Question / Clarification Matrix

QUEST # QUESTION CLARIFICATION
1 Section L 2.3.6 Tab Indexing specifies: “b. Tabs for items identified in the Title column of Table 2.2 Proposal Organization shall be utilized.“ However, for Volume I, there is a Title "3.0 Volume Organization (a-n)", but a-n items under the detailed instruction for 3.0 includes some (but not all) items that are also listed in the Title column to be separately tabbed, such as items (a-d) under 3.2
Standard Proposal Information, and 3.3 Choice of Competion, and 3.4 Validity Statement, etc. It is unclear to us what precisely should be presented under TAB 3.0 and in what order; please clarify.
The same issue exists for Volume II where Table 2.2 indicates Tab 4.0 Volume Organization (a-f) and Tab 4.2 indicates a partially duplicated set of items referenced by different letters. Please clarify what goes behind Tab 4.0.
In Volume III, Table 2.2 indicates Tab 5.0 Volume Organization (a-c) and Tab 5.2 (a-c); please clarify what goes behind Tab 5.0.
Please notice that under page limit column on Table 2.2 for Volume
Organization (for all Volumes) there is a
"-" meaning no submission under this specific tab since the subsequent tabs contain all the required submission documents.
The PPI Tool capturing Att. L-3 data requires each teaming partner (assuming there are 5 firms) have a minimum of 20%, since the total must equal 100%. That doesn’t leave room for design or UXO/fuels partners, which are also allowed to participate as teaming partners. We are unclear how we can portray the percentage of work that will be provided by our design partner due to this limitation.
You have misinterpreted the requirement. If any partner is anticipated to perform 20% or more of the work, then they MUST be a teaming partner. This does not mean they must perform 20% of the work to be a teaming partner. Teaming partners who will perform less than 20% of the work are at the discretion of the offeror, so the aggregate of all teaming partners does not have to equal 100% of the work, in fact, if they do perform 100% of the work in the aggregate, then that leaves no work to be performed by the prime.
Just trying to verify if the only method to submit our Past Performance is through PPI
Offerors shall comply with instructions in Section L of RFP.
