About this file

This document is an industry day questions and answers (Q&A) file for the Boulder Ground Innovation Facility (BGIF) Operations Support Services (BOSS) contract. The Q&A covers a wide range of technical, operational, and procedural inquiries from potential bidders, with government responses addressing topics such as cloud services, network monitoring tools, facility management, cybersecurity, personnel requirements, and evaluation criteria. Key responses indicate the government is using a Cost-Plus-Incentive-Fee (CPIF) contract type, anticipates awarding in late October/early November 2025 with a contract start date of January 1, 2026, and will establish a bidders' library to provide additional context.

The document reveals the government's intent to support the Overhead Persistent Infrared (OPIR) Tools, Applications and Processing (TAP) Laboratory, with a focus on facility operations, infrastructure support, and engineering services. The contract will cover multiple locations in Colorado, including Boulder and Garden of the Gods, and will require comprehensive capabilities in cybersecurity, network infrastructure, and facility maintenance. Evaluation will be based on technical capability, prior experience, cost/price, and small business participation, with a base period of 24 months and potential option periods. The government expects bidders to have personnel with active Interim DoD Secret or higher clearance and is seeking innovative approaches to modernizing infrastructure and integrating advanced technologies.

This environment exists at the OPIR TAP lab and the contractor is not required to have this environment at their facility.

25 No Att 1 PWS

The performance criterion for Schedule has a duplicative objective with the performance criterion for Deliverables. The thresholds for the two criteria are slightly different. Would the Government please

The final FOPR will provide bidders with clarification to this question.

Category Question Consolidated Gov Response clarify the applicability of these two requirements?

26 No Att 1 PWS

Under Personnel in the Performance Objectives table, it states that c.

"Temporary replacements with appropriate clearances and qualifications are in place within 10 working days of vacancy." The PWS does not indicate elsewhere that temporary replacements are required for all vacancies over 10 working days. Would the Government please clarify if this is the expected course of action for all staff vacancies?

The final FOPR will provide bidders with clarification to this question.

27 No Section L & M

Will Volume I be evaluated? If so, please include evaluation methodology in Section M.

The government does not anticipate evaluating Volume I: Executive Summary and Cross-Reference Matrix

28 No Section L

In parts of the draft solicitation, it appears (but doesn't seem to be explicitly stated) that a Major Subcontractor is a subcontractor with more than 20% of the contract value. Would the Government please confirm or clarify?

A major subcontractor is a subcontractor with 10% or more of total contract value.

29 No Section L

The Industry Day mentioned an FFP CLIN for Intellectual Property but the draft FOPR documents do not contain such a CLIN.

Please clarify the Government intentions for this CLIN regarding data ownership and how would it be priced.

Section L will be updated to ensure bidders fully understand the requirements of the solicitation and clarify this question.

Category Question Consolidated Gov Response

30 No Section L

How is Industry expected to price Transition? Does the Government plan to establish a CLIN for Transition? Would transition be priced as FFP or CPIF? Will the price of said effort be excluded from the Price Evaluation?

The government plans to establish separate CPIF CLINs for Transition-In and Transition-out. The government is considering whether transition will be part of price evaluation.

31 No Section L

If ODCs are included in a Government-provided plug number, how should Industry propose and include all other direct costs (excluding travel) necessary to perform the work, as paragraph 6.5.3 requires? Does this statement indicate that we are to list the required ODCs and provide costs above the plug numbers, or merely include the plug numbers in our price proposal?

The bidder should include the government's plug ODC number, but the bidder should also include any additional ODC above the plug value with rationale.

32 No Section M

According to M.2.3, the transition plan is evaluated as acceptable or not acceptable, and the definition of acceptable is a determination of an adequate approach and understanding. Is the Government able to provide more detail on what would be considered adequate?

Section M will be updated based on the government's final evaluation criteria.

33 No Section M

Strength and Deficiency definitions are shown in M.2.4, but not other definitions.

Recommend referring the reader to Table 4 for the relevant definitions of all ratings.

This will reduce any possible confusion on the assignment of ratings to each subfactor.

Section M will be updated based on the government's final evaluation criteria.

The draft FOPR will provide notice of this update.

Category Question Consolidated Gov Response

34 No Section M

The first paragraph of M.2.4.1 lists "uncertainties" as one of the considerations for determining technical ratings. That term is not defined elsewhere.

Recommend either defining or eliminating that term. Also, "strengths" should be included in that paragraph to cover the spectrum of possible considerations/assessments.

Section M will be updated based on the government's final evaluation criteria.

35 No Section M

The Subfactor 1.2 evaluation criterion is that the narrative clearly demonstrates the approach. The assignment of merit is covered in the earlier section, but it would increase clarity to re-state here that the approach is also being evaluated for merit.

Section M will be updated based on the government's final evaluation criteria.

36 No Section M

The Subfactor 1.3 and 1.4 evaluation criteria are for the feasibility of the approaches. The assigment of merit is covered in the earlier section, but it would increase clarity to re-state that the approaches are also being evaluated for merit.

Section M will be updated based on the government's final evaluation criteria.

37 No Section M

Reading the definitions for prior experience, it appears that only one contractor will be able to achieve an Outstanding rating on any of the prior experiences - the incumbent. How will the Government amend the FOPR to allow for fair competition?

Section M will be updated based on the government's final evaluation criteria.

The government recognizes the need to ensure fair competition.

Category Question Consolidated Gov Response

38 No Section M

The relative importance of Subfactor 1.1 to 1.2, and 1.3 to 1.4 is defined, but not the relative importance of each pair to the other. What is the importance of all four subfactors relative to each other? (Note:

numbering of subfactors in M.2.4.2.2 doesn’t match Section L and Section M.2.2)

Section M will be updated based on the government's final evaluation criteria.

39 No

Att L-5 Prior Experience

Average vacancy rates and turnover rates are not always an indication or key impacter of contract performance. Would the Government consider using KPIs or uptime/service methodology instead of turnover/vacancy?

The Government is evaluating its Section L Prior experience criteria.

40 No

Att L-4 Staffing Matrix

Would the Government please provide guidance on Assigning CLIN costs to the Attach L-4 positions? Specifically:

1. Breakout of Management efforts (WS 4.1) among TAP Lab and BGIF Facilities CLINs - Is that bidder discretion on the relative levels of effort?

2. Which CLIN does the OBAC support belong in?

3. Breakout of technical positions split between BGIF and TAP Lab - Is this bidder discretion on the relative levels of effort?

Attachment L-4 is an estimated staffing plan based on historical and intended to provide common data points for all bidders. Each bidder should develop a staffing plan specific to their approach, with rationale for optimal staffing.

41 No General

What are the most challenging and/or important near term and long term items faced by BGIF

BGIF mission challenges are continuously changing. The materials presented at Industry Day were developed to provide bidders with relevant information. Materials presented at Industry Day will be included in the bidders’ library.

Category Question Consolidated Gov Response

42 Sanitized General

With the increased focus on the accessibility of OPIR TAP Lab from anywhere in the world, would the Government be open to supporting part of the BGIF effort from facilities outside of the BGIF (e.g., from a cleared advanced test and development contractor facility in another state), if the expertise and resources provided could be shown to be beneficial to the program?

Bidders are encouraged to develop technical solutions that increase BGIF efficiency and reduce cost without disaggregating operations beyond the existing BGIF building.

43 No Section L

Will the government accept FOUO and/or CUI data as part of a proposal? This is needed to allow industry to submit past performance data associated with performance from multiple customers.

Instruction for submitting this type of information will be provided in the final

FOPR.

Category Question Consolidated Gov Response

44 No Section M

Will the government consider a scoring matrix that measures a bidder's qualifications? Suggested criteria include points for experience. Should the government consider the possibility of adopting a scoring matrix to evaluate the qualifications of bidders’ thoughtfully? We suggest that the criteria might include points for:

- Previous experience as a prime contractor

- Work as a prime contractor with the U.S.

Space Force (USSF)

- Documented successful transitions of contracts with similar size, scope, and complexity

- Experience in managing geographically dispersed operations

- Background in incentive fee contracts

- Possessing industry-recognized certifications (such as CMMI, ISO, etc.)

- Experience in managing International Traffic in Arms Regulations (ITAR) licenses

- Management expertise in Sensitive Compartmented Information Facilities (SCIFs)

- Experience in executing Overhead Persistent Infrared (OPIR) programs These criteria enhance the evaluation process and ensure a robust selection of qualified bidders’.

The Government is evaluating its Section M evaluation criteria.

Category Question Consolidated Gov Response

45 No Att 1 PWS

4.2.3.4.2 The Contractor shall separately

price a “Support Package” based on the level of tenant support needed as described by the government request for other tenant programs associated with the BGIF and OPIR TAP Lab. Is this expected to be ODCs? Is this in addition to the tabs included on the pricing template?

The bidder will use the Government’s ODC plug number which the contractor can provide feedback on. The government plans to provide supporting information in the bidders’ library.

46 No Section L

Are there any ODC or nonlabor direct costs that the bidder is responsible for determining outside of the ODC "plug" number expected to be provided by the government?

The bidder should include the government's plug ODC number, but the bidder should also include any additional ODC above the plug value with rationale.

47 No Att 1 PWS

Please indicate where costs associated with sections 4.1 and 4.4 of the PWS should be included for pricing purposes, given that the section L instructions for CLINS do not specifically address those areas.

The final FOPR will provide bidders with clarification to this question.

48 No Section L

Refer to Sec 4, 3rd bullet. FAR 52.273-3, as referenced, is not contained within the model contract. FAR 52.273-3 is not a clause.

49 No Section L Refer to Sec 4, 3rd bullet. Does the incumbent contract contain FAR 52.273-3?

The government intends to modify the incumbent contract to add FAR 52.237-3.

50 No General

Are there any incentives in place on the incumbent contract to encourage a cooperative transition and ensure that personnel key to the program remain through the transition?

The government intends to modify the incumbent contract to add FAR 52.237-3 to address transition-out requirement.

51 No General

Does the incumbent have a transition-out plan? If so, can a copy be provided prior to the FFOPR release for a consistent approach?

The government intends to modify the incumbent contract to add FAR 52.237-3 to address transition-out requirement.

The final BOSS PWS will provide

Category Question Consolidated Gov Response transition-in requirements to facilitate a consistent approach.

52 No Section L

Refer to Secs 1 and 6. Typically, incumbent contractors have a pricing advantage if they are recompeting for the work when it comes to transition in. Would the government consider adding CLIN(s) for Transition and excluding them for pricing evaluation?

The government plans to establish separate CPIF CLINs for Transition-In and Transition-out. The government is considering whether transition will be part of price evaluation.

53 No Att 1 PWS

Refer to Secs 4.1.6 & 4.1.7, Transition In & Out. PWS uses the words "if transition is required…". Offeror suggests that a transition is always required when moving from one contract to another. For example, GFP transfers must be done, new badging may be necessary, new tasking might need to be enacted, etc. Suggest the removal of this phrase.

The final FOPR will provide bidders with clarification to this question.

54 No Section L

Refer to Table 1 Proposal Organization and Sec 4.1.1(4) Volume Organization. These two outlines are inconsistent.

The final FOPR will provide bidders with clarification.

55 No Section L

Refer to Sec 4.1.3. For this sample problem to be correctly understood, more information regarding the existing unclassified enclave should be provided before the FFOPR release. For example, how big is it? What is its current configuration and functions? Sizing information about data records and the number of applications. Is there any custom software? Which cloud? How many users, locations, etc.? What timeframe do

The government intends to post a draft FOPR for additional industry comment.

Category Question Consolidated Gov Response you need it by? Would the offeror be responsible for maintaining the legacy unclassified network?

56 No Section L

Refer to Sec 4.1.3. More information about the TS/SCI enclave is needed to provide a compliant response to the ample problem.

If possible, this should be provided prior to the FFOPR release. This data should include, but not be limited to, the number of users, function types, the relationship, if any, between the unclassified and the classified environments, milestones to be met, the product definition expected at 6 months, etc.

The government intends to post a draft FOPR for additional industry comment.

57 No Section L

Refer to Sec 4.1.5. To provide a comprehensive discussion on a Facility Contingency Plan, the offerors will need to understand the facility layout and assets available external to the facility (for example, the backup generator and its capabilities). Also required would be facility sizing data such as cooling and heating requirements and other relevant data.

Please provide a bidder library that contains this data.

Category Question Consolidated Gov Response

58 No Section L

Refer to Sec 4.1.6 and Attachment L-4. The offeror understands that the attachment provided is simply a historical reference.

There is a step up in staff at three points on this table. Nothing clearly defined in the PWS indicates why these staffing increases occur. Is this due to increased tenant occupancy, the GoG facility coming online, or another major milestone? If these increases are intended, please provide a milestone chart identifying what is occurring and when.

Attachment L-4 is an estimated staffing plan based on historical and intended to provide common data points for all bidders. Each bidder should develop a staffing plan specific to their approach, with rationale for optimal staffing.

59 No Section L

Refer to Section 7.1.1. If this program is set aside for a small business, why are the instructions for a small business subcontracting plan included?

The final FOPR will provide bidders with clarification to this question.

60 No General What is the Government's budget for BGIF

BOSS

Pursuant to applicable regulations, budgetary information for specific procurements, including BGIF BOSS, is withheld to protect the integrity of the competitive process and ensure the government receives best value. Disclosure could unduly influence offeror pricing strategies. Therefore, no specific budget figure is disclosed.

61 No General

The final FOPR will provide bidders with clarification to this question. The OBAC labor requirements will be incorporated in the OPIR TAP Lab labor CLIN.

68 No Section L

Table 1-1 lists CLIN 5000 for Intellectual Property Rights. Can the Government please clarify the intent of this CLIN?

The IP CLIN is for vendors to propose cost for data rights above the rights consistent with DFARS 252.227-7013,- 7014, and -7015.

Category Question Consolidated Gov Response

69 No Section L

The section lists Capt. Phillip Q. Nguyen and Casey Watson as the sole POCs for this procurement. Is Lt. Kang also a POC for this procurement?

Mr. Casey Watson is no longer a POC.

Capt Nguyen and Lt Kang are the POCs.

Any updates to POCs will be released.

70 No Section L

This section references a bidder's library.

The bidder's library was also brought up in the industry day brief. Will the Government please clarify where the contractor is to retrieve the bidder's library and when it will be posted?

The bidders’ library, including retrieval instructions, will be posted as part of the draft FOPR.

71 No Section L

The Technical Subfactors listed under 4.1.1 Volume Organization are not in the same order as the actual subfactor descriptions that follow.

72 No Section L

Does staffing estimate reflected in Attachement L-4 represent the current incumbent staffing levels, or is this only a Government estimate?

Attachment L-4 is an estimated staffing plan based on historical and intended to provide common data points for all bidders. Each bidder should develop a staffing plan specific to their approach, with rationale for optimal staffing.

73 No Section L

The solicitation references a Staffing Matrix template (L-2), but this template was never released with draft documents. Does the Government intend to publish this template and will you consider publishing prior to final FOPR?

The Staffing Matrix Template will be provided with the draft FOPR.

74 No Section L

The solicitation references "Major Subcontractors." Please define "Major Subcontractors" and if that is a percentage of workshare.

A major subcontractor is a subcontractor with 10% or more of total contract value.

Category Question Consolidated Gov Response

75 No Section L

This section references a 30% requirement for small business participation. However, there is no breakdown of socioeconomic categories within this 30%. Does the Government intend to have subcategory goals? If so, please publish those subcategory percentages prior to a final

FOPR.

The final FOPR will provide bidders with clarification to this question.

76 No Section L

We highly recommend requiring offerors to have approved accounting systems, approved estimating systems, and purchasing systems. With the critical nature of the OPIR mission and the need for adequate business systems, having approved business systems will ensure that the successful offeror will be able to execute the program with minimal risk.

The government will consider this recommendation.

77 No Section M

The section references interior and exterior BGIF infrastructure. Will the Government clarify the demarcation points between interior and exterior requirements?

The draft FOPR will provide bidders with clarification to this question.

78 No Solicitation

CLIN Structure. The PWS 4.4 mentions OBAC support services but the CLIN structure does not list OBAC. OPIR TAP Lab

- Labor for CLINs 0002, 1002, 2002, 3002 and 3004; does this include OBAC support services?

Category Question Consolidated Gov Response

79 No Solicitation

CLIN Structure. CLIN 0004 is for Data & Reports to include PWS 8.0 Deliverables going through the contract term, including exercised options. Section F lists the Period of Performance from 01 Jan 2026 to 31 Dec 2027 for the 24 months which does not go past the base year. Will CLIN 0004 cover the period of performance of all exercised options?

The final FOPR will provide bidders with clarification to this question.

80 No Section L

Section 2.2 requires one hard copy and one electronic copy on one CD. In the post- COVID work of Government contracting, printed hard copies of proposals are becoming less used. Please consider using a SAFE site for drop off for submission of proposal files in lieu of a printed and CD copy.

The government will remove hard copy requirements.

81 No Section L

Section 2.4 describes a delivery address for the "Original" proposal. Please confirm that this "original" proposal is the same as the 1 hard and 1 electronic copy provided and that only one soft copy is required.

The government will remove hard copy requirements.

82 No Section L

Section 2.4 describes a delivery address for the "Original" proposal. Although an address is provided, there are no delivery instructions. Is this proposal to be mailed or hand-carried to the delivery address? As the US mail system can be unreliable, please consider a SAFE electronic submission.

The government will remove hard copy requirements.

Category Question Consolidated Gov Response

83 No Section L

Section 4. states "particular emphasis on timely fulfilling Key and Initial Personnel Positions." Please confirm that this paragraph references the personnel listed in PWS 10.0 and 11.0. Please add this PWS reference to Section L.4

The final FOPR will provide bidders with clarification to this question.

84 No Att 1 PWS

4 Key Personnel are deemed important for contract execution. Recommend requiring Key Personnel Resumes to be submitted as part of the Volume III Subfactor 1.4 Staffing Matrix, in separate PDF attachments.
