Sheet1
| Line Item | Draft RFP Reference (i.e. contract, PWS, Section L, Section M) | Question | Answer |
| 1 | Section B, pg2, 001 | Item OO1 is the Labor and Operations at Firm Fixed Price. Will the final RFP include the level of effort expected over the first year and the option years? | This acquisition is anticipated to be solicited as an Indefinite Delivery Indefinite Quantity (IDIQ) Contract. Currently, the draft RFP is written to request offerors provide prices for Task Order 0001 which includes a base and four option years of FFP Labor and Operations. Per the PWS, the DE-JTO program will require support of the approximately $50M DE-JTO portfolio consisting of approximately 100 active projects in the form of Multi Research Initiatives (MRIs), Service and Agency (S&A) agreements, Broad Agency Announcement (BAA) awards and other special projects. |
| 2 | Section B, pg2, 002 | Item OO2 refers to the Travel task. Should the bidder estimate travel (trips, locations, days) or will the final RFP provide a travel value to include in the costing? | The Government anticipates providing a travel estimate that will not be included as part of the total evaluated price (TEP.) |
| 3 | Section B, pg2, 003 | Item OO3 refers to the Studies and Analysis task. Will the final RFP include the level of effort expected over the first year and the option years? | This acquisition is anticipated to be solicited as an Indefinite Delivery Indefinite Quantity (IDIQ) Contract. If the Government determines to incorporate studies into the solicitation analysis, they will be presented as separate task orders in the final RFP. |
| 4 | Draft RFP, Section 2.3.3 | Should the responder simply provide the mechanisms for consulting agreements with senior experts in DEW and not price this task or will the final RFP include the level of effort expected of the first year and the option years? | Consulting agreements with senior experts is part of the scope of Task Order 0001 Labor and Operations and should be priced accordingly. If additional task orders for studies and analysis are included in the final RFP and require additional consulting agreements, the offeror shall price according to those task orders. Historically, it is estimated consultants have supported between 1000-1500 hours per year including technical studies. This information is merely an estimate and is not considered mandatory. This data may not reflect manpower needed to perform this effort. The offeror shall propose the manpower and skill mix as they determine appropriate to support this effort. |
| 5 | Draft RFP, Section 2.6.4 | This section refers to the key personnel. It would appear that each of these are expected to support the effort at a full time level. Is this correct? Or will the final RFP include the level of effort expected for these folks over the first year and the option years? | The Government does not specify key personnel are required full time. The awarded contractor shall have the ability to provide the key personnel with these requirements to support the DE-JTO program office. Historically, the positions have not been provided on a full time basis. Further, the PWS will be updated to state key personnel shall be proposed as separate individuals with the exception of the Program Manager which may share the position with one other Key Personnel listed. |
| 6 | General Guidance | Given that this is an A&AS contract, it would seem that the final RFP would include the hours, travel and expenditures expected to support the effort such that the evaluations described in Section M will be determined via the approach, experience, personnel provided and cost. Is this correct? | The Government anticipates providing a travel estimate that will not be included as part of the total evaluated price (TEP.) For all other values requested as part of the pricing matrix, the offeror will propose the hours, labor, expenditures and any other associated costs. |
| 7 | General Guidance | Will the Government provide hours or FTEs per year against the labor categories provided for bidding purposes? | |
| No. The offeror shall determine and propose the labor and skills mix to support the PWS. Historically, the effort has required an estimated 3-4.5 full time equivalents with additional effort provided by $2-3M in subcontracted work covering both labor and operations as well as technical studies and analysis. This information is merely an estimate and is not considered mandatory. This data may not reflect manpower needed to perform this effort. The offeror shall propose the manpower and skill mix as they determine appropriate to support this effort. | |||
| 8 | General | How are these services currently being performed? Under contract? In-house? | DE-JTO currently has support from an A&AS contractor. |
| 9 | General | If these requirements are currently being performed under a contract, |
a. Who is the Contractor?
b. What is the contract number?
c. When does the contract expire?
d. What is the current contract value?

Government will reimburse travel at actual direct costs to the Contractor without the application of additional costs associated with direct expenses and indirect expenses unless otherwise permitted in the contractor's disclosure statement or corporate practices. |

| 13 | Section J Attachment 2 Draft Task Order 0001 - Box 11 | The Draft RFP letter DE JTO PTSS states "This effort is anticipated to be competed as an unrestricted full and open competitive trade off source selection." However Box 11 on the DD Form 1155 has the order marked as Small Disadvantaged Woman Owned, can you please clarify the discrepancy and confirm that this is Full and Open competition type? | Box 11 of the DD Form 1155 is an error.
