QUESTIONS ANSWERS
1. Please advise if this is a new requirement or if there is an incumbent. If existing, who is the incumbent and what is the current contract value and contract number?
This is a new requirement.
2. Section L, Subsection 4.5.2 indicates that cost and pricing data are not required under this competitive acquisition. Subsection 4.5.2.3 indicates that cost or pricing information submitted shall be addressed in the pricing section. Please provide clarification on the requirements for cost/pricing information.
Cost and Pricing Data are not required under this competitive acquisition; but, if only one proposal is received, cost and pricing data may be required (which may include other than cost and pricing data or certified cost and pricing data).
3. Please clarify whether cost/pricing should be its own section (as specified in Section L, subsection 4.5) or whether the cost should only be listed as a lump sum on the model contract (as specified in Section M, Subsection 1.2.6).
Total price shall be entered on the model contract, SF33, (as specified in Section M, Subsection 1.2.6).
4. Section L, Subsection 4.5.2.2 references an RFP, model contract, form SF 33, and Sections A‐K. Please provide these documents for evaluation during the pre‐solicitation since Q&A will not be permitted once the RFP is released.

QUESTIONS ANSWERS
8. Can we assume that the soils and water are not RCRA hazardous waste?
Yes.
9. Will a staging area for drums be provided near the well locations?
Yes.
10. What is the appropriate downhole sampler for groundwater?
HydraSleeve “No Purge” sampler (or equivalent), however it is up to the Contractor to propose the appropriate equipment for each of the tasks in the PWS to meet the specified requirements.
11. On Page 10 of the PWS, borehole installation activities are discussed. It is not clear how spinner flowmeter logging or sampling would be possible in an uncased and undeveloped borehole.
Unconsolidated materials would likely collapse without the use of a mud rotary drilling approach.
Additionally, it is not clear what is meant by
“boreholes will be sealed and left in place”. Will the open boreholes be allowed to remain open or will they be abandoned/decommissioned? Will a temporary surface completion be used or will the surface be returned to match the existing material?
The PWS has been revised, dated 29 Feb 2016.
The pilot boreholes need to be completely abandoned in accordance with Arizona Department of Water Resources (ADWR) regulations.
12. Are there any restrictions to working days?
No.
13. Is there a potable water source available for use on location?
Yes.
14. What is the final disposition of the drill cuttings and fluids? Can they be left on location(s) or must they be contained and transported/disposed off‐ site?

QUESTIONS ANSWERS
31. The PWS states that wells 7 and 14 are dormant wells, as such, we assume that these wells can be disconnected from the water supply system at any time and do not require special consideration with regards to when the work can be performed. Please confirm that there are no conflicts with performing the well rehab on these wells at the contractor’s schedule.
There are no conflicts with performing the well rehab.
32. Please identify the locations as to where water removed from wells 7 and 14 during rehab and testing can be discharged.
Both wells discharge to waste (storm sewer) for 15 minutes before gradually going to the distribution system. A hose can also be run to the closest storm sewer manhole.
33. Please confirm that the wall structures around wells 7 and 14 do not have a roof or overhead structure that impedes access to the wells and would require removal to pull the pumps and perform rehabilitation activities.

QUESTIONS ANSWERS
45. For wells 7 and 14, please confirm that the contractor is to only collect 2 samples from each well. Or is the PWS implying that 2 samples will be collected form each zone in nor more than 5 zones meaning you could possible collect 10 samples from each well. Please clarify the total number of samples to be collected from each well.
As stated in the PWS at Section 4.1.3, the contractor is required to collect 2 samples from each zone (up to 5 zones). Therefore the contractor could possibly collect 10 samples from each well.
46. The Well Rehabilitation Report from 2007 does not specify how the sediment from the rehabilitated wells was disposed. Please clarify the appropriate disposal method for sediment removed from the wells.
The appropriate method is off‐site disposal.

Or is the PWS implying that 2 samples will be collected form each zone in nor more than 5 zones meaning you could possible collect 10 samples from each boring. Please clarify the total number of samples to be collected from each boring.
As stated in the PWS at Section 4.1.3, the contractor is required to collect 2 samples from each zone (up to 5 zones). Therefore the contractor could possibly collect 10 samples from each well.

QUESTIONS ANSWERS
52. Are water samples from each zone to be sampled to be collected during static or pumping conditions or both?
Water samples from each zone to be sampled are to be collected during pumping conditions.
53. PWS Section 4.1.3, states that the contractor will conduct downhole geophysical review, and will consist of electrical resistivity to delineate depths of aquifers. The typical industry practice would be to run more than an electrical resistivity log in a new pilot borehole. The typical logging suite might include a gamma, caliper, and temperature log; sonic log; and resistivity and spontaneous potential log in order to properly evaluate the lithologic and hydraulic conditions of the borehole. Of course, this suite of logs would be more costly than just the electrical resistivity log. Please clarify the geophysical logging requirements for the pilot test borings.
The PWS has been revised, dated 29 Feb 2016.
54. Are pilot borehole locations on grass or concrete/asphalt?
Pilot borehole locations are as follows: two dirt and one grass.
55. For the water samples to be collected from the pilot boreholes, please clarify if the metals analysis is for total metals only or both total metals and dissolved metals.
The metals analysis is for total metals.
56. Please confirm that there is a double gate in the walled structure around wells 7 and 14 that will allow access for a pump truck to pull inside the walled structure.
Yes.

QUESTIONS ANSWERS
59. Will the report be submitted to regulators for review?
No.
60. The PWS (Section 4.1.3) states that spinner flowmeter logging will be conducted in each pilot borehole. To conducted spinner logging the pilot borehole will need to be cased and screened, at least temporarily. Please verify that construction of a cased and screened pilot borehole is the intent.
Spinner flowmeter logging will not be required.
61. The PWS (Section 4.1.3) states “Finally, the pilot boreholes will be sealed and left in place.” Does the
Air Force intend to reuse the pilot boreholes for the final well installation or should the boreholes be abandoned in accordance with ADWR regulations?
The boreholes should be abandoned in accordance with ADWR regulations.
62. The PWS (Section 4.1.3) states that sampling of the pilot boreholes will be conducted from zones where the spinner log shows significant contribution to the total flow. The PWS indicates that only 2 samples will be collected from no more than 5 zones. It is our recommendation that individual samples be collected from the top of each zone in order to more accurately determine the contribution of nitrates and/or arsenic to the overall flow. Please clarify.
As stated in the PWS at Section 4.1.3, the contractor is required to collect 2 samples from each zone (up to 5 zones). Therefore the contractor could possibly collect 10 samples from each well.
