SECTION 01010
SUMMARY OF WORK
PART 1 GENERAL
1.01 REQUIREMENT INCLUDED

1.02.1 DEFINITIONS
Any reference throughout this specification to “Owner” shall be understood to mean “The Government”.
1.03 WORK COVERED BY CONTRACT DOCUMENTS
A. Work shall consist of painting the exteriors and interiors of various facilities, water tanks and fuel tanks, located on the main base and housing areas at Edwards AFB, CA and furnishing all paint, material, equipment and supervision to perform surface preparation, asbestos abatement, lead-based paint abatement, and associated sampling and testing of materials to determine the presence of asbestos or lead as defined by Task Orders issued from time to time.
B. The work on main base facilities shall include but is not limited to:
1. Preparation and repair of surfaces to be painted.
2. Remove, paint over, or replace facility numbers.
3. Painting exterior and interior of various facilities, water tanks, fuel tanks, including building walls, trim, metal roofs, fascia, soffit, sash, doors, door frames, ductwork, mechanical equipment, metal gutters, downspouts, metal ladders, steel stairs, facility numbers, strips, concrete floors, road striping, parking lot striping, and graphics.
4. Replace rotted, damaged, and/or deteriorated wood fascia.
5. Replace rusted, damaged, and/or deteriorated metal gutter.
6. Testing of materials suspected to contain lead-based paint and/or asbestos containing materials.
7. Abatement of lead-based paint, removal and disposal of lead-painted materials from various facilities.
8. Abatement of asbestos, encapsulation, removal and disposal of asbestos containing material from various facilities.
9. Painting surfaces were lead-based paint and asbestos has been removed.
10. All repairs required to restore test areas to original condition.
C. The work on housing units shall include but is not limited to:
1. Testing materials suspected to contain lead-based paint and asbestos containing materials.
2. Abatement and disposal of lead-based paint.
3. Abatement/encapsulation and disposal of asbestos containing material.
4. Stucco repair and application.
5. Preparation and repair of surfaces to be painted.
6. Painting the exterior of the unit, including any type surface that has been painted previously, such as metal garage doors, replaced fascia, and miscellaneous unpainted work accomplished by others during maintenance and both sides of water heater and furnace room doors where accessible.
7. Painting miscellaneous items related to the unit such as patio covers, decorative trim, trellises, and previously painted gates.
8. Perimeter yard walls to be painted.
9. Stain redwood patio covers.
10. Replace rotted, damaged, and/or deteriorated wood fascia.
11. Replace rusted, damaged, and/or deteriorated metal gutters.
12. All repairs required to restore test areas to original condition.
D. The above description of work is for the purpose of general information only and is not intended to include and describe every feature or item of work or to define the scope of work.
1.04 WORK SEQUENCE
A. Work shall be performed in stages as indicated in each Task Order, and the Contractor shall schedule their work accordingly for each building before proceeding on to the next building.
B. Required stages
1. Asbestos and lead-based paint testing.
2. Asbestos and lead-based paint abatement.
3. Surface preparation and repairs.
4. Stucco.
5. Replacement of deteriorated metal gutter and wood fascia.
6. Application of prime and finish coats.
1.05 USE OF PREMISES
A. During the entire contract performance period, Main Base and Housing Facilities will be occupied. Coordination and cooperation with the using agency in scheduling operations to minimize conflict and to facilitate government usage is required. Contractor shall give 72 hours notice prior to work on Main Base Facilities. For Housing Facilities the contractor shall schedule work with the occupants by written notification one week in advance.
B. If the contractor’s work plan requires housing units to be vacant during surface preparation due to the presence of hazardous materials, contractor shall be given a minimum of three single family units at a given time. Multiple family units will be given one facility consisting of 2, 3, or 4 apartments at a time. Additional units will be given upon completion of prior units.
1.06 WORKING PARAMETERS
A. The Contractor shall take all precautions to ensure that no damages to private or public property will result from his operations. Any such damages shall be repaired or replaced by the Contractor. (i.e. over-sprays for any reason, contractor negligence or weather that result from contractor operations).
B. The work area shall be maintained free of debris at the end of each working day. Debris shall not be stored at the work site overnight. Also at the end of each working day, the Contractor shall remove all paint smears and stains from areas not requiring painting.
C. Before commencing work, the contractor shall also take precaution to protect all surfaces in and around the job site from paint drippings, smears, overspray and spillage.
D. At no time shall the Contractor use Government facilities or equipment for the disposal, storage or transportation of waste materials, paint, paint thinner, protective drop cloth, paint brushes, rollers, etc. All such items shall be removed from the job site and deposited by the Contractor in an Environmental Management-approved certified off-base facility verified by the Contracting Officer.
E. Contractor vehicles shall be restricted to paved roadways and driveways. Vehicles may not be driven or parked on grass or landscaped areas except when absolutely necessary for the performance of the work and approved in advance by the Contracting Officer Representative (COR) or Contracting Officer. Grassed or landscaped areas damaged by the Contractor’s vehicles or activities shall be restored to their original condition without delay at no cost to the Government.
1.07.1 GOVERNMENT FURNISHED ITEMS AT THE JOB SITE
Water and electricity will be furnished to the Contractor by the Government from the Government’s existing system outlets. Utilities will be furnished at no cost to the Contractor. Any temporary connections or lines that may be required shall be installed, maintained, and removed by the Contractor at the Contractor's own expense and in a manner satisfactory to the Contracting Officer or the COR. Removal of such connection of lines shall be accomplished prior to final acceptance of the scheduled work.
1.08 SCHEDULE REQUIREMENTS
A. Contractor performance period shall be stated on each Task Order.
B. The Contractor shall restrict his hours of operation to daylight hours from 0730 to 1630 during regular days Monday through Friday, exclusive of Federal Holidays.
C. Any proposed deviations from these working hours must be approved by the Contracting Officer a minimum of 72 hours in advance.
PART 2 GENERAL
2.01 GENERAL REQUIREMENTS
A. Compensation for all work to be performed under this contract will be make under the payment items listed herein. The principal features of the work to be included under the payment items are noted. Work required by the specifications and not particularly mentioned shall be included in and be paid for under the contract price for the item which the work pertains. Payment for each item shall cover all work, complete and finish in accordance with the specifications, shall be full compensation for all work in connection therewith, including quality control and cost of performance and payment bond premiums as specified in the CONTRACT CLAUSES.
2.02 MEASUREMENTS AND PAYMENTS
A. Items mentioned hereinafter correspond to the item numbers in the Contract Schedule, Exhibits A through E.
B. Payment for exterior painting will be paid for at the contract unit price, complete in place and ready for use, including surface preparation, painting, clean up and all incidental items necessary to complete the work, as specified under the technical specifications.
C. Measurement for payment will be IAW the unit of issue for each CLIN acceptable painted.
D. Payment for exterior painting of doors, door frames, sashes, fascias, railings, posts, ductwork, mechanical equipment, ladders, gutters, downspouts, etc. will be paid for at the contract unit price complete in place and ready for use, including surface preparation, painting cleanup, testing and all incidental items necessary to complete the work, as specified under the technical specifications.
E. Any ELIN that requires more than 1 coat shall be priced to include all coats. The measurement will be the actual square footage.
2.03 EXTERIOR – METHODS OF MEASUREMENT AND CLARIFICATION OF CLIN’s
A. Metal exterior painted surfaces shall be increased by a profile factor of 1.12 for varying rib height, 1.15 for corrugated, or 1.20 for standing rib for primed and finish coats as applicable.
B. Apply prime coat – Add all areas to be painted where prime coat is not included in line item. Line items with other than square foot measurement shall be converted to square foot. Example 10 LF = 10 SF. Line item includes all surface preparation (cleaning, scraping loose surface material, patching, caulking, etc. for a professional finish).
C. Apply finish coat to walls, soffits, duct work and mechanical equipment exterior (2 coats) – Measure by the perimeter of the exterior footprint and multiply the wall height for walls and soffits. Duct work and mechanical equipment – Measure length and multiply width of all side to be painted.
D. Apply finish coat to doors and door frames (2 coats) – Measured by the height and multiply by the width of the door frame for each side to be painted and shall include all edges of the door and frame.
E. Apply finish coat to window frames and sash (2 coats) – Measure by the height and multiply by the width of the window frame and shall include all edges of the window and frame.
F. Apply finish coat to fascia including gutters and downspouts (2 coats) – Measure the perimeter of the exterior footprint and multiply by the height of the fascia, gutter, rafters, and soffit.
G. Apply finish coat to railings (2 coats) – Measure length of each rail, post and toe board.
H. Apply finish coat to ladders, grills and steel stairs (2 coats) – Measure the length and multiply by the width. Ladder cages are measured by the height and multiply width from attachment point of cage to ladder. If both sides of steel stairs are to be painted multiply by 2.
I. Replace metal gutter and downspouts with pre-finished metal – Measure length of gutter and downspout. Includes removal of existing and all materials for installation.
J. Replace rotted or deteriorated wood fascia – Measure the length and multiply by the height. Includes removal of existing fascia, gutters and install gutter if reused.
K. Bold Helvetica numbers/letters – Measure the length (from first to last number/letter) and multiply by the height of number/letter.
L. Stucco, 3 coat, 1” thick, including lath, metal and accessories – Measure the length and multiply by the height. Includes all materials required for a complete finished system. Includes choice of finish color.
M. Install pre-finished (colored) sheet metal siding complete finished installation – Measure the length and multiply by the height. Includes all materials required for a complete finished system with vapor barrier and R-19 insulation. Includes choice of color and profile of metal (ribbed, corrugated, etc.).
N. Any CLIN, over 100’ high – Percent increase of any CLIN item area over 100’ high.
2.04 INTERIOR – METHODS OF MEASUREMENT AND CLARIFICATION OF CLIN’s
A. Apply prime coat (1 coat) – Add all areas to be painted where prime coat is not included in line item. Line items with other than square foot measurement shall be converted to square foot. Example 10 LF = 10 SF. Line item includes all surface preparation (cleaning, scraping loose surface material, patching, caulking, etc. for a professional finish).
B. Interior walls (2 coats) – Measure by the height and multiply by the wall length.
C. Interior ceilings (2 coats) – Measure by the height and multiply by the width.
D. Finish coat to doors and door frames (2 coats) – Measure by the height and multiply by the width of the door frame/trim for each side to be painted and shall include all edges of the door and frame.
E. Windows, interior side (2 coats) – Measure by the height and multiply by the width of the window frames and shall include all edges of the window and frame.
F. Grilles – Measure by the height and multiply the width.
G. Drywall walls and ceilings patch or new installation – Measure by the height and multiply by the wall length or length and multiply by the ceiling width. Includes materials, taping, textured, corner beads and all accessories.
H. Wall paper removal – Measure by the height and multiply by the wall length of area covered by wall paper.
I. Wall texturing – Measure by the height and multiply by the wall length or length and multiply by the ceiling width.
2.05 ABATEMENT – METHODS OF MEASUREMENT AND CLARIFICATION OF CLIN’s
A. Asbestos abatement – Measure by the height and multiply by the wall length or length and multiply by the ceiling width. Includes all materials and equipment for setup, removal, teardown, transportation and disposal according to specifications. Material removal includes transite siding, drywall/joint compound, and other materials that are used as finishes on exterior or interior surfaces.
B. Lead-based paint abatement – Measure by the height and multiply by the wall length or length and multiply by the ceiling/floor width. Includes all materials and equipment for setup, removal, teardown, transpiration and disposal according to specifications. Material removal includes paint used as finishes on floors, exterior or interior surfaces.
C. Asbestos/lead paint/texture abatement exterior – Measure by the height and multiply by the wall length of area to be removed only. Includes all materials and equipment for setup, removal, teardown, transportation and disposal according to specifications. Used primarily for exterior walls and contains both asbestos and lead containing coatings. Interior coatings are included in this line item.
D. Lead containing/based road marking paint removal – Measure the length and multiply by the width. Includes all materials and equipment for setup, removal, teardown, transportation and disposal according to specifications. Includes road and airfield striping, symbols, letters, curbing on concrete and asphalt surfaces.

2.07 ROAD MARKINGS AND STRIPING – METHODS OF MEASUREMENT AND CLARIFICATION OF CLIN’s
A. Striping on concrete and asphalt – Measure length of striping. Do not delete length between broken lines. Includes Type I or III reflective beads. Includes roads, airfield and parking lots.
B. Road marking paint letters, numbers, symbols, etc. with reflective beads – Measure the length (from first to last numbers/letters/symbols) and multiply by the height of numbers/letters/symbols. Includes roads, airfield and parking lots.
C. Road marking paint removal non-lead – Measure the length and multiply by the width. Includes removal on concrete and asphalt, interior and exterior. Includes roads, airfield and parking lots.
2.08.1 TANKS – METHODS OF MEASUREMENT AND CLARIFICATION OF CLIN’s
A. Tank Exterior – Measure square footage of area to be painted including any support structure for tank. Add primer coat. Does not include repairs to tank.
B. Tank Interior – Measure square footage of area to be painted. Line item includes all surface preparations, primer and finish coatings.

SECTION 01030
INTERFACING OF NEW AND EXISTING WORK
PART I GENERAL
1.01 REQUIREMENTS INCLUDED

1.02 INTERFACING NEW AND EXISTING WORK
A. Work items shall be scheduled to avoid or minimize interference between the various trades involved.
B. Trim vegetation as necessary not to exceed one foot from building, to provide access for new work to proceed.
C. Prepare surfaces IAW Sections 09900 Painting, 02080 Removal and Disposal of Asbestos Material and 02090 Lead-Based Paint Abatement.
D. Patch, repair and refinish existing items to remain, to the specified condition for each material, with a workmanlike transition to adjacent new items of construction.
1.03 RELATED REQUIREMENTS
A. Section 01010: Summary of Work.

1.04 ALTERATIONS, CUTTING AND PROTECTION
A. Assign the work of moving, removal, cutting and patching to trades qualified to perform the work in a manner to cause least damage to each type of work and provide means of returning surfaces to appearance of new work.
B. Perform cutting and removal work to remove minimum material necessary, and in a manner to avoid damage to adjacent work. Cut finish surfaces such as masonry, tile, plaster or metal surfaces in a straight line or at a natural point of division.
C. Perform cutting and patching as specified in Section 01045.
D. Protect from damages by adjacent work all existing structural members, finishes, facility systems and equipment that are to remain.
E. Discoveries of construction, furnishings and articles having a historic or private value shall remain in possession of the Government. Upon discovery, Contractor shall:
1. Promptly notify Contracting Officer or COR.
2. Protect discovery from damage by element or work.
3. Contracting Officer will promptly transmit Government’s decision for disposition of discovered items or property to Contractor.
4. Contractor shall store items to be retained by Government in a secure, dry place on site or shall dispose of items which Government releases.
PART II PRODUCT
2.01 SALVAGED MATERIALS
No salvaged or used material will be used.
2.02 PRODUCTS FOR PATCHING, EXTENDING AND MATCHING
Contractor’s work shall:
1. Provide same or equal products and the same method of construction used in existing structure, as needed to patch, extend or match existing work.
2. If not specified in contract documents, products or standards of workmanship present in existing construction shall be determined by inspection and any necessary testing. Workmanship standard shall be determined by use of the existing as a sample for comparison.
3. Patch, extend and/or match existing quality of work shall do patching and extension of existing work. Quality of patched or extended work shall be not less than that specified for new work.
PART III EXECUTION
3.01 PERFORMANCE
Workers capable of matching existing quality of work shall do patching and extension of existing works. Quality of patched or extended work shall be not less than that specified for new work.
3.02 DAMAGED SURFACES
Patch and/or replace any portion of an existing finished surface which is found to be damaged, lifted, discolored, or shows other imperfections with matching material.
1. Provide adequate support of substrate prior to patching the finish.
2. Refinish patched portions of painted or coated surfaces in a manner to produce uniform color and texture over entire surface.
3. If existing surface finish cannot be matched, refinish entire surface to nearest intersections.
3.03 TRANSITION FROM EXISTING TO NEW WORK
When new work abuts or finishes flush with existing work, make a smooth and workmanlike transition. Patched work shall match existing adjacent work in texture, appearance, and color.
If finished surfaces are cut in such a way that a smooth transition with new work is not possible, terminate existing surface in a neat manner along a straight line at a natural line of division, and provide trim appropriate to finished surface.

1.03 DESCRIPTION
Execute cutting, fitting, and patching to complete work, and to:
1. Fit the several parts together to integrate with other work.
2. Remove and replace defective and nonconforming work.
1.04 SUBMITTALS
A. Submit written requests to the Contracting Officer in advance of cutting alteration which affects:
1. Structural integrity of any element of project.
2. Integrity of weather exposed or moisture resistant element.
3. Efficiency, maintenance, or safety of any operational element.
4. Visual qualities of sight exposed elements.
B. Include in request:
1. Identification of project.
2. Location and description of affected work.
3. Necessity for cutting or alteration.
4. Description of proposed work and products to be used.
5. Alternatives to cutting and patching.
6. Date and time work will be executed.
PART II PRODUCT
2.01 MATERIALS
A. Those required for original installation.
B. For any change in materials, submit request for substitution in accordance with Section 01300.
PART III EXECUTION
3.01 INSPECTION
A. Inspect existing conditions, including elements subject to damage or movement during cutting and patching.
B. After uncovering, inspect conditions affecting performance of work.
C. Beginning of cutting or patching means acceptance of existing conditions.
3.02.1 PERFORMANCE
The Contractor shall avoid damaging existing surfaces, and/or other existing conditions contiguous to or adjacent to those areas being patched, replaced, removed, or otherwise finished.

SECTION 01060
REGULATORY REQUIREMENTS
1.01 REQUIREMENTS INCLUDED
Besides the applicable manufacturer’s installation instruction, the following documents apply to all work under this contract. Any conflicting requirements that impact the work shall be presented to the Contracting Officer for resolution.
1. Uniform Building Code – current issue at time of award.
2. Edwards AFB Design Standards – current issue at time of award.
3. International Building Code – current issue at time of award.

FIRE PROTECTION
PART I GENERAL
1.01 REQUIREMENTS INCLUDED
A. Responsibility.
B. Fire Prevention Rules
1.02 RESPONSIBILITY
A. The Base Fire Chief or his designated representative will attend pre-construction conferences to brief contractors on pertinent fire regulation and to provide guidance for fire safe operations during contract performance. Fire prevention guidance will be furnished to the Contractor for briefing his personnel.
B. It is the responsibility of any person who discovers a fire to report it immediately, even if it is extinguished without the aid of the Fire Department. To do this:
1. Sound the alarm locally by activating the installed fire alarm or by shouting to notify the occupants.
2. Report the fire by dialing 911 from a non-cellular telephone, of by the number that will be provided at the pre-construction meeting from a cellular phone. Dialing 911 from a cellular phone will significantly delay fire dispatch.
3. Give the fire department the following information: Building number, name of person reporting the fire, type of fire (building, grass, automobile, etc.), and exact location of the fire in the building (1st, 2nd, 3rd floor, north end, south end, etc.).
1.03 FIRE PREVENTION RULES
A. Smoking:
1. Cigars, cigarettes, matches, or mechanical lighters is prohibited in any facility or area wherein any painting operation is being accomplished in and/or around buildings utilized for storage of flammable materials except in areas designated as “Authorized Smoking” as approved by the Base Fire Chief or his designated representative.
B. Housekeeping:
1. Only non-combustible trash containers and waste paper containers will be used.
2. Outdoor trash receptacles will be located at a reasonably safe distance from buildings. In no instance will trash, including scrap lumber, be stacked less than 15 feet from any building.
3. Rags will be kept in a metal container with metal lid. Containers will be properly marked, stating contents.
C. Flammable Liquids:
1. Gasoline will not be stored in any building on Edwards AFB without approval from the Base Fire Chief.
2. A supplement supply of flammable liquids kept on premises will be limited to the amount necessary for one day’s use. This supply will be kept in approved safety cans, which will be stenciled with the name of contents and the word “FLAMMABLE”.
3. All paint storage sheds will be at least 50 feet from any building.
4. All spray painting will be done in compliance with established safe practices.
5. Blow torches or any type of open flame will not be used for removing paint from any surface.
D. Liquid Fuel Powered Equipment:
1. Privately owned vehicles other that those designated and approved for the purpose of this contract shall not be permitted to park within the work areas.
2. Adequate ventilation will be maintained in all areas when power equipment is to be used and where an accumulation of explosive gasses is likely to occur from the use of power equipment.
E. Fire Hydrants: Water mains and fire hydrants will not be shut off, nor will any maintenance be performed that will interfere with the water supply on the Base.
F. Heating: Non-explosive proof heaters and all open flame heaters will be prohibited for use in any facility or area where volatile vapors are present.
G. Electrical:
1. During fire prevention inspections, all electrical appliances deemed unsafe will be disconnected from the electrical system and not be reconnected until approved by the Contracting Officer.
2. All flexible cords will be used in continuous length and be in good condition.

1.02 PROCEDURES
A. Deliver all submittals to Contracting Officer within 10 days after issuance of the Notice to Proceed (NTP).
B. Transmit each item using AF Form 3000. Identify project, contractor, sub-contractor, major supplier; identify pertinent drawing sheet and detail number, and specification section number, as appropriate. Identify deviations from contract documents.
C. Submit initial progress schedules in quadruplicate within 10 working days after the issuance of the NTP.
D. Government’s review will be limited to determination if submittals are in conformance with design concept and general requirements of the project. Approval by the Government shall not absolve the Contractor from his responsibilities for specific performance of the item or items submitted.
E. Submittals shall be accepted only from the Contractor (not subcontractor or material supplier), who shall check submittals for completeness, accuracy, and conformance with contract requirements and shall indicate his approval on each submittal.
1.03 CONSTRUCTION PROGRESS SCHEDULE
The Progress Schedule shall consist of a minimum of one work element for each division of the specification except Division One.
1.04 PRODUCT DATA
A. When required by individual specification sections, submit in quadruplicate, product date that indicates compliance to listed standards.
B. Mark each copy to identify applicable products, models, options, and other data; supplement manufacturers’ standard data to provide information unique to the work. Include manufacturers’ installation instructions when required by the specification section.
C. Trade names of specific products used in this specification, unless otherwise indicated, are used for the purpose of defining general quality and performance. They are not used to preclude the use of products of equal characteristics by other manufacturers. The Government reserves the right to determine equality.
D. The Contractor shall submit to the Government with any request for approval of substitutions, complete data including performance and chemical make up for both the specified and proposed item.
1.05 MATERIAL SAFETY DATA SHEETS (MSDS)
A. When required, submit the Contractor copy, plus three additional copies which will be retained by the Government.
B. The Contractor shall supply Material Safety Data Sheets (MSDS) to the Air Force on all hazardous materials proposed to be used on this project. No hazardous materials will be used on the project until the MSDS for the hazardous material has been presented to and approved by the Air Force. The Contractor will maintain the approved MSDS on the jobsite at a central location until completion of the project. All Contractor personnel will be advised of this MSDS location.
1.06 SAMPLES
A. When required by individual specification sections, provide colors scheme samples.

1.03 DESCRIPTION
A. Contractor shall employ and pay for the services of an independent testing laboratory to perform specified testing and analysis.
B. Employment of testing laboratory shall in no way relieve the Contractor of obligation to perform work in accordance with requirements of contract documents.
1.04 QUALITY ASSURANCE
A. Laboratory employed by the contractor shall be authorized to operate in California and comply with all required Federal, state and county laws regarding testing/analysis for asbestos and lead-based paint.
B. Independent testing laboratory and testing laboratory analysts shall be accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) and certified under the California Laboratory Accreditation Program (CLAP).

1.02 SANITARY FACILITIES
Where sanitary facilities are not available, Contractor shall provide own temporary sanitary facilities. The Contractor shall be responsible to maintain the facility in a sanitary condition. The Contractor shall provide and maintain required sanitary facilities and enclosures at his own expense. Sewage shall not be dumped into any base storm drainage facility.
1.03 BARRIERS AND BARRACADES
A. Contractor shall be solely responsible for furnishing, erecting, maintaining, and removing all protective barriers, signs, temporary lighting, etc., required for protection of persons and property. No open flame devices of any type shall be permitted.
B. The Contractor shall provide barriers and other means as required to prevent public entry to painting areas and to protect existing facilities, parked and moving vehicles, and adjacent properties from damage due to painting operations.
1.04 STORAGE AREAS AND FENCES
A. Contractor may request approval for an open-air, unsecured storage area on base for storage of materials and equipment providing such a space is available at that time. The size and location of the area shall be as directed by the Contracting Officer or the COR.
B. Contractor shall provide his own security for the area. The storage area shall be kept in a safe, neat and orderly manner at all times.
C. Any security fence used for the storage area shall be erected and maintained by the Contractor at his own expense. Upon completion of the contract, the security fence shall be removed from the base by the Contractor, prior to final payment.
1.05 FIELD OFFICES AND SHEDS
A. The Contractor may request approval to install a portable field office and storage sheds for tools, equipment and material at Contractor’s expense.
B. All utility hook-ups and disconnect (electricity, sewer, and water, etc.) and telephone service shall be the responsibility of the contractor at his own expense.
C. The Contractor shall provide his own security to the field office and storage shed.
D. The portable structures used by the Contractor as field offices and storage sheds shall comply with all the base fire and safety regulations. If violations of these regulations are identified, the Contractor shall upon notification of violation remove such portable structures, from the base, at his own expense.
1.06 REMOVAL
A. Remove temporary materials, equipment, services, and construction prior to final payment.
B. Clean and repair damage caused by installation or use of temporary facilities. Return area to conditions that existed before use.

1.03 PRODUCTS

1.04 TRANSPORTATION AND HANDLING
A. Transport products by methods that avoid product damage, deliver in undamaged condition in manufacturer’s unopened containers or packaging.
B. Provide equipment and personnel to handle products by methods that prevent soiling or damage.
C. Promptly inspect shipments to assure that products comply with requirements, quantities are correct and products are undamaged.
1.05 STORAGE AND PROTECTION
A. Store products in accordance with manufacturer’s instructions, with seals and labels intact and legible. Store sensitive products in weather-tight enclosures, maintain within temperature and humidity ranges required by manufacturer’s instructions.
B. Arrange storage to provide access for inspection. Periodically inspect to assure products are undamaged, and are maintained under required conditions.
1.06 EXCESS MATERIALS (EXCLUDING HAZARDOUS MATERIALS OR WASTE)
All non-hazardous materials resulting from demolition shall become the property of the Contractor unless otherwise determined by the Contracting Officer or the COR. Materials determined to be government property shall be deposited by the Contractor at locations on Edwards AFB as directed by the Contracting Officer or COR. Materials not wanted by the Government and all contractor generated rubbish shall be disposed by the Contractor at an off-base location approved by the Contracting Officer or COR. The off-base disposal of all hazardous materials and hazardous waste will be at the expense of the Contractor.
1.07 HAZARDOUS MATERIALS
A. Any material resulting from demolition or other Contractor operations and identified as hazardous material shall be disposed by the Contractor at an off-base EPA approved landfill at his own expense. Handling and disposal of the hazardous materials shall be in strict accordance with Federal, state, or local regulations.
B. Should questionable unidentified materials be encountered, the Contractor shall notify the Contracting Officer or COR immediately for positive identification, and disposition, handling, and removal instructions.
C. All solid waste generated by the contractor will be segregated on site by the contractor for subsequent delivery to an appropriate recovery facility. Non-recoverable contractor generated rubbish and demolition waste shall be disposed by the contractor off-base in compliance with waste segregation on requirements and operating procedures. Asbestos containing materials must be containerized and transported to a Class II landfill approved for asbestos disposal in IAW 40 CFR 260-266.
D. Paint, adhesives and empty paint containers from these products are considered hazardous materials. All reusable residuals or partially full containers must be disposed of as hazardous waste IAW all applicable Federal, state, and local environmental regulations (40 CFR 265, Title 22 CFR, Base Hazardous Materials Management Plan). Such disposal must be accomplished at the contractor’s expense.
E. Prior to transportation off-base for disposal, a manifest of the materials prepared by the contractor must be signed by an AFFTC/EMC Hazardous Waste specialist at 661-277-1401.

1.04 FINAL INSPECTION
A. When Contractor considers the Work is complete, he shall submit written certification that:
1. Contract documents have been reviewed.
2. Work has been inspected for compliance with Contract Documents.
3. Work has been completed in accordance with Contract Documents.
4. Equipment and systems have been tested in the presence of the COR and are operational.
5. Work is completed and ready for final inspection.
B. Contractor shall provide contracting with the required date for final inspection not less than 24 hours prior to the proposed date of final inspection, to assure that all members of the inspection party can be notified and make necessary arrangements to be available.
C. COR will make an inspection to verify the status of completion with reasonable promptness after receipt of such certification.
D. Should the COR consider that the Work is incomplete or defective:
1. Contracting Officer will promptly notify the Contractor in writing, listing the incomplete or defective work.
2. Contractor shall take immediate steps to remedy the stated deficiencies, and send a second written certification to Contracting Officer that the Work is complete.
3. COR will re-inspect the Work.
E. When the Contracting Officer finds that the Work is acceptable under the Contract Documents, he/she shall request the Contractor to make closeout submittals required by governing authorities and submit a final invoice.
1.05 WARRANTIES
Submit warranties for products used to the Contracting Officer.
