About this file
This is a Statement of Objectives (SOO) for AEDC contract IRA-25-0530 regarding Service Air Compressor Replacement at Arnold Engineering Development Complex (AEDC) Building 651. The primary objective is to replace two existing service air compressors to restore service air capabilities supporting test operations and tooling across VKF and other facility buildings. The minimum success criteria require maintaining current service air requirements of 220 CFM at 115 psig while improving performance, reliability, and compressor capabilities, with an expanded goal to support increased service air production and compressor efficiency.
The contract must define specific performance-based work through a Statement of Work, planned milestones scheduled within a three-month performance period, and tangible data deliverables with delivery dates and methods. Key performance parameters include demolishing and replacing existing compressors with new rotary compressors meeting minimum specifications of 115 psig pressure rating, 50 horsepower, and capacity of at least 220 CFM per compressor. Replacement compressors must fit within the existing concrete pad envelope (15'6" x 14'5"), and the contractor must furnish all equipment and rigging for removal and installation, including welded black iron piping reconnection, reuse of existing isolation valves and electrical materials, condensate drain reconnection, and electrical extensions not exceeding the 480V disconnect backside. The contractor must provide a written validation report confirming both compressors operate per OEM specifications, including performance and efficiency evaluations, and deliver a commissioning scope of service outlining factory-trained technician certification, installation confirmation, parameter verification, three-phase motor rotation checks, control set point adjustments, basic operator training, and a detailed maintenance schedule. The Government retains Unlimited Data Rights to all technical data and reports produced during contract performance.

Statement of Objectives (SOO)
AEDC
Service Air Compressor Replacement
1. Program Objectives
1.1. Replace the existing service air compressors at AEDC Building 651. The objective of the AEDC Service Air Compressor Replacement is to restore service air capabilities for test support and tooling across VKF and other supported buildings/test facilities.
1.2. The minimum success criteria are to maintain current service air requirements (220 CFM @ 115 psig) with improvements to performance, reliability, and updated compressor capabilities. The expanded goal of this effort is to support an increase in service air production and compressor efficiency.
2. Contract Objectives
At a minimum, the contract shall define the following:
2.1. Work to-be Performed:
2.1.1. Specific, performance-based, quantitative terms of the work to-be-done, in the form of a Statement of Work (SOW), to satisfy the requirement in accordance with (IAW) SOO Attachment 1 – Performance Parameters.
2.2. Milestones:
2.2.1. Planned, significant events scheduled to occur at specific times in performance of the SOW, throughout a time-period not exceeding 3-months, to include all deliverables.
2.3. Data Deliverables.
2.3.1. Tangible or intangible data items produced as a result of the work performed, and their anticipated delivery date, method of delivery, format, and quantity.
2.4. Data Rights.
2.4.1. The Government shall receive Unlimited Data Rights to all technical data and reports (i.e., data deliverables) produced in performance of the SOW.
3. Quality Control Plan (QCP):
3.1. Development and maintenance of a quality control plan to ensure the requirement is met IAW the SOW. Development and implementation of procedures to meet milestones. Development and implementation of procedures to ensure appropriate corrective action is taken when milestones are not met.
4. Program Management Objective:
4.1. Allow offerors the maximum flexibility to innovatively manage schedule, performance, risks, warranties, subcontracts, and data so that it satisfies the user’s performance requirements (see SOO Attachment 1 – Performance Parameters).
Clear government visibility into the schedule, performance, and risks shall be maintained.
SOO Attachment 1 – Performance Parameters
AEDC VKF Service Air Compressor Replacement:
The following is a list of the critical performance parameters (PPs) required to meet the objective of the AEDC VKF Service Air Compressor Replacement.
1. Demolition and replacement of existing compressors (2) with new rotary compressors that will sustain AEDC service air requirements.
1.1. Replacement compressors are required to have the following specifications at minimum (any specifications outside of the requirements should be reported back to proper AEDC personnel for approval):
Pressure Rating: 115 psig
Power: 50hp
Capacity: ≥ 220 CFM (per compressor)
1.2. Compressors should fit within the current VKF service air compressor envelope.
Concrete pad dimensions: 15’6”x14’5”. Both compressors are positioned on one half of the pad with the dryer skid on the other half. Note: Concrete pad drawings can be provided upon contract award.
1.3. The Contractor should furnish all necessary equipment and rigging to remove and replace the two (2) existing compressors.
1.3.1. Furnish all necessary equipment and rigging to set two (2) new compressors in place of removed compressors
1.3.2. Furnish and install welded black iron piping to reconnect the new compressors’ air discharge connections, if necessary. Connections should utilize Ingersoll Rand PN: 24554891, or a similar replacement, that are currently used to attach discharge connections to 2” piping upstream of SA- V248-VU and SA-V249-VU. Note: Piping drawings can be provided upon contract award.
1.3.3. Reuse existing isolation valves for the new compressors’ installation.
1.3.4. Furnish and install pipe and fittings to reconnect condensate drains and to reuse as much existing as possible for water discharge.
1.3.5. Reuse existing electrical materials and furnish new as necessary to extend existing electrical supply for the two (2) new compressors. The electrical interface for the new compressors should not exceed the backside of the 480V electrical disconnect for each compressor.
2. Provide a written report validating that both service air compressors operate as intended per OEM specification.
2.1. Characterize compressor performance of the two (2) new compressors.
2.1.1. Provide an evaluation of the compressors’ performance.
2.1.2. Provide an evaluation of the compressors’ efficiency.
3. Provide a scope of service that outlines the following:
3.1. Commissioning performed by factory trained and certified technicians.
3.2. Confirm proper installation per operator’s manual.
3.3. Check operating temperatures, pressures, amperage and other key parameters per OEM specification.
3.4. Check rotation of 3 phase motors.
3.5. Adjust and set control set points and key operating parameters.
3.6. Basic operator training
3.7. Detailed maintenance schedule
