Q & A – Jan 15, 2015
1. Page 49 of the RFP; Section B, general Instructions/Information, #4, states the proposal (offer) shall consist of four (4) separate volumes; however, section C, Proposal Preparation Instructions, #2 state the
Offeror proposal shall consist of three separate volumes. Please confirm the number of volumes required.
Comment: You are looking at the Draft solicitation. Please review the official RFP and amendment 1. The official RFP has the correct number of volumes which is three (3).
2. PWS, Summary of Requirements; 2.1.1.1; please provide a definition of "practicing health care professional". Some of the surveyors might be Administrators who are health care professionals but not necessarily "practicing" medicine. Please advise.
Comment: Medical employee do not have to be currently practicing medicine provided they have at least ten (10) years of experience in healthcare, and a Master's degree in the related healthcare area as prescribed in 2.2.3 of the PWS.
3. Is the Section SF 1449 list of supplies/services available (pricing excel spreadsheet) format is not available in excel to allow entry of price data. Please provide an excel document to enter data.
Comment: The SF1449 is produce from the PD2 software, and does not have an excel version. You will have to manually enter the pricing for each CLIN in the solicitation. Sorry.
4. Section 2.2.19 Contractor Manpower Reporting Application (CMRA) Requirements in the PWS; is the contractor required to report all labor hours for this contract even if the contract is based on firm-fixed price
(FFP)?
Comment: Yes all labor hours need to be reported.
5. 2.2.16 What are the required insurance limits (FAR 52.237-7)?
Comment: This has been deleted in the updated PWS uploaded in FBO.
6. Please provide annual patient census/volume for each of the MTF locations listed on 7.5, Appendix E.
Comment: In regards to patient census and or volume; a few of the MTFs because of the size and add'l services is estimated to take more than the average survey time to be surveyed. Because of this, these MTFs are price separately. This would be Lackland, Andrews, Spangahlem/Gelienkirchen in Germany, and
Croupton and Menwith Upwood in England.
7. Of the MTF locations listed, which MTF’s include sites? Please identify the number of sites with each
MTF.
Comments: All the MTFs which will require surveys are listed in Appendix E. Section 1.2 of the PWS indicates there are 62 sites (MTFs) which will require accreditation services. However, due to the rotation cycle a few of the sites will be surveyed twice during the life of the follow-on contract which equals to 96 surveys.
8. We notice the PWS date of 14 August 2014. Is this the most current version for this Solicitation?
Comment: The most current PWS is posted in the FBO on 14 Jan 2015 with the same date as the previous
PWS of 14 Aug 2014.
9. Do these MTF locations provide any other services, such as Laboratory or Behavioral Health?
Comment: No.
10. For CLINS associated with handbooks: Does the Air Force request pricing for hard copy only, or shall we include pricing for both hard copy and electronic media?
Comment: The price for the hardcopy is price under the handbooks CLIN. However, this CLIN will also include the pricing for 2.1.14.1 of the PWS. This would include any electronic version of the accreditation standards and scoring guidelines and the license fee which will allow the gov’t access to propriety data in order to insure each MTF follow the correct accreditation standards. If available an unrestricted site license and any technical support cost will also be included here as well.
11. We are requesting clarification on the PWS’ reference to annual fees for initial organizations. Does this PWS statement pertain only to Initial (new) customers? The Joint Commission’s business process is slightly different (for the timing of annual fee billing). Would the Air Force be amenable to a full explanation of our billing process to satisfy the PWS?
Comment: The annual fee for this requirement refers to an application fee as stated in 1.2 of the PWS. This means this fee represents the cost for the preparation of the survey. This cost is to be price separately, and will apply in the year the MTF is surveyed. The fact that an MTF was previously surveyed does not exclude them from the fee.
