This is Amendment 0001 to Solicitation FA875126R0004, issued March 2, 2026, by AFRL RIKO in Rome, New York. The amendment extends the proposal response date from February 27, 2026 to March 13, 2026 and incorporates updates required by the Revolutionary FAR Overhaul release with February 2026 clause updates. The Performance Work Statement is updated from the December 10, 2025 version to February 23, 2026, and miscellaneous text for Sections L and M has been added as Attachment 9 due to system editing limitations.

The solicitation is for nonpersonal services under a firm fixed-price contract supporting AFRL operations in Rome, New York. Five base year contract line items (CLINs) are required: Test Site Management, Technical Library, Mailroom, Equipment Management, and Information Technology Asset Management (ITAM). The contract includes five optional one-year periods. Offerors must be 8(a) small business concerns with current SBA certification valid through at least June 1, 2026. The contract assumes a June 1, 2026 start date. Proposals must include three volumes: Technical Documentation (125-page maximum), Past Performance (no more than five references), and Price (25-page goal). Technical evaluation is pass/fail based on technical capability/understanding of requirements and personnel/staffing plan.
