ANSWERS TO INQUIRIES RECEIVED REGARDING SABER SOLICITATION #FA8751-14-R-0003
1.) To what extent will the prime Contractor (awardee) be responsible for design work associated with individual task orders?
Depending upon the scope of work associated with an individual task order, a minimum of 35% design shall be submitted to the (prime) Contractor. Normally, if required, the task order will contain enough detail such as reflected ceiling plans, equipment lists, finishes and so forth.
2.) If my company chooses to submit a joint offer with another firm, how does that affect the past performance requirement?
A proposal submitted on behalf of two (2) or more organizations is expected to include past performance information for any and all involved organizations. Past performance information of all organizations tied to an offer will be evaluated in the award decision.
3.) Why can’t I find/locate any plans or drawings on the FedBizOpps website?
The resultant contract of this solicitation will be a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract. The very nature of an IDIQ contract, as the name suggests, is such that it is not known in advance the exact type and number of requirements that will arise over the course of the five (5) year ordering period. Hence, no plans or drawings are available at the time of the solicitation of this IDIQ contract. The minimum amount of work guaranteed under the resultant contract is limited to the first task order.
4.) Should my coefficient be inclusive of bonding?
No. Costs associated with bonding should be included as line item(s) on the Contractor’s proposal for the individual task orders for which such bonding is required.
5.) Should my coefficient be inclusive of the cost associated with providing the Government the required copies of the RS MEANS price books?
Yes. Offerors’ coefficients should be reflective of the cost associated with providing the Government the required copies of the RS MEANS price books. It is anticipated that the RS MEANS price books will be included as non pre-priced line item on the first task order issued to the awardee.
6.) Will you consider extending the proposal submission deadline?
At this time, no extensions are anticipated to be granted and the 24 January 2014 is firm. No late offers will be considered for award.
7.) Is this contract going to feature a base year and option years to be exercised?
No. The contract features a five (5) year ordering period. There will be no options to exercise.
8.) What is the likelihood of the $8.0 million ceiling being increased over the course of the five (5) year ordering period?
It is very unlikely that the $8.0 million dollar ceiling will be increased over the course of the five (5) year ordering period. This ceiling amount was selected based on the requiring activity’s anticipated volume of work to come over the course of the next five (5) years.
9.) The proposal preparation instructions indicated that offerors shall submit one (1) original and three (3) copies each of Parts I, II, IV, & V. How many copies shall we submit for Part III?
The same number of copies for Parts I, II, IV, & V applies to Part III.
