Notice to All Prospective Offerors of ROSS II
The purpose of this notice is to inform all potential offerors of the revised ROSS II source selection strategy. A Full Trade‐off source selection was anticipated in the original Draft RFP; however, the strategy has been revised from a Full Trade‐off to a Performance Price Trade‐off (PPT) without requesting technical proposals.
The PPT source selection methodology is considered most appropriate for this requirement. The PPT process is a simplified best value source selection strategy that permits a tradeoff between price and performance in reaching the award decision. Technical performance concerns will be addressed through a thorough evaluation of relevant past performance.
A PPT strategy permits recognition of high performing contractors and thereby minimizes the risk of awarding to a contractor that will not perform at an acceptable level. A contractor that delivers what the contract requires without extensive follow‐up effort clearly delivers better value than a contractor that charges essentially the same price, yet needs constant surveillance to ensure performance. In short, the PPT process weeds out marginal to unsatisfactory performers in favor of offerors with proven records of providing quality services on time and at affordable prices. PPT also allows discretion in awarding a contract to a higher‐priced offeror if the lower‐priced offeror(s) has/have a lower performance confidence assessment.
The documents we are posting today include: drafts of the PWS, Section L, and Section M; and answers to questions previously submitted by potential offerors. In the comings weeks we anticipate posting additional revised documents affected by this change. Please regularly check FedBizOpps for updates and provide prompt feedback.
