5.0 HEALTH AND SAFETY
A separate Level 2 HASP has been developed to include task-specific health and safety criteria.
The HASP is a stand-alone document that is being submitted in conjunction with this work plan.
All organizations conducting or participating in the field work associated with this investigation shall adhere to the HASP.
Throughout the field investigation, HGL / Tetra Tech, its subcontractors, and other organizations involved in efforts associated with the work described in this plan will take all appropriate measures to ensure the safety of site workers and the general public.
6.0 LONG TERM MANAGEMENT ROD FOR SITE DP-05
Tetra Tech will review existing information and prepare a DD to fulfill the requirement to implement LTM of the ROD for Site DP-05. The following subtasks detail each activity.
6.1 Review Existing Information and Guidelines
Tetra Tech will collect and review existing information about DP-05. Documents included in this review are investigation reports, the Corrective Action Plan (CAP) Part B for the site, and the operations and maintenance (O&M) manual for DP-05. These and other documents will be reviewed to prepare for and implement a DD for Site DP-05. Tetra Tech will also obtain and review relevant guidance documents for the DD, determine applicable alternate concentration limits
(ACL) for unrestricted use, and coordinate with the technical reviewers of the DD.
6.2 Decision Document/Record of Decision
The DD/ROD document will be prepared according to the applicable guidelines presented in the
Final Environmental Restoration Proposed Plan and Decision Document Procedure (AFCEE, December 31, 2009). This plan identifies four different types of RODs with respect to the information required. They are:
1). No Action ROD - Lead agency determines that no action is warranted.
2). No Further Action- (NFA) ROD - When a removal, remedial action, or interim remedial action has taken place and there are no longer any unacceptable risks.
3). Interim Action ROD - Lead agency determines that an interim remedial action is appropriate during various stages of the remedial investigation/feasibility study (RI/FS).
4). Contingency Remedy ROD - The lead agency may incorporate a contingency remedy if there is significant uncertainty regarding the ability of remedial options to achieve cleanup levels.
Tetra Tech, HGL, and Dobbins ARB personnel will determine the most appropriate type of ROD to develop for Site DP-05. The ROD will consist of a declaration, decision summary, and a responsiveness summary. The declaration will declare that the selected remedy satisfy the statutory and regulatory requirements of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) program. The decision summary will describe the impacts posed by the contamination identified at the site and a review of the remedial options proposed for the site. Finally, the responsiveness summary will provide an overview of comments and concerns from the community and the other local agencies in regards to the contamination at the site. Furthermore, the responsiveness summary will reflect how public comments played a role in the selection of the remedy.
6.3 Preparation of Public Information Guidance Documents for DP-05
Tetra Tech will prepare Public Information Guidance Documents for DP-05 using formats that conform to AFCEE guidance and past public documents developed for other Dobbins ARB sites.
These documents, including notification letters and updated fact sheets for Site DP-05, will be submitted to HGL, Air Force, and the applicable regulatory agencies for review. Tetra Tech will address comments from all stakeholders prior to submitting final versions for Air Force signature and regulator approval.
7.0 LONG TERM MANAGEMENT ACTIVITIES
Tetra Tech and HGL will conduct LTM requirements of ECOS 0044. LTM activities include inspection and maintenance at DP-05, semi-annual vegetation removal, inspection and maintenance of gravel access roads, groundwater monitoring well inspections at all sites excluding DP-05, well and protective bollard painting at DP-05, and maintaining LUCs at all six sites. The following subsections described each activity in detail.
7.1 Inspection and Maintenance of DPE System at DP-05
Tetra Tech anticipates conducting one inspection of the mothballed DPE system. During the inspection, the blower will be allowed to run for 30 minutes (assuming the DPE system is connected to a power source). Routine maintenance will also be conducted, including light cleaning and lubrication of equipment. Light maintenance activities for the DPE system may also include removal of any rainwater that may have accumulated in the oil water separator, air stripper, and Meyers Pumps; and spraying the SVE blower with a rust inhibitor to decrease the formation of rust inside the blower. Additionally, a checklist (see Attachment 1) will be prepared and used during the inspection to note the condition of the mothballed equipment and any repairs
(beyond the scope of this project) needed to restore the system to a fully operational status. Tetra
Tech anticipates that the mothballed DPE system will be inspected in late March 2012, with light maintenance also performed during the inspection event.
Tetra Tech will prepare and submit a draft DPE system inspection and maintenance report within
30 calendar days of completion of the inspection and maintenance event. As outlined in section
9.1, this report will describe the condition of the DPE system, discuss the maintenance activities performed during this inspection, identify any conditions that must be addressed to make the system operational but that were infeasible to repair while the system was mothballed, and make recommendations for future inspection and maintenance requirements.
7.2 Semi-Annual Vegetation Removal
HGL and Tetra Tech will perform one total acre of site and monitoring well access through two semi-annual vegetative removal events consisting of cutting and/or moving events in early fall
(October 2011) and in early summer (June 2012). Up to 300 yards of 10 foot wide paths will be cleared for each event. Clearing will be performed utilizing weed eaters and machetes or other hand tools as appropriate. All brush material will be left in place along the sides of the paths.
7.3 Gravel Access Road Inspection and Maintenance
HGL and Tetra Tech will maintain 2,300 total linear feet of existing 10 foot wide gravel access roads through two semi-annual events in October 2011 and June 2012. The maintenance events will include removing vegetation as needed and completing minor repairs as needed to maintain a relatively smooth gravel surface. If required, the gravel access repairs will utilize a rubber tire compact Skidsteer loader to place and grade delivered 57 stone gravel. HGL / Tetra Tech shall provide a letter type report detailing other recommendations beyond the scope of this task for repair or additional maintenance that exceeds a simple rut, washboard repair, or excessive vegetation removal.
7.4 Groundwater Monitoring Well Inspection
This task includes labor and equipment required to inspect the groundwater monitoring wells at
30 locations associated with five sites at the base (Sites FT-02, FT-03, OT-04, DP-06, and OT-
07). The inspection will be conducted to insure the casings, concrete pads, bollards, and well interiors are in good conditions and acceptable for use during future monitoring events. Tetra
Tech will use a water level meter to verify that the interior of each well casing is unobstructed and that groundwater is present within each well. The inspection is anticipated to take place in
April 2012. Tetra Tech will develop and complete a checklist (see Attachment 2) for the well inspections, based on guidelines for monitoring well installation and development presented in
Design and Installation of Monitoring Wells (U.S. Environmental Protection Agency [EPA], Region 4, February 18, 2008).
7.5 Well and Protective Bollard Painting/Maintenance (DP-05)
HGL / Tetra Tech will complete required maintenance and repairs found necessary to ensure the safety and security of 15 existing Site DP-05 groundwater monitoring wells. This may include rust removal and painting, well labeling, repair of metal covers and casings, and replacement of broken external well parts. The exterior of the steel pipe bollards will be painted bright yellow in color. All bollard maintenance will be in accordance with Dobbins ARB requirements.
7.6 Inspection of Land use Controls
HGL / Tetra Tech will inspect in place land use controls (LUCs) for six sites and report deviations / conditions and recommend remedies if required to ensure that the sites remain protective of human health and the environment. HGL / Tetra Tech will repair, replace, or install up to three warning / advisory signs for this task.
8.0 DECONTAMINATION PROCEDURES
The procedures described in the following subsections discuss decontamination of personal protective equipment (PPE) and water level measurement equipment. Decontamination procedures will follow guidelines established by Tetra Tech in accordance with EPA applicable standards.
Decontamination will occur in an area to be designated prior to implementation of the field activities. This area will be located outside of the working area to ensure that cross-contamination does not occur. Tetra Tech and HGL do not anticipate generating any hazardous or petroleum contact waste during the course of field activities conducted under ECOS 0044.
8.1 Personal Protective Equipment Decontamination
Personnel working in the field are required to follow specific procedures for decontamination prior to leaving the work area so that contamination is not spread offsite or to clean areas. All used solid waste PPE will be disposed of accordingly, as directed by the Dobbins ARB POC.
8.2 Water Level Measurement Equipment Decontamination
Field personnel will decontaminate the well sounder and interface probe before inserting and after removing them from each well. The following decontamination procedures will be used:
1. Wipe the sounding cable with a disposable cloth or paper towel.
2. Rinse with ASTM Type II deionized water.
3. Wash the equipment in detergent and water followed by a tap water rinse.
Spray bottles and paper towels will be utilized during the decontamination process. Damp paper towels generated during the decontamination procedures will be disposed of as non-hazardous solid waste. No net rinse water is expected to be generated.
9.0 REPORTING
Tetra Tech, in conjunction with HGL, anticipates preparation of two reports during this period of performance. The two subtasks below detail each report.
9.1 Dual Phase Extraction System Inspection Report
Following the completion of the inspection, Tetra Tech will prepare a DPE system inspection report that summarizes the condition of the system at DP-05, the maintenance performed during the period of performance, and the additional maintenance needed to repair/replace the system equipment and piping and allow reinstallation and restarting of the DPE system that is beyond our limited capabilities to address during routine maintenance to be conducted under this task. This document will be submitted to HGL and the Air Force for review and Tetra Tech will address any comments received in a revised report with the submittal of the final report anticipated for the end of May 2012.
9.2 Long Term Management Report
During the last month of the period of performance, Tetra Tech and HGL will jointly prepare and submit a report that describes and summarizes the maintenance activities conducted during the period of performance. A draft report will be submitted to the Air Force For review and Tetra
Tech and HGL will address comments in a revised version of the report. Submittal of the final report to the Air Force is anticipated for late July of 2012.
