About this file

This is a Request for Qualifications (RFQual) issued by the City of Milpitas' Recreation and Community Services Department seeking pre-qualified independent contractors to provide recreational classes across multiple categories including arts and music, enrichment, parent and me, sports and fitness, and technology for participants ranging from pre-K to seniors. The City will evaluate new vendor submissions on three dates: September 18, December 4, and April 24, with the final submission deadline of December 4, 2035, at 12:00 pm through the City's OpenGov eProcurement website. Selected vendors must develop comprehensive curricula, provide professional instructors with a minimum of two years of teaching or coaching experience, and supply necessary class materials. Pre-qualified vendors will be contacted by the City prior to each season to submit specific class proposals, and those selected to provide classes must execute a contract with the City. Being pre-qualified does not guarantee class selection, as the City reserves the right to approve or reject any class proposal at its sole discretion.

Compensation is structured as 65 percent of resident class fees collected, with the City maintaining comprehensive discretion over vendor selection and class offerings. All contractors must maintain current Commercial General Liability Insurance with a minimum $1,000,000 policy limit, workers' compensation insurance, a valid Milpitas Business License, and California Secretary of State registration. No specific budget ranges are explicitly detailed in the solicitation, and there are no set-aside designations for disadvantaged enterprises mentioned. The evaluation criteria employ a 100-point scoring system across six areas: cover letter (8.3%), experience and qualifications (16.7%), proposal information (25%), community interest (29.2%), personnel qualifications (6.3%), and proposed compensation (8.3%). Incumbent vendors already providing training services through this program must submit responses for evaluation to maintain pre-qualified status.

As we mark the end of our City’s celebratory 70th anniversary season at the annual Tree Lighting ceremony, I hope you join us in reflecting on how much Milpitas has grown over the years. I am especially excited for us to open a time capsule, sealed in 1999, to see what residents treasured about our city 25 years ago as part of the December 5 event!

Whether you are a brand new “Milpitian” or been here for decades like I have, I hope you have had an opportunity to enjoy some of the special jubilee events held this year.

We began the year with the 70th Anniversary Platinum Jubilee, including decades of lively music and a fun display of historic photos in the lobby of City Hall on the City’s incorporation day, January 26. (Stop by and see the pictures at the Tree Lighting, if you haven’t already.)

At our annual Commissioners’ Recognition Event, guests got into the spirit in 1950s attire. Family Game Night included retro board games and video games. Our Senior Center hosted Classic Movies Under the Stars featuring all films from the City’s incorporation year, 1954.

The Recreation and Community Services Department has had such fun bringing you a year with a vintage vibe and we look forward to the City’s next big birthday in 2034!

Welcome

City Manager’s Message www.milpitas.gov

Celebrating Our 70th Anniversary with Milestone Achievements Dear Milpitas Community, The City of Milpitas is celebrating its 70th anniversary this year, and I extend my heartfelt congratulations to everyone on this memorable occasion. Over the past seven decades, we have seen our community flourish, evolve, and come together in remarkable ways, making Milpitas a beacon of innovation, resilience, and unity.

Since its founding, Milpitas has been a hub of new business development, technological advancement, and cutting-edge manufacturing. Our strategic location, combined with the hard work, entrepreneurial spirit, and diversity of our residents and businesses, has positioned us as a leader in many fields. Our anniversary is not only a celebration of our past, but a testament to our ongoing commitment to progress and excellence.

As we commemorate our anniversary, I am delighted to share some significant accomplishments to highlight our ongoing commitment to enhancing the quality of life in Milpitas.

The City Council recently adopted our Fiscal Year 2024-25 Budget, which includes enhanced funding for essential services such as police and fire protection, street repairs, parks and recreation, and other community priorities. Over the past year, we have accomplished the following:

• Completed $1.1 million in neighborhood park improvements over the past year and allocated $3.5 million to upgrades in 13 additional parks.

• Launched a Workforce Housing Rental Assistance Program to support up to 50 low-income households for up to two years.

• Administered $50,000 in microenterprise assistance grants through the Community Development Block Grant program, benefiting 25 businesses.

• Received top honors from the American Public Transportation Association and California Association of Public Information Officials for our Milpitas SMART, our on-demand rideshare service, averages 800 riders per week.

• Welcomed new businesses like Corsair Gaming, BD Biosciences, Tarana Wireless, and SMTC Manufacturing, which are creating job opportunities. Long-time companies like KLA+, TDK, Headway Technologies, and Apple have expanded, boosting job creation and tax revenues.

• Launched a Police Department Transparency Portal to provide insights into police operations and community engagement initiatives.

• Committed to revitalizing our historic Main Street, with plans to adopt the Milpitas Gateway-Main Street Specific Plan later this year.

This plan aims to create a vibrant, pedestrian-oriented downtown with mixed-use developments, retail, commercial spaces, and arts, fostering community engagement and revitalizing local businesses.

We note that the City of Milpitas Public Services Reauthorization Measure will be on the November Ballot for voter consideration. If reauthorized by Milpitas voters, the measure will continue existing voter-approved funding for our local services and needs without raising taxes. All funds from this measure are controlled locally and benefit Milpitas residents. Funds are subject to financial audits, full public disclosure, and a local accountability committee comprised of Milpitas residents. I invite you to visit milpitas.info/jointheconvo for more information.

We appreciate the strong support that we have received from our Milpitas residents and businesses over the years reaffirm our commitment to building a stronger, united, and more resilient community.

Best regards, Ned Thomas City Manager
