1.0 INTRODUCTION

HydroGeoLogic, Inc. (HGL) is pleased to submit this Final Long Term Management (LTM) Report for Sites LF-01, FT-02, FT-03, OT-04, DP-05, DP-06 and OT-07. HGL developed this report based on the performance work statement (PWS) dated March 8, 2011, which defines the requirements for providing LTM at Sites LF-01, FT-02, FT-03, OT-04, DP-05, DP-06, and OT-07 at Dobbins Air Reserve Base (ARB), Georgia.

The overall objective of task order (TO) 0044 under contract FA8903-10-D-8596 was to provide LTM services in support of Air Force Center for Engineering and the Environment (AFCEE) and Dobbins ARB. HGL teamed with Tetra Tech EM Inc. (Tetra Tech) on this TO.

The HGL project team conducted LTM activities. The LTM activities included inspection and maintenance of the DP-05 dual-phase extraction (DPE) system; semi-annual vegetation removal; inspection and maintenance of gravel access roads; well inspections at Sites LF-01, FT-02, FT-03, OT-04, DP-06 and OT-07; well and protective bollard painting at DP-05; and land use controls (LUC) inspections.

2.0 SITE BACKGROUND

The following subsections provide a brief background of each of the six sites and the inspection results and recommendations. The locations of each site are shown on Figure 2.1.

2.1 PAST BASE LANDFILL (LF-01)

The Past Base Landfill (LF-01) is located near the southeastern corner of Dobbins ARB.

Domestic type waste and some industrial wastes including waste oil and solvents, aviation gasoline (AVGAS) sludge, paints and thinners, and asbestos-lined brake pads were reportedly disposed of at this location from the 1940s until it was officially closed in 1974. Additionally, unauthorized dumping of yard waste, construction and building demolition debris, concrete chunks, and asphalt paving reportedly occurred at the site between 1974 and 1980 (Shaw, 2009).

A review of historical analytical results revealed the presence of metals (antimony, chromium, copper, and thallium) in both surface and subsurface soil samples at concentrations that exceeded Georgia Type 3 Risk Reduction Levels. Antimony, arsenic, beryllium, lead, thallium, and cadmium have been detected in groundwater samples above the Georgia Type 3 Risk Reduction Levels. Furthermore, volatile organic compounds (VOC) (including trichloroethene, 1,2-dichloropropane, 1,1,2,2-tetrachloroethene, 1,2-ethylene dibromide, and vinyl chloride) as well as pesticides (including 4,4-DDD and dieldrin) have previously been detected at concentrations that exceeded Georgia Type 3 Risk Reduction Levels (Shaw, 2009).

2.2 PAST FIRE TRAINING AREA (FT-02)

The Past Fire Training Area (FT-02) is located south of the main Dobbins ARB runway and just east of the northern boundary of Air Force Plant 6. Previously, FT-02 was used for fire training activities performed by base personnel on surplus and/or waste petroleum, oil and lubricant (POL) products. FT-02 consisted of an unlined earthen pit measuring approximately 100 square feet by 4 feet deep. Waste POLs and some mixed solvents were dumped into the pit and ignited during training exercises. Excess water used during training activities was allowed to flow into an unnamed creek located west of the site (Shaw, 2009).

Historical analytical results reveal that only metals (antimony, arsenic, beryllium, cobalt, thallium, and vanadium) have been detected in soil samples at concentrations exceeding Georgia Type 3 Risk Reduction Levels. Additionally, a single VOC (trichloroethene) and one metal (cadmium) were previously detected above Georgia Type 3 Risk Reduction Levels in groundwater (Shaw, 2009).

2.3 PRESENT FIRE TRAINING AREA (FT-03)

The Present Fire Training Area (FT-03) is located north of the runway adjacent to Big Lake.

FT-03 was built in 1974 after FT-02 was no longer in use. No hazardous wastes are known or suspected of having been buried or disposed at this location. Runoff from training activities

AF7044 Final LTM Report 2-2 HGL, 8/28/2012 was collected in a sump and conveyed to an oil/water separator before being treated at the Industrial Waste Treatment Plant located on the Air Force Plant 6 property (Shaw, 2009).

Historical analytical results reveal that semi volatile organic compounds (SVOC), primarily polynuclear aromatic hydrocarbons (PAH) (including benzo (a) anthracene, benzo (k) fluoranthene, and chrysene) and four metals (beryllium, selenium, thallium, and zinc) were detected in soil at concentrations that exceeded Georgia Type 3 Risk Reduction Levels.

Groundwater analytical results reveal that VOCs (including benzene, toluene, and ethylbenzene), SVOCs (naphthalene), and one metal (cadmium) have exceeded Georgia Type 3 Risk Reduction Levels for groundwater (Shaw, 2009).

2.4 BIG LAKE (OT-04)

The Big Lake (OT-04) site is located north of the Dobbins ARB runway and consists of a man-made lake approximately 5 acres in size. A review of historical analytical results reveals that two metals (lead and thallium), as well as the pesticide dieldrin, have been detected in groundwater samples at concentrations that exceeded the Georgia Type 3 Risk Reduction Level. No soil samples were submitted during the remedial investigation; therefore, the existence of soil contamination is unknown (Shaw, 2009).

2.5 AVGAS SLUDGE BURIAL SITE A (DP-05)

The AVGAS Sludge Burial Site A(DP-05) is located on the present POL bulk fuel tank farm at the base, that has been in use since the 1940s. In 1991, during removal of six underground storage tanks (USTs) formerly used to store AVGAS, evidence of benzene, toluene, ethylbenzene, and xylene (BTEX) contamination was observed and subsequent investigations confirmed the presence of BTEX contamination in the soil and groundwater in the vicinity of the former USTs. A Feasibility Study (FS) of potential remedial approaches was conducted in 1995, which resulted in the design, installation, and operation of a dual phase extraction system utilizing soil vapor extraction and groundwater extraction and treatment to remediate the contaminated area. The system was installed after funding was obtained for the effort and began operating in 2004. Active remediation ceased in late 2008 and on March 28, 2011, the Georgia Underground Storage Tank Management Program (USTMP) determined that Site DP- 05 met the requirements of the Georgia Underground Storage Tank Act and the Georgia Rules for Underground Storage Tank Management (GUST Rules) and no further action (NFA) was required for industrial use.

2.6 AVGAS SLUDGE BURIAL SITE B (DP-06)

The AVGAS Sludge Burial Site B (DP-06) is located in the area of the present Georgia Army National Guard, Buildings 554 and 555. Diesel and gasoline USTs, as well as a single dispenser island, were previously located near where the southern side of Building 554 currently stands. A small quantity of fuel tank sludge was reportedly buried at the site;

however, no evidence of buried sludge was identified during any previous investigation of the site. Only bottles and debris were uncovered during construction activities (Shaw, 2009).

Contamination associated with DP-06 is relatively minor.

AF7044 Final LTM Report 2-3 HGL, 8/28/2012

A review of historical analytical results reveals that only metals (antimony, arsenic, beryllium, chromium, cobalt, nickel, thallium, vanadium, and zinc) were detected above Georgia Type 3 Risk Reduction Levels for soil; however, additional soil samples collected at Dobbins ARB contained elevated metals and previous reports indicate these concentrations may be naturally occurring. Historical groundwater samples detected during one sampling event contained one VOC, 1,2-dichloropropane. VOCs, SVOCs, pesticides, polychlorinated biphenyls (PCB), and metals were not detected above Georgia Type 3 Risk Reduction Levels for groundwater (Shaw, 2009).

2.7 LITTLE LAKE (OT-07)

Little Lake (OT-07) is a small man-made lake located north of the intersection of Atlantic Avenue and Andrews Drive. The lake was constructed in 1910 and is fed by intermittent discharge from springs on the slopes to the northwest and some surface drainage that originates on Air Force Plant 6 property (Shaw, 2009).

AF7044 Final LTM Report 3-1 HGL, 8/28/2012

3.0 LONG TERM MANAGEMENT ACTIVITIES

The HGL project team conducted the following long term management activities, which include inspection and maintenance of the DPE system at DP-05, semi-annual vegetation removal, inspection and maintenance of gravel access roads, well inspections at LF-01, FT-02, FT-03, OT-04, DP-06, and OT-7 excluding DP-05, well and protective bollard painting at DP-05, and inspection of LUCs. The following sections below provide detail for each activity completed.

3.1 INSPECTION AND MAINTENANCE OF SITE DP-05 DPE SYSTEM

The HGL project team conducted an inspection of the mothballed DPE system on March 16, 2012. During the inspection, the blower operated for 30 minutes. Routine maintenance was completed, including light cleaning, and lubrication of equipment. Light maintenance activities for the DPE system included removal of any rainwater that may have accumulated in the oil water separator, air stripper, and Meyers Pumps, and spraying the soil vapor extraction blower with a rust inhibitor to decrease the formation of rust inside the blower. Additionally, a checklist that notes the condition of the mothballed equipment was prepared and used during the inspection. The Final Report – Inspection And Maintenance of Dual Phase Extraction System at DP-05 (August 2012) outlining all the DP-05 DPE system work completed was submitted as a separate report.

3.2 SEMI-ANNUAL VEGETATION REMOVAL

The HGL project team performed site and monitoring well access vegetation removal actions on a cumulative total of 1 acre per event. Semi-annnual vegetation removal was completed at the following sites and associated monitoring well areas:

LF-01 (Monitoring wells D1-W12, D1-W13, D1-W15, D1-W20, D1-W21), FT-02 (Monitoring wells D2-W7, D2-W23), FT-03 (Monitoring wells D3-W3, D3-W4, D3-W24, D3-W25, D3-W32), OT-04 (Monitoring wells D4-P1, D4-W1, D4-W46), DP-05 (Monitoring wells D5-W10, D5-W11, D5-W35, D5-W36),and

DP-06 (Monitoring wells D6-W27, D6-W38, D6-W39, D6-W40).

The first semi-annual vegetation removal action event was completed from December 12-15, 2011, and the second semi-annual vegetation removal action event was completed from June 4- 7, 2012. Each vegetative removal event consisted of cutting and/or mowing activities and was performed on the existing maximum 10-foot wide paths within the access areas for each site’s monitoring wells. The clearing activities were performed utilizing weed eaters and machetes or other hand tools as appropriate. The cleared brush material was left in place along the sides of the cleared paths.

AF7044 Final LTM Report 3-2 HGL, 8/28/2012

3.3 GRAVEL ACCESS ROAD INSPECTION AND MAINTENANCE

The HGL project team maintained during two semi-annual events approximately 2,300 total linear feet of existing gravel access roads. The first road inspection and maintenance event was completed from December 12-15, 2011, and the second semi-annual event was completed from June 4-7, 2012. The maintenance included removing vegetation as needed and completing minor repairs as needed to maintain a relatively smooth gravel surface. Based on inspection of the road maintenance areas completed, the HGL field team recommends that at the present time no major repairs or maintenance are required.

3.4 WELL INSPECTIONS

The HGL project team conducted a monitoring well inspection survey at six sites (LF-01, FT- 02, FT-03, OT-04, DP-06, and OT-07) associated with Dobbins ARB. Per the Statement of Objectives (SOO) of this TO, well inspections at DP-05 were not required. The purpose of the inspections was to assess the integrity of each well, gather static water level data, and ensure that all remaining wells are in good condition and acceptable for use during future monitoring events.

On March 15, 2012, the HGL project team conducted an inspection of each monitoring well associated with the above-mentioned sites. The conditions and current properties of each monitoring well were documented including:

Condition of the stick-up, well pad, cap, and lock;

Presence/condition of any signage or well tags;

Condition or requirement for traffic bollards;

Condition of vaults for flush mount wells;

Condition and type of well material;

Depth to water;

Total depth of well;

Presence of sediment inside well casing; and

Photographs of each well.

It should be noted that the HGL project team did not have access to well completion logs and, therefore, does not know the intended total depth of each well. In order to determine the presence of sediment, Tetra Tech utilized a water level indicator by lowering the probe to the bottom of the well and feeling for a hard or soft bottom (with a soft bottom indicating the present of sediments). This was confirmed by obtaining a total depth and then surging the probe to agitate any accumulated sediments. If a soft bottom was observed and the total depth increased by a minimum of 0.1 feet after being agitated, it was presumed that sediment was present on the bottom of the well. Well completion logs should be reviewed in order to determine the amount of accumulated sediment in each well.

AF7044 Final LTM Report 3-3 HGL, 8/28/2012

The following subsections provide the inspection results and recommendations.

3.4.1 Past Base Landfill (LF-01)

Although not included in the TO SOO, the HGL project team performed an inspection of five monitoring wells (D1-W3, D1-W12, D1-W15, D1-W20, and D1-W21) associated with the LF-01 site in March 2012 and noted the following conditions:

A gap between the stick-up cover and lid was observed in monitoring well D1-W20.

Monitoring Well D1-W21

Overall, monitoring well D1-W21 was in good condition.

The monitoring well is protected by bollards. However a concrete pad was not observed

AF7044 Final LTM Report 3-4 HGL, 8/28/2012

One bollard located at D1-W21 was previously struck by an object and is leaning at an approximate 45° angle.

A gap between the stick-up cover and lid was observed in monitoring well D1-W21.

The HGL project team recommends adding concrete pads as well as re-developing monitoring wells D1-W20, D1-W21, and D1-W12 where sediment has accumulated and also recommends re-installing the damaged bollard located at D1-W21. Additionally, the project team recommends closing the gap between the stick-up cover and lid in monitoring wells D1-W20 and D1-W21 to reduce the likelihood of wasps and other stinging insects entering the stick-up cover.

3.4.2 Past Fire Training Area (FT-02)

In March 2012, the project team performed an inspection of the two site monitoring wells (D2- W7 and D2-23) associated with FT-02 and noted the following conditions:

Monitoring Well D2-W7

Overall, monitoring well D2-W7 was in good condition.

A concrete pad was not observed around the monitoring well.

Monitoring Well D2-W23

Overall, monitoring well D2-W23 was in good condition.

A gap between the stick-up cover and lid was observed in monitoring well D1-W23.

The HGL project team recommends adding a concrete pad as well as re-developing monitoring well D2-W7 where sediment has accumulated. Additionally, the project team recommends closing the gap between the stick-up cover and lid in monitoring well D2-23 to reduce the likelihood of wasps and other biting insects from entering the stick-up cover.

3.4.3 Present Fire Training Area (FT-03)

In March 2012, the HGL project team performed an inspection of the five monitoring wells (D3-W3, D3-W4, D3-W24, D3-W25, and D3-W32) associated with FT-03 and noted the following conditions:

Monitoring Well D3-W3

Overall, monitoring well D3-W3 was in good condition.

Overall, monitoring well D3-W25 was in good condition.

An unknown amount of sediment was detected in monitoring well D3-W25.

A gap between the stick-up cover and lid was observed in monitoring well D3-W25.

Monitoring Well D3-W32

Overall, monitoring well D3-W32 was in good condition.

A gap between the stick-up cover and lid was observed in monitoring well D3-W32.

HGL/Tetra Tech recommends adding concrete pads for monitoring wells D3-W3 and D3-W4;

as well as re-developing monitoring wells D3-W24 and D3-W25 where sediment has accumulated. Although monitoring wells D3-W3 and D3-W4 do not have protective bollards, both wells are located adjacent to a chain link fence and D3-W4 is located within a restricted area; therefore, HGL/Tetra Tech concludes that the wells are adequately protected without the use of bollards. Additionally, the project team recommends removing the fire ant nest at monitoring well D3-W24 and closing the gap between the stick-up cover and lid in monitoring wells D3-W25 and D3-W32 to reduce the likelihood of wasps and other biting insects from entering the stick-up cover.

3.4.4 Big Lake (OT-04)

In March 2012, the field team performed an inspection of the three monitoring wells (D4-P1, D4-W1, and D4-W46) associated with OT-04 and noted the following conditions:

Monitoring Well D4-P1

Overall, monitoring well D4-P1 was in good condition.

An unknown amount of sediment was detected in monitoring well D4-P1.

Monitoring Well D4-W46

Overall, monitoring well D4-W46 was in good condition.

No other comments noted.

HGL/Tetra Tech recommends adding concrete pads as well as re-developing monitoring wells D4-P1 and D4-W1 where sediment has accumulated.

3.4.5 AVGAS Sludge Burial Site B (DP-06)

In March 2012, the field team performed an inspection of the five monitoring wells (D6-W27, D6-W29, D6-W38, D6-W39, and D6-W40) associated with DP-06 and noted the following conditions:

Monitoring Well D6-W27

Overall, monitoring well D6-W27 was in good condition.

An unknown amount of sediment was detected in monitoring well D6-W27.

A gap between the stick-up cover and lid was observed in monitoring well D6-W27.

While obtaining a total depth measurement from monitoring well D6-W27, the water level indicator appeared to be “bouncing off an object” located inside the well casing.

Monitoring Well D6-W29

Overall, monitoring well D6-W29 was in good condition.

An unknown amount of sediment was detected in monitoring well D6-W29.

Monitoring well D6-W29 is a flush mount well and the manhole cover cannot be bolted.

Additionally, the well cap cannot be sealed. These two conditions combined greatly increase the likelihood of storm water and possible contaminants entering the well.

Locks and tags were missing from monitoring well D6-W29.

Monitoring Well D6-W38

Overall, monitoring well D6-W38 was in good condition.

An unknown amount of sediment was detected in monitoring well D6-W38.

Locks and tags were missing from monitoring well D6-W39.

Monitoring Well D6-W40

Overall, monitoring well D6-W40 was in good condition.

An unknown amount of sediment was detected in monitoring well D6-W40.

A gap between the stick-up cover and lid was observed in monitoring well D6-W40.

HGL/Tetra Tech recommends re-developing all site monitoring wells (D6-W27, D6-W29, D6- W38, D6-W39, and D6-W40) where sediment has accumulated; replacing the locks and tags on monitoring wells D6-W29, D6-W38 and D6-W39; and closing the gap between the stick-up cover and lid in monitoring wells D6-W27, D6-W39, and D6-W40 to reduce the likelihood of wasps and other biting insects from entering the stick-up cover. Although the manhole cover on monitoring well D6-W29 cannot be bolted in place, the project team understands that replacing the manhole cover may compromise the integrity of the well. At a minimum, HGL/ Tetra Tech recommends replacing the well cap on monitoring well D6-W29 with a compression well cap that can be locked. Furthermore, well logs from monitoring well D6- W27 should be reviewed to ensure that no obstruction exists in the well.

3.4.6 Little Lake (OT-07)

Because OT-07 is an aqueous unit, no soil at the site was evaluated. No groundwater contamination was identified during the remedial investigation. No monitoring well exists at the site; therefore, no well inspection was conducted at OT-07.

3.5 WELL AND PROTECTIVE BOLLARD PAINTING AND MAINTENANCE -

AVGAS SLUDGE BURIAL SITE A (DP-05)

HGL completed the required maintenance and well/bollard painting of 7 existing Site DP-05 groundwater monitoring wells (ITS-7, D5-W36, D5-W35, D5-W11R1, BIO-MWL, D5-W51, and D5-W50) during the period of July 9-11, 2012. The maintenance included rust removal and painting, repair of metal covers and casings, and replacement of broken external well parts. The exterior of the steel pipe bollards and the well covers were painted bright yellow in color. All DP-05 well and bollard maintenance work including proper disposal of all maintenance materials was completed in accordance with Dobbins ARB requirements.

3.6 INSPECTIONS OF LAND USE CONTROLS

On July 13, 2012, HGL inspected the LUCs and applicable restrictions for Sites FT-02, FT- 03, OT-04, DP-05, DP-06, and OT-07. As noted in the SOO, a LUC inspection for LF-01 was not required under this task order. Each site was individually inspected to verify any change in land use, any land disturbances, and any indication of new drilling activity over the previous 12 month period. HGL reports that no deviations/conditions are present at any of the sites inspected and that all implemented remedies are currently in place to ensure that the sites are protective of human health and the environment. Copies of the LUC inspection sheets are included in Attachment B.
