Responses to Questions/Comments submitted by potential offerors in response to the FA9300-10-R-0001 Final RFP posted to FedBizOpps on 27 AUG 2010.
1. Question: Answers to Questions, Section L, Page L-5 of 14. In response to Questions 5 and 6 regarding the page limitations for the Past Performance volume, the Government answers that “The offerors are now allowed a total of 10 pages in order to address L-2 including paragraphs G through M.” However, in Section L.1.6.1 Proposal Organization Table, it states that offerors are allowed “5 pgs per contract submitted.” Will the Government clarify if offerors are allowed 5 or 10 pages to address the L-2 criteria in their Past Performance contract write-ups?
Response:
The correct total for the L-2 criteria is 10 pages. Pen and ink the following correction: Section L, pg L – 5 of 14, paragraph 1.6.1 Proposal Organization Table change Vol II, page limits from “Maximum 2 contracts from each major/critical sub-contractor; 5 pgs per contract submitted” to “Maximum 2 contracts from each major/critical sub-contractor;
10 pgs per contract submitted”.
2. Questions: Answers to Questions; PWS Appendix C –Estimated FTEs and ODCs Breakout, p. 47; Labor Categories and FTE Descriptions spreadsheet, pp. 1-5. In response to Question 2 regarding the correct total number of FTEs, the Government answers that “The correct total for FTEs is 124.” However, in Appendix C, Estimated FTEs and ODCs Breakout, and the FTE Description spreadsheet, it shows the total FTEs is 117. Would the Government please clarify if the correct number of FTEs is 117 or 124?
Response:
The correct total for FTEs is 117. However, FY16 was omitted in Appendix C the number of FTEs should also be 117.
3. Question: Appendix C –Estimated FTEs and ODCs Breakout, p. 47; Labor Categories and FTE Descriptions spreadsheet, pp. 1-5. In Appendix C, Estimated FTEs and ODCs Breakout, in relation to the total number of FTEs, it states that “These estimates do not include supervisorial or management positions; nor, does it include FTEs to support the VIC & SOCC.” However, in the FTE Description Spreadsheet, there are positions for Manager I, II, and III, as well as Supervisor I, II, and III included in the total number of FTEs. Will the Government please clarify if managers and supervisors are counted in the total number of FTEs?
Response: The managers listed in the Labor Categories and FTE Descriptions spreadsheet are low and mid level managers. The supervisorial or management positions referred to in Appendix C are the top level managers and key personnel. These top level managers and key personnel are the only positions not accounted for in the total FTEs.
4. Question: Part I, Section B, CLIN 0016, p. 8. There is no period of performance listed for CLIN 0016. Will the Government please provide the period of performance?
Response:
The Period of Performance (POP) shall be 01 APR 2014 through 31 MAR 2016. Section B has been revised to reflect the period of performance.
