4.0 PERFORMANCE WORK STATEMENT FOR OPERATIONS & SERVICES
The Contractor shall provide services, support, equipment, supplies, and assistance to accomplish the work required under this PWS.
The scope of this environmental operations and services contract is to provide for environmental compliance support activities necessary to support AF and AFCEC environmental mission requirements at Luke AFB, AZ. The appropriate services to be performed during this contract are identified below.
4.1 SAMPLING, TESTING, ANALYSIS, AND MONITORING
4.1.1 Testing and Analysis
The Contractor shall ensure the selected laboratory is certified by the Arizona Department of Health Services and shall be in compliance with all other United States Environmental Protection Agency (U.S. EPA) mandated Quality Assurance/Quality Control (QA/QC) programs applicable to the installation. The Contractor shall analyze and test environmental samples using standardized methods in current editions of approved testing references such as SW-846, “Test Methods for Evaluating Solid Wastes, Physical/Chemical Methods”; 40 CFR 136, “Guidelines Establishing Test Procedures for the Analysis of Pollutants”; and “Standard Examination of Water and Wastewater”. The Contractor shall ensure the defensibility of test and analytical results through execution of scientifically sound activities as outlined in the appropriate portion of the approved Sampling and Analysis Plan (SAP).
4.1.2 DRINKING WATER
The Contractor shall perform services in support of the AF Safe Drinking Water Surveillance Program and in compliance with the Safe Drinking Water Act (SDWA); other applicable federal, state and local laws and regulations; and related DoD and AF directives (including AFI 48-144, AFI 32-1066, AFI 32-1067, AFI 10-246).
4.1.3 Sampling and Analysis, and Operation and Maintenance of Monitoring Equipment
The Contractor shall perform sampling and analysis for Luke AFB, AZ in support of the SDWA.
This shall be accomplished at two (2) dormant wells (No. 7 and 13), and during the installation of three (3) new future well pilot boreholes. The Contractor shall document all information gathered in a detailed monitoring report, which is to be delivered in both draft and Final versions.
The Contractor shall anticipate completing the following activities:
Drinking Wells 7 and 13-rehabilitation:
- Removal and proper cleaning of the dedicated pumps;
- Rehabilitation using chemical cleaning of the well casings to remove biocide buildup to include brushing of the well casings/screens to remove mineral scale and encrustation;
- Removal and/or bailing out of any/all existing sediment accumulation in each well;
- Development of a video log of each well before and after treatment;
- Proper re-installation of each pump and reconnection to the drinking water distribution system.
- Well 7: All clearance and flight line protocol and guidance shall be adhered to at all times while performing work at this well. All coordination will be handled through the base POC.
Wells 7 and 13-sampling and analysis:
- Conduct spinner flowmeter* logging at each well to identify the distinct flow zones, their flow rates, and the contribution to total flow into the well that each contributes;
- Upon completion of the flowmeter logging and proper evaluation of the acquired data, the
Contractor shall determine, with Government approval, the appropriate locations where to collect the depth-specific water samples from the flow zones. Selection of the zones will be based on where the spinner log showed a significant contribution to the total flow from the well, assuming two (2) samples in no more than five (5) zones;
- Sample wells at the predetermined depths and zones for both nitrates and arsenic utilizing an approved and appropriate downhole sampler
*Note: A spinner flowmeter is used to measure fluid velocity at various depths in the well.
Spinner flowmeters are relatively simple tools, consisting of a centralized logging tool with an impeller mounted on the bottom. The tool counts the number of rotations of the impeller using an optical or magnetic sensor, where the counts are expressed as counts per second. The counts per second are a function of fluid velocity, the speed of the logging tool in the well, and the size and shape of the impeller.
New Future Well Pilot Borehole Installation The Contractor shall drill three (3) pilot boreholes at a nominal diameter of 9 to 15 inches to their target depth of 1,100 feet below ground surface (bgs). Each pilot borehole will have a lithologic log completed with soil samples collected and classified by a geologist at 10 foot intervals. After each pilot borehole is completed, the Contractor will conduct spinner flowmeter* logging at each pilot borehole to identify the distinct flow zones, their flow rates, and the contribution to total flow into the well that each contributes. Upon completion of the flowmeter logging and proper evaluation of the acquired data, the Contractor shall determine, with Government approval, the appropriate locations where to collect the depth-specific water quality samples from the flow zones. Selection of the zones will be based on where the spinner log showed a significant contribution to the total flow from the well, assuming two (2) samples in no more than five (5) zones. Each of pilot boreholes will be sampled by the Contractor at the predetermined depths and zones for both nitrates and arsenic and the industry standard suite of water quality analysis for a drinking water well utilizing an approved and appropriate downhole sampler. The Contractor will also conduct a downhole geophysical review, and will consist of electrical resistivity to delineate the depths of the aquifers and nonwater-bearing units, and to determine the depth intervals where blank casing and well screen can be installed. Soil samples will be collected and analyzed via sieve analysis for future use in selecting the size range (i.e. gradation) of the filter pack in any future well screen location. Finally, the pilot boreholes will be sealed and left in place.
Well Descriptions
Well #7 There is no known lithologic log for Well 7. Well No. 7 is located north of Spad Street at the northwest comer of Building 916 (see attachment - Luke base map for location of Well No. 7, 11 and 13). The well is surrounded by a 7-foot-high brick wall; access is through a doublewide gate on the north side of the walled structure. The Arizona well registration number for Well 7 is 55- 609884. The well has an 18 inch casing diameter with the bottom of the well at 1,144 feet below ground surface (bgs). There are four reported screened intervals at 534-561; 564-572; 904-922;
and 965-975 ft bgs. The static water level in Well 7 was measured as approximately 328 ft bgs (attachment 2 is a well schematic for Well 7). Well No. 7 will require a crane to remove the pump from the well.
Well #13 There is no known lithologic log for Well 13. Well No. 13 is inactive and is located near the Wing Head Quarters. Well No. 13 is approximately 1,105 feet deep with a depth to water reading of 417 ft bgs measured back in 2003. A crane will also be required to remove the pump from Well No. 13.
4.1.4 Monitoring Well Operations and Maintenance Report and Sampling and Analysis Monitoring Report
The Contactor shall develop a draft and final Monitoring Well/Pilot Borehole Operations and Maintenance Report. The report shall include, but is not limited to: activities performed in support of the operations and maintenance of existing Monitoring Wells numbers 7 and 13, and activities performed for the installation and the location of the three (3) new pilot boreholes.
(CDRL A001e)
In addition, the Contactor shall also develop a draft and final Sampling and Analysis Report.
The report shall detail the sampling and analysis performed for all five (5) monitoring wells to include, but is not limited to: frequency, constituents sampled, and analysis results. (CDRL A001f)
Copies of both draft reports shall be submitted for review and comment to the Luke AFB Project Manager (PM) and the AFCEC Installation Support Team (IST) PM, and shall then incorporate comments and deliver the Final Reports.
