About this file

This is a Questions and Answers document dated 3 April 2026 for federal contract solicitation FA910126QB018, addressing inquiries from potential vendors regarding the Service Air Compressor Replacement requirement. The document clarifies critical technical, logistical, and contractual requirements for the procurement of two (2) 50-horsepower rotary service air compressors to replace existing Ingersoll Rand Model #SSP-HPE50 units at the Arnold Engineering Development Complex (AEDC) VKF Plant facility.

Key technical specifications and site conditions include: the compressors will be installed indoors on the ground floor with access via roll-up doors approximately 18 feet by 24 feet wide, located less than 75 feet from the installation area; AEDC will provide a 40-ton overhead crane and forklift for all lifts during demolition and installation; existing electrical infrastructure includes 600-amp main service feeding into 200-amp, 480-volt disconnects, with vendors responsible for making their own electrical connections on the backside of the disconnect per SOO Section 1.3.5; vendors must utilize existing piping components including Ingersoll Rand Part Number 24554891 flex-style hose connections, with 2-inch Schedule 40 A106 welded pipe and manual shut-off valves downstream; and adequate air storage (600-1,000 gallons) and condensate handling systems are available, though vendors may propose improvements to the existing condensation collection system. The contractor is responsible for offloading compressors from freight trucks, disconnecting and removing existing units (with AEDC handling disposal), performing all installation labor, and ensuring compliance with OSHA standards and lockout/tagout procedures. Vendors may propose either fixed-speed or variable-speed drive models to meet minimum success criteria outlined in SOO Section 1.2, with the option to incorporate standalone moisture separator units if beneficial. AEDC will handle post-installation servicing and filter/oil changes. The procurement is set-aside 100 percent for small businesses, subject to Buy American Act requirements per FAR provision 52.225-1, with responses due 10 April 2026 at 10:00 AM Central Standard Time.

Sheet1 Questions Received from FA910126QB018

QuestionAnswer
Can you provide pictures of the installation existing?Yes, photos can be provided. Internally, we will need to take the photos of the area and then go through the IRA process to be able to release them.
Can you explain the accessibility to the area?Photos will be provided, but existing area and where the new ones will be installed is indoors and will be on the ground floor of our VKF Plant building. Two large roll up doors less than 75ft away, can coordinate with our team to re-arrange accordingly.
Will AEDC provide electrical connection? We can provide piping connection but not the electrical.SOO Attachment 1:1.3.5 Reuse existing electrical materials and furnish new as necessary to extend existing electrical supply for the two (2) new compressors. The electrical interface for the new compressors should not exceed the backside of the 480V electrical disconnect for each compressor. According to the SOO, we are asking the vendor to make their own electrical connections on the backside of the 480V disconnect. Unless we are advised differently, the electrical interface should be the vendor’s responsibility to provide a fully functional system
Can you provide as built drawings or photos of the existing compressors and piping to be replaced?Yes, photos can be provided. Internally, we will need to take the photos of the area and then go through the IRA process to be able to release them.
Are the compressors on ground level, inside or outside location, and how are they accessed to be able to remove and replace?Photos will be provided, but existing area and where the new ones will be installed is indoors and will be on the ground floor of our VKF Plant building. Two large roll up doors less than 75ft away, can coordinate with our team to re-arrange accordingly.
Is there a forklift that can be used to install the air compressors?Yes, The access point will be a roll up door (approximately 18’x24’) at the west end of the building. AEDC will operate a 40T overhead crane and/or forklift to support all lifts required.
Will the compressor be outdoors? If yes, will it have a roof over it?The existing service air compressors will be inside with a roof over it. The new compressors will take their place in the same spot.
Existing equipment, do you have: Desiccant dryer? Tank? Filter & Oil Water separator for condensate?Desiccant dryer? YES Tank? YES Filter & Oil Water separator for condensate? YES
Is this purchase under The Buy American Act?Yes, per FAR RFO 52.225-1 Buy American-Supplies applies to this acquisition.
Please post the salient characteristics for all equipment called out.See the SOW for performance features VKF is requesting.
Is there sufficient power at the site or wire /new service be needed?Yes, each compressor is fed via a 600 amp main service and fed into 200 amp, 480 volt disconnects. Per the SOO ( Section 1.3.5) the vendor will need to make their own electrical connections on the backside of the 480V disconnect for each compressor.
Is there a current incumbent on this contract? There is no a current contract in place for this requirement as of yet as we are in the solicitation phase.
The history of previous awards, including the award amount(s).Not applicable for this solicitation as there is no a current contract in place.
The vendor(s) who were awarded in the past. Not applicable for this solicitation as there is no a current contract in place.
Air Quality: Is there information regarding the required air quality, specifically for filtration or dryers needed?AEDC is asking the vendor to only supply compressed air to our existing dryer and filtration system. All compressed air requirements are listed in the SOO (Attachment 1 – Performance Parameters).
Air Storage: Is there adequate air storage available? For this size, we typically recommend 3–5 gallons per CFM, which would be approximately 600~1,000 gallons.Yes, there is adequate air storage available.
Drainage: Is there an existing condensate filter or a centralized collection system?Yes, however AEDC is looking for suggestions to improve the existing condensation collection system.
When removing the existing compressors will we need to take them off the premise and dispose of them or will we just set them to the side for you guysAEDC will be responsible for the disposal of the existing compressors.
Will you be replacing the air dryers? No, the dryers are not involved with this particular effort.
What was the discharge connection on the existing units? It is just black iron and a valve, right? The SOO ( section 1.3.2) states connections utilize Ingersoll part number 24554891. Downstream of each Ingersoll Rand P/N 24554891, each compressor discharge uses a 2" SCH 40 A106 welded pipe along with 2" manual shut-off valves.
We remove the section where you can see the louvers and that is where the discharge connection is located to see the fitting, is that a reusable fit in?Yes. What is coming out of the existing compressor housings are 2 inch black iron and inside the compressor enclosures themselves are a 2 inch flex style hose that adapts to the existing black iron.
In the past they had the moisture separator dish on the discharge side of the machine, sometimes they're external. Nowadays, we could just mount it externally in this line right here?Yes, the existing system is outdated. Wewe have multiple condensate loops that are all tied into. Condensate filters and drain offs. So if we were to replace these compressors with something that had somewhat of a standalone unit already attached. That would be beneficial but not required.
The compressors will require filter and oil changes, for the warranty. Will ADEC being doing the service or the winning contractor?AEDC will be responsible for the servicing of the compressors.
So it will be the responsibility of the contractor to offload the compressors and then bring them into the building so that the overhead crane can attach to it for both the demolition and installation.Correct. AEDC will operate a 40T overhead crane and/or forklift to support all lifts required. and we will work with the contractor for that plan and that removal/installation.
Is there any piping directly above the air compressors? For the for the most part it is just electrical conduit. All the existing discharge piping from the compressors into the dryer skid are toward the rollout door. There may be a few sections that would need to be pulled up in order to have accessibility to a lift, but outside of that there should not be an issue there.
Is there an air dryer for each compressor? The existing dryer skid that we have is a twin tower heated blower. It has a self-contained control system. And each compressor is plumbed into both supplies. We are not looking to replace the dryers in this effort.
Is there a photograph of the inside of the control panel, the disconnect? No, there is not a photograph of the inside of the control panel. Both disconnects are 200 amp, 480V.
What amp are the breaker size?VKF Service Air Compressors are fed via a 600-amp main service. The disconnects feeding each compressor are 200 amp.
Is the installation done during regular business hours and what would you consider regular business hours?Monday-Friday would be regular business hours, but can work the schedule accordingly at the time of award. We must take into consideration any testing that may be taking place.
So the compressors would come in on a freight truck. Would AEDC be pulling them off of the freight truck and bringing them into the building.AEDC would coordinate with the contractor. AEDC would operate the overhead crane to set it off and then also fly in the new one, and then also have access to the forklift too. However, it's brought to AEDC, we would utilize that roll up door coordinate with the contractor on the lift plan and then we would set it over near the footprint of the existing.
When you say demo, is the contractor required to remove the old compressors off of the base? Would keep the old IR compressors?Once it's set off and once it's coordinated, AEDC will be responsible for the disposal. Yes, AEDC will dispose of them.
Are these compressors operating at this time? No, they are not in operation.
Would there be any issue with pulling out the old and putting in the new with any type of time restraints? No time restraints, but we must take into consideration testing that may be taking place at the facilities.
Is there a separate training the contractors needs to do for installation on site as far as safety or otherwise?Contractor should be aware of OSHA standards. AEDC will coordinate with the winning contractor pre-demo / install for a proper LockOut Tag Out (LOTO) procedure during the timeframe.
Will the current disconnects be used or need to be replaced? The current disconnects can be reused.
Will there be a physical site visit before we send in a quote? No, there is nothing scheduled at this time.
Is there a preference as to how we reconnect the current piping? Can we use more of a clamp style or do we have to use steel pipe and well flange? Are we allowed to make the decision as to why type of piping we use as long as it conforms to current codes? We state to use the existing piping components and infrastructure. The 2 inch flex style hose (IR P/N 24554891) threads onto the compressor discharge and existing service air distribution system. This connection is preferred, but if needed to be replaced, a similar style connection would need to be used. We would review with the contract award upon drawing submissions or proposals.
Is the piping weld on or threaded?Downstream of Ingersoll Rand P/N 24554891 is threaded and the rest of the piping system is welded.
Do you have the compressor schedule or spec on this project please? Possibly the model number that we are replacing. The contractor is responsible for replacing 2 Ingersoll Rand Model #SSP-HPE50 with similar packaged units that meet the minimum success criteria outlined in SOO 1.2.
Does the replacement need to be a fixed speed model or a variable speed model? The expanded goal outlines AEDC is looking for increased service air production and efficiency, therefore AEDC is allowing the contractor to propose whether the replacement compressors should be fixed speed or VSD models.
Is this the only requirement for the compressor? Attachment 1 - Service Air Compressor Replacement SOO and Performance Parameters?Yes, the only requirement for this effort is to replace the two (2) existing compressors that are not currently operational. The contractor is responsible for replacing 2 Ingersoll Rand Model #SSP-HPE50 with similar packaged units that meet the minimum success criteria outlined in SOO 1.2. The expanded goal outlines AEDC is looking for increased service air production and efficiency, therefore AEDC is allowing the contractor to propose whether the replacement compressors should be fixed speed or VSD models.
Is there a request for a variable speed drive model? No, there is not a specific request. AEDC is allowing the contractor to propose whether the replacement compressors should be fixed speed or VSD models.
