TINKER AIR FORCE BASE OKLAHOMA 73145-2713
13 JUNE 2008
MEMORANDUM FOR ALL POTENTIAL OFFERORS
FROM:
38 EIG/PKL
4079 HILLTOP RD
TINKER AFB OK 73145-2713
SUBJECT:
Request for Proposal (RFP), Operations and Maintenance (O&M) of Base Telecommunication System (BTS) and the Medical Center Telecommunication System (MCTS) at Travis AFB CA
1. The 38th Engineering and Installation Group (38 EIG/PKL) invites you to submit a proposal in response to RFP FA8773-08-R-0084. The proposals are due no later than 3:00 PM CST, 14 July 2008, to the above address. This RFP is being accomplished as a 100% 8(a) set aside and only 8(a) domestic businesses are eligible to participate. Foreign participation is limited to the subcontractor level; this solicitation is provided to foreign-owned businesses only in order that subcontracting opportunities may be pursued. Reference page 1, block 10 of the SF 1449 for information regarding the North American Industry Classification System (NAICS) code and size standard.
2. Each offeror is required to submit a price proposal that consists of a completed Pricing Table, (c) past performance information, and (d) a technical proposal. Failure to provide any required information may result in an offer being determined unacceptable. Additional guidance is provided:
a. For the convenience of the offerors and the Government, the Pricing Table (Attachment 1) of this solicitation is to be submitted in hard copies as well as on a CD using the spreadsheet file included with the solicitation. Before completing the Pricing Table, please study the entire RFP document paying particular attention to the Equipment and Installation Performance Specification of the Performance Work Statement (PWS). The Equipment Installation Performance Specification (EIPS) provides detailed guidance for the proper allocation of material and labor costs. For example, the pricing for various installation Product Identification (PID) Numbers must include the costs for all the material required to complete the installation.
b. Ensure that all applicable blocks on the SF 1449 are completed. FAR certifications and representations are to be completed by the company via the Online Representation and Certification Application (ORCA) and updated on an annual basis at http://orca.bpn.gov.
c. Section J, List of Attachments to the RFP, should be reviewed to ensure that you have all documents associated with this requirement and that the documents bear the correct dates.
d. Included with the RFP is the Performance Plan. This document will be used by Government Quality Assurance Personnel to ensure contract/contractor compliance. You are encouraged to review the document and provide comments. Submit comments separately from your proposal. Because the comments are separate from your proposal, they are not subject to the page limitations specified within the RFP, nor will they have any bearing on the award decision. If selected for award, you will be asked to sign a copy of the Performance Plan, acknowledging its existence.
3. Proposals will be evaluated in accordance with FAR Clause 52.212-2 (and addendums). The Contracting Officer will establish a competitive range comprised of all the most highly rated proposals, unless the range is further reduced for efficiency. The Government reserves the right to make an evaluation of proposals based on the evaluation factors, including price or cost, and exclude from the competitive range, should it be necessary to establish a range, those proposals without a reasonable chance of being selected for contract award. Discussions may be conducted regarding past performance information and technical and price proposals as necessary. If negotiations are not required, the Government reserves the right to award without discussions, as has been the case on several recent acquisitions. However, should the Contracting Officer determine that discussions are necessary, discussions will be conducted. When negotiations are required and completed, final proposal revisions will be requested from all offerors still within the competitive range. The proposals will be evaluated in accordance with the evaluation criteria specified in FAR Clause 52.212-2 (and addendums).
4. A preproposal conference will be held 9:00 AM PDT on 24 June 2008, at Travis AFB CA for discussion of the RFP documents. Following discussion of the RFP documents, a site visit will be conducted to allow attendees to tour the Dial Central Office (DCO) and Medical switching facilities and Outside Plant Facilities.
5. ALL offerors planning to attend the preproposal conference are requested to contact the Point of Contact (POC) identified in FAR Clause 5352.215-9001. Any questions concerning the solicitation must be submitted electronically to Cynthia Dates no later than 26 June 2008, e-mail address: cynthia.dates@tinker.af.mil.
6. Offerors attending the proposal conference should bring a complete copy of the solicitation, to include all attachments.
7. This solicitation is utilizing the Procurement Desktop-Defense (PD2) Standard Procurement System (SPS). Offerors are required to provide proposal pricing on the Pricing Table spreadsheet provided with this solicitation. Offerors shall not provide pricing in the Section B-Schedule of Supplies and Services that is located in the RFP document.
8. This solicitation is being posted to the Federal Business Opportunities website (http:www.fbo.gov/). After downloading, the files can be viewed using Microsoft Word Version 9.0 or later, Microsoft Excel Version 9.0 or later, or Adobe Acrobat Reader Version 2.1 or later.
