NORCAL REGION - CASTLE

1.1 Scope
The former Castle AFB is listed on the National Priorities List (NPL) and has a Federal Facility Agreement (FFA) in place. A Preliminary Closeout Report was prepared by the United States Environmental Protection Agency (USEPA) in 2006. Records of Decision (RODs) have been signed for all Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites included in this task order and Last Remedy in Place (LRIP) has been achieved for the base.
The sites included in this task order are being addressed following the CERCLA process or state corrective action program (non-CERCLA). There are two CERCLA sites in remedial action-operation (RA-O) and all CERCLA sites require IC monitoring and Five Year Review. Groundwater pump and treat systems are currently operating at two of the sites (OT029 and OT030). The Operable Unit (OU)-1 Basewide Phase 3 groundwater treatment plant is currently operating at OT029 and the OU-2 groundwater treatment plant (Main Base Plant) is currently operating at OT030. Groundwater contamination associated with former Air Force activities has migrated beyond the former base property boundaries. Seven of the CERCLA sites are associated with three capped landfills/sites with ongoing Long-term Management. One CERCLA site has ICs and requires Five-Year Review only. Four petroleum-contaminated sites have ICs and require non-CERCLA Five Year Review only.
In addition to the requirements presented in this PWS, this scope includes the following:
· Monitoring for 1,2,3-TCP in drinking water wells and irrigation wells as part of the on-going long-term groundwater sampling program and monitoring of the Main Base Plume; as part of the monthly sampling of influent, primary effluent, and final effluent from the OU-1 and OU-2 groundwater treatment plants; in groundwater wells at Landfills 4 and 5; and at private drinking water wells as required to ensure protection of public.
· Replacement of wells that are dry due to lowering groundwater table, as needed.
· Monitoring for PFAS at the OU-1 and OU-2 groundwater treatment plants and O&M of GAC including changeouts as needed.
· Implementation of recommendations noted in the March 2019 Five-Year Review Report.
Contractors are not responsible for the following:
· Investigation and remediation of PFAS, except as noted above and in Attachment 1.

2.6.1 Meeting/Teleconference Support
· BRAC Cleanup Team (BCT) meetings are currently conducted annually at the former McClellan AFB (or comparable mutually agreed location for future meetings). Periodic technical meetings are conducted as needed in person or by teleconference.
2.6.2 Public Meetings and Hearings
· The Restoration Advisory Board has been adjourned and no other public meetings are currently scheduled.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· All existing off-base easements extend beyond this task order POP.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· No base-specific requirements in addition to those in the PWS.
6.14 Land Use Controls (LUC)
· The contractor shall conduct annual inspections and reviews to confirm compliance with all CERCLA and non-CERCLA environmental restrictions associated with the sites. Where possible, the contractor shall obtain and provide copies to the Air Force of annual reporting required by state covenants for applicable sites by respective property owners. An annual inspection report shall be provided or otherwise included in site reports by the contractor to confirm implementation of environmental restrictions.
· The contractor shall provide supporting information and technical support to the Air Force for property owner requests to remove restrictive covenants.
6.15 Five-Year Reviews
· The current PBR contractor completed the 5th Five-Year Review Report in March 2019. This TO includes preparation of the next two Five-Year Reviews due in March 2024 and March 2029.
