About this file
This document is a Questions and Answers (Q&A) addendum for Solicitation FA9401-26-Q-0001, related to Aircrew Facility Support at Kirtland Air Force Base. The solicitation covers housekeeping and facility maintenance services for Building 917, with key details including a performance start date 7 days after contract award and working hours between 9:00am - 9:00pm Monday through Friday. The facility anticipates fluctuating occupancy of 13 to 40 people for approximately 150 days annually, with potential weeks of unoccupied status.
Specific service requirements include basic daily room maintenance (trash removal, replenishing toilet paper, replacing towels if requested), weekly cleaning of common areas, and on-call staffing potentially outside normal working hours. The government will provide linens, towels, and handle normal wear-and-tear replacements of bedding and towels. Notable clarifications include no contractor responsibility for personal care products, laundry services (separate contract exists), and emergency generator maintenance. The solicitation is for a new requirement with no incumbent contractor, and the facility has undergone comprehensive assessments of electrical, HVAC, and plumbing systems prior to solicitation.

FA9401-26-Q-0001 November 3, 2025
Aircrew Facility Support / Kirtland AFB / Q&A
21 November 2025 Q&A:
1) Question: Asbestos Questions: Based on the age of the building, will there be active remediation of asbestos during the period of performance? If so, what will be the extent of impact on the cleaning services? Do we have an schedule or estimate for the duration and frequency of remediation efforts?
Answer: Current abatement efforts are scheduled to end prior to the performance start date. There are no future projects currently planned. If additional projects were to become necessary, all personnel, including the contractors would be safely removed from the affected area(s) and not allowed to return until the project was completed. All materials would be removed and areas cleaned by the abatement team. Cleaning services would resume as normal once the area was returned to the government’s control.
2) Question: Service Formatting: It's hard to bid per month with an estimated/variable occupancy and # of days. It could be 10-50 rooms and 150-220 days, could be less, could be more. So, we must look at a worst-case scenario. Maybe do a set # of days and rooms, and then if you go over, charge a per-day rate.
Or just do a daily rate, which factors in a 24/7 on-call person and a weekly check.
Answer: Daily rate or prediction of occupancy is not realistic for this requirement. The contractor is to be required to provide necessary staffing to meet the housekeeping and billeting service requirements
IAW the PWS. Expected average occupancy was provided in the previous Q&A document for estimating housekeeping requirements & room turn-over.
3) Question: Initial Clean Up Question: Can the initial cleaning period be changed to a different unit of issue to enable a shorter timeframe/quicker performance?
Answer: Once initial cleaning service is complete the remaining days can be scaled to meet standard daily cleaning requirements.
4) Question: Delivery Schedule Changes: With the changes to the quote due date, can the performance start date remain static (I.E. # days after award)?
Answer: Performance start date has been updated to reflect 7 Days after Date of contract award. The service performance schedule will be finalized on the contract award.
