THE BPA

CALL ORDER LEVEL:

(a) Establishment of Master BPAs (Pre-Award Phase): The initial competition is for the establishment of Master Blanket Purchase Agreements (BPAs) only. Because the Master

BPAs themselves do not constitute binding contracts or obligate funds, the 10% price evaluation preference outlined in FAR 52.219-4 WILL NOT be applied during the evaluation of the sample basket submitted for the establishment of the Master BPAs.

(b) Application at the BPA Call Order Level (Post-Award Phase): In accordance with FAR RFO

19.207, the 10% price evaluation preference shall be applied strictly "at the Call Order level." This preference will be applied once during the evaluation of quotes for each individual, competitively issued BPA Call Order that is conducted under full and open

(unrestricted) rules.

(c) Price Evaluation Methodology for BPA Calls: For each competitive BPA Call Order competed under full and open rules, the Contracting Officer will evaluate pricing by adding a factor of 10 percent to the proposed price/quote of all joint venture or individual offers, except—

(1) Offers from certified HUBZone small business concerns holding a Master BPA that have not waived the evaluation preference; and

(2) Otherwise successful offers from other small business concerns holding a Master BPA.

(d) Actual Award Price: The 10% factor is utilized solely as an evaluation-only tool to determine the apparent successful offeror for each individual BPA Call Order. The resulting

BPA Call Order will be awarded at the contractor's actual, unadjusted proposed price.
