About this file

This is a Consolidated Questions and Answers document for federal contract solicitation FA875126R0004, Site Support Services at the Air Force Research Laboratory Information Directorate (AFRL/RI) in Rome, New York, with associated test sites in Newport and Stockbridge, New York. The Q&A document addresses clarifications on solicitation procedures, the Performance Work Statement (PWS), proposal template requirements, wage determinations, and operational details across five primary functions: Test Site Management, Technical Library, Mailroom, Equipment Management, and Information Technology Asset Management (ITAM). Key clarifications include confirmation that no Standard Form 1449 pricing submission is required (the government will use the submitted Proposal Template for pricing calculations), that solicitation number FA875126R0004 should be referenced in consent letters rather than FA875125R0008, and that no artificial intelligence tools will be used in proposal evaluation.

The document provides extensive workload details to support proposal development, including staffing requirements (estimated 16 FTEs government equivalent, 3 FTEs for mailroom, separate FTEs required at Newport and Stockbridge test sites), equipment inventory specifics (300 TMDE calibrated items across 10 work centers, 44 equipment accounts with 3,000+ items, 52 ITAM accounts with 11,066 items), and operational volumes (141 library titles annually, 35 mail delivery points managing 500 pieces monthly, up to 1,500 ITAM disposals annually). The current incumbent is Goldbelt C6, LLC with a contract period from December 1, 2020 through November 30, 2025, with a 6-month extension through May 31, 2026 that was exercised. The new contract is anticipated to begin June 1, 2026, with an estimated award date in May 2026 and proposal due date of March 13, 2026. All contractor staff must obtain Secret clearances, and CMMC Level 2 is required. The contractor must provide their own mailroom vehicle (capacity approximately 50 pounds) and manage positions under Service Contract Act labor standards with applicable wage determinations for Herkimer, Oneida, and Madison counties.
