| CRAC II Performance Work Statement | 2 of 15 | 1.3.6.1 - Do you want maintenance quoted in an Addendum following NEW unit installations (J0008, J01119, J01141, and J01145) or do you want that pricing included with our response for this RFP? | For new unit installs, (J01119, J01141, J01145. Not J0008 which is being removed entirely from this solicitation) the maintenance should be included for just that year. Per the CLINs explained in the solicitation, this would be under CLIN 1001 and CLIN 1002. |
| N/A | N/A | For new unit installations and unit replacements, will As-Builts be made available? | As-builts will be provided, however all supplied As-Builts, shop drawings, and/or sketches are for conceptual use and the government will not be liable for any discrepancies. |
| N/A | N/A | We don't believe we visited Bldg. J00008, can this be arranged? | This facility will be removed from the solicitation in the upcoming amendment. |
| N/A | N/A | Would another viewing of the Hanger 2 DataAire units be available? | That can be arranged in the follow-up site visit. |
| N/A | N/A | For the new installatoins, just want to clarify that this is for additional cooling in these rooms only? Not modifying existing systems. | Yes, for the three new installs (J01119, J01141, J01145) it is for cooling to meet ANSI/TIA/EIA-569-B requirements to maintain a temperature between 64F and 75F, and a relative humidity of 30% and 55% within the telecommunication room. |
| N/A | N/A | Do the DataAire units in J00851 need replacement? Nameplate shows R-22. | Yes, those two are R-22 units and require replacement. |
| CRAC II Performance Work Statement | 1 of 15 | 1.3.1 - Replace any CRAC units in Group 1 or Group 2 that are R-22, just want to clarify that these are identified in Red font for Hanger 2, J01422 and J01205-Rm#213. Or do we need to include all equipment identified as R-22 units in group 1 and 2? | You must include all equipment identified as R-22 in Group 1 and 2. From the PWS: "Provide and replace any CRAC units in Group 1 or Group 2 (see Attachment #2) that currently utilize R-22 refrigerant in or are beyond economical repair with similarly sized units that use R-454B or KO approved alternative. | For the NEW CRAC Unit Assemblies Installations, are these assemblies’ stand-alone controls by the room thermostat only? Please advise. | A stand alone controller (like a thermostat) is acceptable. | ||
| For the NEW CRAC Unit Assemblies Installations, for the Start Up / Test Report, can the installation contractor conduct the start-up per the manufacture requirements and provide this in the Test Report as fully operational for the A005 Test Report deliverables? | If the "installation contractor" here means the contractor which wins the award (or any of their sub-contractors) then yes, that contractor can perform the initial startup as long as they follow the manufacturer’s instructions and if it doesn’t void any warranty that will come with the unit, otherwise a manufacturer’s rep will have to do it. | ||
| For the NEW CRAC Unit Assemblies Installations, can you provide As-Builts for these Buildings? | As-builts will be forthcoming for J01119, J01141, and J01145 | ||
| If As-Built Drawings are not available, can we provide on-line shop drawings in PDF format as our As-Built Drawings A001 deliverable? | Shop drawings in PDF form are appropriate so long as they clearly show which system they're depicting and provide basic information on the system's layout and arrangement. | ||
| For the NEW CRAC Unit Assemblies Installations, with the existing duct / vents in these rooms, are we to cap these off only with an appropriate blank trim /cap within the room? | Please estimate and propose based off of capping the ductwork. During construction, the contract shall submit the plans for what they want to install and the Government will make a determination on a case-by-case basis if capping is appropriate. | ||
| For the NEW CRAC Unit Assemblies Installations, will the USAF provide the Unit Tonnage requirement for each room? | Unit tonnage requirements should be calculated based off of the requirements outlined in 5.1 of the PWS: |
"Some CRAC units require further testing and repairs to become fully operational. The Contractor shall perform testing and subsequent repair(s) to each CRAC unit, as listed below. Following repairs, the Contractor shall perform the required annual maintenance on each unit, as specified in 5.2 of this PWS. All CRAC units shall adhere to ANSI/TIA/EIA-569-B requirements to maintain a temperature between 64F and 75F, and a relative humidity of 30% and 55% within the telecommunication room. Each unit is identified by the building number and, in buildings with multiple units, the model number for the unit."
| For the NEW CRAC Unit Assemblies Installations, is there any monitoring/reporting with (SCADA, PLC, DDC Systems)? If yes, please provide the requirements / systems for installations for connecting into that system. | There is no monitoring systems from CE/DPW, but the communications cabinets have a temp sensor in their cabinets. The contractor will not have to connect into these systems. |
| Please confirm that we are to assume that all units are fully functional and any new findings after Award with the start of the maintenance with the (Initial Status Report A003) will be considered additional work beyond the maintenance contract. | Confirmed. 5.1 of the PWS will be revised to reflect this. |
| Confirm the Buildings that require NEW CRAC Unit Assemblies Installations are (Bldg J01141, J01145 and J0119) only. (REMOVE J0008) | Yes, J00008 should be removed. |
| Confirm the R22 Replacements are (1-unit at J01422, 1-unit at J01205, 1-unit at Hanger 2, 2-units at J0085) only. | Yes, those units in J00851 should be included. |
| For the Test Plan A006, Our Quality Control Manager with the Installation Contractor will be present as the Key Personal. Is there any key personal from the USAF that we need to include in the test Plan to be present with the Start Up / Functionality Testing? | Having a SME from the HVAC shop would be a good idea to be present during the start up. |
| In Attachment 1 – Performance Work Statement, 5.3. The Contractor shall replace failed components discovered during the monthly, quarterly, or annual inspections. The Contractor shall provide a one-year warranty on all new parts, materials, and labor. Could you provide clarification on the specifics of the warranty coverage here? | Parts, materials, and labor furnished by the contractor under the scope of Monthly/Quarterly/Annual repairs shall be warrantied for a year after acceptance. |
| In Group 1, Bldg J01216, Is Room 103B in the scope of Work? During the site walk we walked 6-rooms (First Rm Unknown #, Rm C123, C128, 225, E137, and A105) but not Room 103B. | The rooms are as follows: G137, C123, C113, F137, E137, A105 |
The letter designation shows which section of the building the room is in. Attachment #2 will be revised to reflect this.
| For the R22 Replacements in the designated rooms, is Temp Cooling Required during the Replacement period of work? If yes, we will need to provide a work plan with Temporary electrical and exhausting with the size of the temp cooling equipment for approval. Please advise. | Yes, temporary cooling will be required during any replacements. The Government's HVAC shop can provide temporary cooling but only 1-2 rooms at a time due to equipment limitations. Anything more than that shall be provided by the contractor. |
| Is part of the maintenance to replace the deteriorated Lines Insulation? | Line insulation replacements shall be inspected on a quarterly basis. If they need to be replaced, that shall be included under the parts line item (X0002 CLINs). Attachment #3 will be changed to reflect this. |
| J00851 – Confirm the additional R22 replacement scope work is required on both units in room 223. | Yes, those units in J00851 should be included. |
| J00851 – The assumption is that the Chiller and all associated components with the chilled water supplies, pumps, controls, etc. is not a part of the maintenance scope of work (Only the 2-DataAire Units). Please advise. | The chiller and associated components are not a part of the maintenance scope for any of the contracted units. |
| For the New CRAC Units installations, for the condensing lines and electrical conduit, can these be surfaced mounted on the exterior of the building to the condensing unit? | Exterior runs by default are not permitted. Lines should be run inside buildings above the ACT ceiling. Short runs may be permitted on a case by case basis. |
| For the New CRAC Units installation, within the communication room, can the electrical and mechanical infrastructure be surfaced mounted? From the Comm room to the exterior will be concealed above the ACT ceilings. Is this acceptable? | Within the communication room, the electrical and mechanical infrastructure can be surface mounted and then concealed above the ACT once it exits the communications room. |
