The procurement comprises Item 0058 for 18,000,000 U.S. Gallons of F-76 marine diesel fuel (base reference price $3.90580 per USG) and Item 0059 for 3,600,000 USG of JP5 aviation turbine fuel (base reference price $4.12330 per USG), both delivered via barge to Pier 8, Port Ponce. Offerors must submit pricing for both items; partial offers are disqualified. Place of performance is Ponce, Puerto Rico. The NAICS code is 324110, Petroleum Refineries; PSC is 9140, Fuel Oils.

FAR 52.219-4 applies a 10 percent price evaluation preference for HUBZone small business concerns. The Economic Price Adjustment Clause (FAR 52.216-2) governs price fluctuations during the contract period.
Contract period runs one year from date of award through June 30, 2027. Fuel specifications mandate Naval Distillate Fuel per MIL-DTL-16884R and Turbine Fuel, Aviation (JP-5) per MIL-DTL-5624X. F-76 and JP5 products must be inspected and accepted on-site by DLA Energy Quality Assurance Representatives. Contractors must provide barge fendering and Ship-to-Ship transfer equipment, maintain 24/7 order coordination, deliver or discharge within 5 days of order placement, and conduct pre-award facility inspections at their own expense. Orders are placed approximately 5 days in advance; resupply frequency is approximately 1–2 vessels per week.
