FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997)
(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
(b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
(c) This solicitation is issued for the purpose of: Informing the Government’s acquisition strategy and future solicitation planning.

Vacancy Rate Calculation
| Average Vacancy Rate Description |
| Provide the average vacancy rate for the most recent 12 months of the contract. |
| Calculating vacancy rate |
| The number of vacant positions for the contract in a given month, divided by the total number of positions required to perform the contract scope, multiplied by 100 equals the vacancy rate. Calculate the vacancy rate for each of the most recent 12 months of the contract and provide the average. If a position was not vacant for the entire month, it can be excluded from the calculation. |

Turnover Rate Calculation
| Turnover Rate Description |
| Turnover rate for the most recent 12 months of the contract. |
| Calculating turnover rate |
| Divide the number of individuals who departed the contract due to dismissal, attrition, and other reasons, voluntary or involuntary, during the 12-month period by the total number of positions required to support the contract. |
