About this file

This document is a Risk Analysis Memorandum that examines the potential risks associated with a federal contract opportunity to replace two 12,470v to 480v transformers at Building 27497 on Kirtland Air Force Base in New Mexico.

The key risks identified include: 1) Schedule delays due to mission critical activities, 2) Difficulty gaining access to the restricted facility, 3) Challenges accessing the underground facility, 4) Potential breaches of security protocols, 5) Disruption of user activities, and 6) Demolition and construction in an occupied facility. Mitigation strategies are outlined for each risk, such as close coordination with the contractor, proper planning for access approvals, security protocol training, and scheduling work to minimize disruptions. The risk analysis concludes that with proper planning and execution, the overall risk is acceptable to fulfill the user's requirements.

The related federal contract opportunity is for the replacement of the two 12,470v to 480v transformers and associated equipment in Building 27497 at Kirtland Air Force Base. The work is to be performed for the Department of the Air Force Materiel Command Nuclear Weapons Center.

RISK ANANYSIS MEMORANDUM

DATE: 01 April 2024

SUBJECT: TN 24-012, Project No.: MHMV230056, Project Title: Replace Two 12,470v to 480v Transformers, B27497, Kirtland AFB, NM

FROM: NetCentric Technology, LLC, Project Manager, Luis Pinedo

The objective to performing a Risk Analysis is to determine what risks exist on the project, the likelihood of that risk occurring, examining how that risk will impact the project, and developing measures to mitigate that risk.

Risk: What could happen?

Likelihood: What are the odds of this happening?

Impact: What will happen to the schedule? Will it cost additional money?

Mitigation: Actions taken or required to reduce the likelihood and impact.

1. Schedule Delays due to Mission Critical Activity Risk: The work required is susceptible to mission critical activities.

Likelihood: The odds of this happening are high.

Impact: Significant or frequent delays could trigger a claim from the contractor.

Mitigation: Work closely with the Contractor to account for lost days due to mission activity. Daily coordination with Security Forces will be required to verify the Contractor will be able to work in the facility each day.

2. Access to Facility Risk: The facility is a Restricted Area. Gaining access is difficult and takes a long time to get approved on the Entry Authorization List.

Likelihood: This will happen.

Impact: If the EAL is not coordinated prior to design and construction, it could possibly delay the project schedule.

Mitigation: The schedule in the SoW includes 21 days to submit/approve the EAL prior to design. Coordinate with the User and Contractor at bid time and once again during the design to ensure that all requirements are communicated and understood. This approval process should be an activity line item on the contractor’s schedule.

3. Access to Underground Facility Risk: The site is in a Restricted Area. Escort of all personnel is required. Gaining access takes time to get approved through the visit request process.

Likelihood: This will happen.

Impact: If the proper forms are not coordinated prior to construction, it could possibly delay the project schedule.

Mitigation: Submit a visit request for each contract employee that needs access to the underground facility through the Security Forces POC prior to the work commencing.

Visit request basic information is included in the SoW.

4. Breaches of Security Protocols

Risk: Electronics are restricted on this site for security reasons. Misuse of electronics may result in a security infraction.

Likelihood: The likelihood if this occurring is high if contractors are not properly informed.

Impact: Not following protocol could result in delays due to enforcement actions Mitigation: Items that are not allowed are listed in the SoW.

5. Disruption of User Activities Risk: Due to the necessity for the work to be executed in an occupied facility, as well as the necessity of taking parts of the facility offline from time to time, there is a chance the User activities may be disrupted by the construction.

Likelihood: This is likely to happen without coordination.

Impact: User and Contractor complaints, possible Contractor claims for delays or cost increases, possible mission delays.

Mitigation: Schedule review with User coordination, incorporation of User staging needs into schedule.

6. Project Demolition and Construction Occurs in an Occupied Facility Risk: Demolition and construction are largely performed overhead, causing interruptions in mission operations within the facility.

Likelihood: The odds of this happening are high.

Impact: Areas on the floor will be closed while overhead work is being performed.

Mitigation: Work will be scheduled in advance and said schedule will be coordinated with occupants.

The above risks can all be mitigated with planning and proper execution of the contract. It is our recommendation that the risk is acceptable to fulfill the User’s request.

Sincerely, Luis Pinedo Project Manager NetCentric Technology, LLC
