Questions and Responses

Question 37: Regarding solicitation number FA930110R0008a, has the walkthru at Edwards AFB already been completed?

Answer 37: Yes, it was conducted on 10 June 2010.

Question 38: None of the modifications say whether the original dates were changed.

Answer 38: On 29 June amendment #03 was posted to FBO to extend the proposal due date to 08 July 2010.

Question 39: Also need to know if there will be any type of walkthru in Hawaii as we have such different climate here, so application may differ from a place like Edwards AFB.

Answer 39: No walkthrough will take place in Hawaii because the place of performance is Edwards AFB CA.

Question 40: We will be graduating from the 8(a) program in mid-July. If we submit our proposal on July 1st, but the contract does not award until August 9th, would we still be eligible since we submitted prior to our graduation date? Or do we have to be in the 8(a) program when the contact actually gets awarded?

Answer 40: The contractor has to be in the 8(a) program at time the award is issued.

Question 41: We are an approved Small Business contractor with the state of CA, but not with the Federal Government yet. Will the suffice, and allow us to bid on the upcoming project at Edwards AF base?

Answer 41: This acquisition is set-aside for 8(a) contractor(s) is Region IX, so contractors have to be in the 8(a) program at the time of award.

Question 42: It was mentioned at the job walk that all amendments issued for this solicitation needed to be signed and acknowledged on the SF30 form and submitted with the proposal package to be in compliance. To date, (4) amendments have been issued via fbo.gov website. Below are the amendments as listed on the site:

• Amendment 1 issued June 1, 2010 (no SF30)

• Amendment 2 issued June 7, 2010 (no SF30)

• Amendment 3 issued June 9, 2010 (SF30 was included but referenced as amendment 1 on the actual form)

• Amendment 4 issued June 16, 2010 (SF30 was included but referenced as amendment 2 on the actual form)

How many total amendments do we need to acknowledge on the SF1442? 2 or all 4? Will SF30 forms be supplied for amendments 1 & 2 above?

Answer 42: Amendment #1 was posted as a clarification because the DB Wage determination format was not readable. This was not an amendment to the initial solicitation.

Amendment #2 was a notice to the potential contractors that the location of the site visit had been changed. This was not an amendment to the initial solicitation.

Amendment #3 is the 1st amendment to the solicitation which has to be acknowledge by the contractor with their proposal. (This amendment has to be signed by the contractor.)

Amendment #4 is the 2nd amendment to the solicitation which has to be acknowledge by the contractor with their proposal. (This amendment has to be signed by the contractor.)

Amendment #5 is the 3rd amendment to the solicitation which has to be acknowledge by the contractor with their proposal. (This amendment has to be signed by the contractor.)

The contractors are only to acknowledge Amendment #3, #4 and #5 at this time. If we issue further amendments, acknowledgement will be required.

Question 43: Please clarify the correct format to be used for contractors to submit proposals, 1) Pre-Proposal Conference Slide 18 with page limitations for Price Proposal, Technical Proposal (Initial Task Order) and Past Performance Information, or 2) RFP, page 56, Proposal Preparation Information?

Answer 43: Refer to Section L. Section L takes precedence over all other information.

Question 44: Please clarify what “Technical Proposal (Initial Task Order)” means. Is a proposal on company letterhead along with Exhibit F sufficient? When mentioning “Technical Proposal”, is a “Technical Approach” required?

Answer 44: The Technical Proposal (Initial Task Order) is the initial project. Section L refers to the required method and information for a proposal. The initial project will be evaluated based on pass or fail.

Question 45: Where can the RFP be found?

Answer 45: The RFP, Solicitation # FA930110R0008a, can be found on FedBIZOpps website, https://www.fbo.gov.

Question 46: How should the amendments be acknowledged?

Answer 46: Refer to Answer 42.

Question 47: As for the (REVISED) Exhibit F, do you have the same form available in Excel?

Answer 47: Yes, however, due to the time constraints with the deadline for the submission of proposal, a copy of the Exhibit A Excel spreadsheet with the same ELINS can be edited to reflect Revised Exhibit F.

Question 48: Would a previously completed Past Performance Questionnaire be accepted?

Answer 48: Yes, however, the form submitted should be marked “Revised”.

Question 49:

Answer 49: This is for interior and exterior asbestos paint/coatings removal. The statement of work will state if complete removal is required. The quantities will be the actual area (SF) being removed whether it is complete removal or surface stabilization.

Question 50:

Answer 50: This is for interior and exterior lead paint/coating removal. The statement of work will state if complete removal is required. The quantities will be the actual area (SF) being removed whether it is complete removal or surface stabilization.

Question 51:

Answer 51: This is for exterior texcoat coating removal.

Question 52:

Answer 52: A-E015 is intended for removal of asbestos paint/coatings. This would not include TSI, vinyl floor tile, etc.

Question 53: Attachment 2, Revised Exhibit F, on what basis are contractors expected to accurately calculate the quantities required on the revised Exhibit F?

Answer 53: It was stated at the site visit that actual measurements were recommended and there was a tool made available to contractors who came unprepared.

Question 54: Where in the contract specifications does it state that QP2 certification is a requirement for this contract?

Answer 54: Refer to Section 02090, Lead in Paint Specifications, Part I General Requirements 1.2, Regulatory Compliance, and 1.2.3., California Department of Health Services (Title 17, CCR, Division 1, Chapter 8) for more information on certifications.

Question 55: Refering to Page 57 of the contract specifications, Section D of the Performance Information Form (PIF) it states:

“Indicate the type of services provided, i.e. demolition and abatement services and highlight portions considered most relevant to the Edwards Air Force Base Demolition and Abatement acquisition”.

Answer 55: This a painting contract was is stated on the PIF is only an example.

Question 56: In reference to the discrepancy in the number of copies required for Part I – Price Proposal and the SF 1442, which should be used?

Answer 56: See Answer 43, use Section L.

Question 57: Instructions on the SF 1442 and Section L are not consistent, which instructions should be used?

Answer 57: Use Section L instructions.
