R&D For Advanced Space Superiority Technology and Engineering Requirements (RASTER)
FINAL RFP
Questions & Answers (Q&A) #2
Q1) FINAL RFP Section, Task Order 003, Information in the Bidder's Library, The information in the Bidder's Library for Task 003 is marked "DISTRIBUTION E. Distribution authorized to DoD Components only; Critical Technology; 19 Apr 2013. Other requests for this document shall be referred to Air Force Research Laboratory/RDSM, 535 Lipoa Pwky., Suite 200, Kihei, HI 96753." Since under normal circumstances Distribution E information would not be distributed to private industry, we assume that its inclusion in the controlled environment of the RASTER Bidder's Library indicates that all necessary approvals were obtained for offerors to possess it. QUESTION: Is our assumption correct, or should the AF change the Distribution Statement on this material?
A1) The distribution markings on the documents in the Bidder’s Library are there to control secondary distribution of the information. For the purpose of the RASTER Request for Proposal (FA9451-13-R-0243), this information has been released correctly.
Q2) Please provide the following documents as additions to the Bidders Library:
a. NGAS CDR error budget
b. LRIL TEM
c. SatAC SORS
d. TEM 20121002-1
e. TEM 2010124 r0
f. AFSPC OI-534-9
A2)
a. NGAS CDR error budget – this is the source document that defines the requirements within the task order SOW and is not required for an offeror to prepare a proposal.
b. LRIL TEM – this is the source document that defines the requirements within the task order SOW. The sum of the information provided for LRIL/GEOMAST within the SOW is sufficient for an offeror to prepare a proposal.
c. SatAC SORS – The reference to “SatAC SORS” in the TO 0003 SOW has been changed to reflect “PRS SORS.” The PRS SORS document has been included as one of the documents in the supplemental Bidder’s Library.
d. TEM 20121002-1 – this is the source document that defines the requirements within the task order SOW and is not required for an offeror to prepare a proposal.
e. TEM 2010124 r0 – this is the source document that defines the requirements within the task order SOW and is not required for an offeror to prepare a proposal.
f. AFSPC OI-534-9 – the Technical Performance Measures (TPMs) associated with this source document have been removed from the task order SOW. The source document is no longer applicable. The updated task order SOW has been included as one of the documents in the supplemental Bidder’s Library.
Q3) Within the SOWs for all three task orders, section 3.2.2, Data Management Plan is indicated as part of CDRL A001 and submittal is indicated as 60 DAC. Exhibit A, CDRL A001 in each Task Order SOW indicates initial submittal 90 DAC. DI- MGMT-81117 does not specify Data Management Plan nor experiment-specific addenda as a component of the plan.
a. Please confirm that the Data Management Plan required in Section 3.2.2 of each task order SOW is a component of CDRL A001, Technical and Management Work Plan.
b. Please clarify whether the Data Management Plan is due 60 DAC per RFP SOW Section 3.2.2, or 90 DAC per
CDRL A001.
A3)
a. Confirmed. The Data Management Plan required in Section 3.2.2 of each task order SOW is a component of CDRL A001, Technical and Management Work Plan.
b. The Data Management Plan is due 60 days after contract award (DAC) per the SOW, Section 3.2.2. An updated CDRL A001, reflecting a change to the date of first submission, has been posted to the FedBizOpps website.
Q4) Please clarify the dates of first submission for the following deliverables:
a. A018 (Task Order 0001)
b. A030 (Task Order 0001)
c. A031 (Task Orders 0001, 0002, 0003)
A4) Updated CDRLs A018, A030, and A031, reflecting a change to the date of first submission, have been posted to the FedBizOpps website. The following changes have been made and are applicable to all Task Order CDRLs:
a. CDRL A018 – date of first submission is 90 DAC
b. CDRL A030 – date of first submission is 90 DAC
c. CDRL A031 – date of first submission is 90 DAC
Q5) Section 2.2, Table2.2, Volume III, You previously answered a question that there should be a single Volume III that contains cost information for each individual Task Order. Considering this response, is it permissible that information common to all three TOs such as salary surveys, labor category descriptions, indirect rate budgetary data forms be included once in the Cost/Price Volume as an appendix or do they need to be included with each individual Task Order Section?
A5) It is acceptable to provide the common information once, as long as the Task Order-specific sections provide a cross reference to where the information is provided within the Cost/Price Volume.
Q6) Attachment 3 Task Order 0001, Attachment 4 Task Order 0002, and Attachment 5, Task Order 0003 all include a Section B. Are offerors to complete these Section B’s? If yes are the completed Section B’s included in Volume IV Contract Documentation or Volume III Cost/Price? Please provide the exact location these documents should be placed.
A6) Yes, offerors are to complete Section B of the three Task Orders. Include the completed Section B’s in the Contract Documentation Volume, Volume IV. Providing this information in Volume IV will not contradict the instructions provided in the Cost/Price Volume instructions provided in PRS-L001.
Q7) Attachment 3 Task Order 0001, Attachment 4 Task Order 0002, and Attachment 5, Task Order 0003. Are the prices contained in Section B be used to populate the CLIN’s in the Volume IV Model Contract Section B or should the Section B of the Volume IV Model Contract be left blank by the offeror for proposal submission?
A7) Offerors are to complete Section B of the three Task Orders. Include the completed Section B’s in the Contract Documentation Volume, Volume IV. Providing this information in Volume IV will not contradict the instructions provided in the Cost/Price Volume instructions provided in PRS-L001. Section B of the Volume IV Model Contract should be left blank by offerors.
Q8) Attachment 3 Task Order 0001, Attachment 4 Task Order 0002, and Attachment 5, Task Order 0003. None of the Task Orders contain CLIN 0009 Phase Out. Is this correct? Should CLIN 0009 in Section B of the Volume IV Model Contract be left blank?
A8) Correct. Task Orders 0001, 0002, and 0003 do not contain CLIN 0009 “Phase Out.” In accordance with clause B060 Transition/Phase-In and Phase-Out Periods – “at the end of future (emphasis added) Task Orders, a Transition/Phase-Out Period of no more than 90 calendar days may also be required for the same purpose. During any Phase-Out Period, the incumbent contractor will support the Phase-In Period of a non-incumbent contractor, as needed, within the incumbent's Contract/Task Order Statement of Work requirements.” The Government will determine the need for a phase-out period on future Task Orders prior their issuance.
Q9) Attachment 3 Task Order 0001, Attachment 4 Task Order 0002, and Attachment 5, Task Order 0003. Each of the CLIN 0003’s in the Section B of the Task Orders contains the following language. “*For the purpose of the Request for Proposal and the proposal evaluation process, this CLIN is considered to be not separately priced (NSP). Upon award, the price for CLIN 0002 will be divided between CLIN 0002 and this CLIN based on a Government – determined percentage for the expected amount of each funding type (RDT&E and O&M) to be received for each Task Order”. Should this language also be included in CLIN 0003 of Section B in the Volume IV Model Contract?
A9) No. CLIN 0003 of Section B in the Volume IV Model Contract will not have a price associated with it so the referenced descriptive information would not apply.
Q10) PRS-H095 Contractor's Program Manager: For the purposes of completing this section, does the government intend for the offeror to complete this section with the names of the 3 proposed task order program managers? If not, please clarify the government's intent for this clause.
A10) Complete the entry required by this clause for each of the Task Orders separately. The Government does not intend for the clause to list all of the proposed program managers in one location. Provide the completed Task Order clauses within the Contract Documentation Volume.
Q11) The Basic SOW states:
On Maui Island work will primarily be conducted on top of Mt. Haleakala using the 3.6 meter system, 1.6 meter system, 1.2 meter binocular system, beam director telescope (BDT), laser beam director (LBD), and other small system. Facilities on Mt.
Haleakala also include office and laboratory space, a machine shop, and a large optics coating chamber. Additional office and laboratory space will be provided off Mt. Haleakala in the Remote Maui Experiment (RME) facility and the Maui High Performance Computing Center (MHPCC) building.
Regarding the DD254 forms provided with the task orders, the DD254 for Task 2 and Task 3 indicate the following:
-The DD254 8 lists these same facilities as the place of performance -The DD254 1.b. lists the “level of safeguarding required” as TS -The DD254 11.a. “Have access to classified information only at another contractor’s facility or a government activity” is checked “NO” indicating we would need to have classified capability at a contractor facility (presumably at TS per 1.a.)
-The DD254 11.c. “Receive and generate classified material” is checked “YES” indicating we need the ability to receive and generate classified at a contractor facility (presumably at TS per 1.a.)
-The DD254 11.d. “Fabricate, Modify, or store classified Hardware” is checked “YES”. “The contractor must provide adequate storage for classified hardware to the level of SECRET, which exceeds two cubic feet and is of size or quantity that cannot be safeguarded in an approved storage container”
-The DD254 block 8. States actual performance locations as: MSSC, RME, and MHPCC. MSSC and RME are govt sites and MHPCC has its own CAGE Code.
Question: Given that the Maui DD254, section 8 and the SOW lists actual performance locations as MSSC, RME, and MHPCC, it seems that other sections of the DD254 are inconsistent. Will the Govt. consider changing the DD254 to reflect that all work is to be performed in the MSSC, RME, and MHPCC as stated in the SOW and DD254 section 8?
A11) Updated DD Forms 254 for Maui (Task Order 0002 and Task Order 0003 (Maui)) have been supplied as part of the RFP amendment posted to FedBizOpps.
Note: The Government is currently responsible for the MHPCC facility; therefore, there is no longer a CAGE code associated with this location.
Q12) Part I - the Schedule, Section B: The descriptive data for CLINs 0005 and 0006 includes materials. The descriptive data for CLINS 0007 and 0008 include hardware or software, respectively. How is hardware and software distinguishable from material?
A12) CLINs 0005 and 0006 allow for the purchase of materials as part of a Task Order’s Other Direct Costs.
“Materials” is defined in FAR 45.101 as “property that may be consumed or expended during the performance of a contract, component parts of a higher assembly, or items that lose their individual identity through incorporation into an end-item. Material does not include equipment, special tooling, and special test equipment or real property.”
CLINs 0007 and 0008 allow for the delivery of Hardware and Software deliverables (respectively) as required by the individual Task Orders.
Q13) B039 & FAR 52.216-19: B039 Indicates $2,500,000 while Section I FAR 52.216-19 indicates $100,000. Please clarify the stated minimum ordering amounts.
A13) The “minimum” amounts provided in B039 and FAR 52.216-19 are unique to those clauses and intentionally reflect different amounts.
B039 provides a guaranteed minimum amount of $2,500,000.00. This amount reflects the minimum amount that the Government has committed to purchase under the resulting contract.
FAR 52.216-19(a) provides a minimum order amount of $100,000.00. In accordance with FAR 52.216-19(a), “When the Government requires supplies or services covered by this contract in an amount of less than $100,000.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.”
Q14) Section L Paragraph 5.4.7 and Order for Supplies or Services Section B: Paragraph 5.4.7 identifies baselined ODC costs by year by Task Order. For each Task Order, Section B of the Order for Supplies or Services identifies a specific value for CLIN 0005 that is equal to 48 months of ODC costs for each Task Order. Please clarify if there are ODCs in the Phase-in period.
A14) ODCs are not to be included in the Phase-in period.
Q15) 6.1.2 Section B - Supplies or Services and Costs/Prices. Completed Pricing information in Section B of the model contract: Can you clarify if the Government wants the contractor to insert the completed pricing for each Task Order in Block 23 of the Order for Supplies or Services form and not in Section B of the model contract, or both.
A15) Section B of the Volume IV Model Contract and Block 23 of the three DD Forms 1155 should be left blank by offerors. All cost/price information must be submitted in accordance with the Cost/Price Volume instructions provided in
PRS-L001.
Q16) 6.3.4.3.2 Applicable Documents: The last paragraph states - "The offeror shall submit a list of these documents, including any tailored instructions, as an annex to the proposed SOW." Please clarify what is meant by the "proposed" SOW.
A16) The word “proposed” was inadvertently included in this paragraph. Since the offerors are proposing to the SOWs provided by the Government, there are no “proposed” SOWs.
Q17) Bidder’s Library: Will the Government provide configuration management data sets for all software and drawings for hardware being provided as GFP?
A17) Currently, the Bidder’s Library contains information on the configuration management level and change process for some of the equipment to be used under the RASTER contract. The Government does not intend to release any additional configuration management information at this time. Upon award, the successful offeror will have access to all available configuration management information.
For clarification: There is no GFE/GFP anticipated for the RASTER contract. On-site equipment and services will be provided as Base Support, not GFE/GFP.
Q18) Section L, Page L-21: Section L, Paragraph 6.1 says "The offeror's proposal shall include a signed copy of the Model Contract". However, it appears there is no requirement to submit a signed copy of the individual Task Orders. QUESTION:
Does the Air Force want signed copies of the DD Forms 1155 for each Task Order to be submitted with the proposal? (If so, 'clean' copies of the DD Forms 1155--suitable for signing--will have to be provided.)
A18) No, signed copies of the DD Forms 1155 are not required to be submitted.
Q19) Section L, Pages L-7 and L-15: The instructions for Section 4.2.5.12 on page L-15 ask for Gantt charts to be provided in addition to the IMS. The page count instructions in Table 2.2 indicate that section 4.2.5.12 is limited to 3 pages. Are the Gantt charts included in the 3 page limit?
A19) No, the resource-loaded Gantt chart and the resource-loaded schedule required by Section L, Paragraph 4.2.5.12 are not included in the IMS’s page limit identified in Table 2.2.
Q20) Section L 4.2.4.1 Key Personnel lists Education requirements for the Program Manager as a "Bachelor's Degree in Physics, Optics, or Engineering; Masters Degree in Management or Business Administration.” Is it permissible to present key personnel candidates in the Program Manager position with a scientific Masters degree and commensurate Program Management experience? Can we substitute years of experience for the Masters Degree?
A20) No, years of experience cannot be substituted for the degree requirements.
