Question / Clarification Matrix Dated 13 Feb 2015
QUEST # QUESTION CLARIFICATION
The Government Response to Question 72 on the Government provided form dated 29 Jan 2015 stated that the SF33 has been revised to 365 calendar days to correlate with the projected acquisition schedule. Will a new SF33 be provided?
Please defer to FBO when the Amendment 01 was posted on 29 Jan 15, one of the documents was Sections A-M (includes updated SF33).
2 Due to the severe weather over the last few weeks in New England and New York/New Jersey areas, numerous state of emergencies have been declared, travel bans have been declared, and public transportation systems have been shut down. The severe weather has caused extreme hardships for many small businesses located in these areas who intend to bid on this solicitation. Due to the severe weather over the last few weeks in New England and New York/New Jersey areas, as well as the forecast for the next week, please consider an extension to the Past Performance Documents Due Date and the Proposal Due Date of at least 5 business days.
Due to the length of time this acquisition has been posted and since a Draft RFP was also provided earlier in acquisition for planning purposes - the due dates remain as stated on FBO.
L-3 Question posed from Teaming Partner: On the Summary Sheet, any projects we enter here we would have been Prime. The left column is titled “Role in RE&C”. It this situation, where would we enter our name, under Prime or Teaming Partner?
The Summary Sheet is required to be completed by Prime Offeror submitting proposal; however, to answer your question - your project would be entered under a Teaming Partner section.
4 L-4 Question posed from Teaming Partner: Is Paragraph 14 to be checked by us or by the Reference? By the reference completing the PPQ.
L-4 Question posed from Teaming Partner: Do we, as a Teaming Partner send the forms to the Reference, or do we e-mail them to the GC we are teaming with?
You should coordinate with Prime offeror (who you're teaming with) on guidance on how they want to handle sending out L-4 to PPQ POCs.
6 We are a prime contractor bidding on the above reference project and have a question on filling out the bid proposal. Just behind the SF33 form there is Part 1-“The schedule Section B – Supplies or Services and Prices/Costs with various items and a quantity of 0 listed. Our question is, are we expected to fill out any of this Part 1 Section B for submittal with our proposal? There isn’t any mention of this section in the proposal organization table listed in section L table 2.2 so we are assuming we will not have to complete this form. Please confirm.
No, the only pricing information required for submission is addressed under Pricing Volume.
