Boulder Ground Innovation Facility (BGIF) Operations Support Services (BOSS) Technical White Paper Instructions
1. Instructions to Offerors
The Government is seeking input from industry to better understand capabilities in addressing high-risk areas related to the performance of the BOSS contract. High-risk areas in the BOSS timeframe (2026- 2031) include but may not be limited to cybersecurity, facility operations, and infrastructure maintenance.
All interested parties are encouraged to provide insights into their specific capabilities to meet BOSS mission requirements effectively, and to minimize high-level corporate overview information.
Submission Requirements:
The white paper shall not exceed three (3) pages, including tables, graphics, and references.
Format: Times New Roman, 12 pt font, single-spaced, 1-inch margins.
Submissions must be provided in PDF format.
Proprietary information, if included, must be clearly marked.
All submissions should be sent to Capt Philip Nguyen phillip.nguyen.2@spaceforce.mil and Lt Amy Kang (amy.kang.2@spaceforce.mil) by NLT 14 Feb 2025, 1500 Mountain Time.

3. Technical Response
Offerors are encouraged to address the following focus areas to demonstrate their ability to execute the BOSS contract:
A. Execution and Management Approach
How will your organization effectively execute and manage the complex scope of work, ensuring both Information Technology Infrastructure and Facility Infrastructure supporting large sensor programs interim-operations are successfully managed across the high-risk areas of cybersecurity, facility operations, and infrastructure maintenance?
a. Describe your methodology to integrate and oversee complex, simultaneous work efforts across multiple functional areas and locations. Provide insights into proactive measures your organization takes to address emerging threats and challenges within these domains.
b. Detail your experience in maintaining mission-critical infrastructure and ensuring regulatory compliance under evolving DoD policies and requirements. Offer any examples of successful risk management approaches implemented on similar projects.
c. What if any other areas in the BOSS PWS do you consider high-risk based on complexity, uncertainty, staffing continuity, technical challenges and/or other factors?
B. Subcontractor Coordination and Reach-Back Capabilities
What strategies does your company employ to coordinate and manage subcontractors while maintaining performance accountability and alignment with Government objectives?
a. Specify which areas of the PWS you intend to address using in-house labor and resources
vs. teaming arrangements with subcontractors.
b. Outline how your organization leverages strategic partnerships or reach-back capabilities to supplement in-house resources to meet evolving contract requirements.
C. Technical Evaluation Factor Feedback
Are the Government's existing technical evaluation factors focused on the correct areas to differentiate offeror capabilities? If not, what additional criteria should be considered?
