15 February 2017 FA8750-17-R-0001: List of changes from the Draft Request for Proposal (RFP), dated 5 Jan 2017 to the updated Draft RFP dated 14 February 2017, (with reference to the Industry Q&A, dated 13 February 2017):
1. Section B:
a. CLIN 0001: Language regarding the $950M shared ceiling has been added. (Question 9)
b. CLIN 0001/0005/0009: Language regarding Orders on a Level of Effort (LOE)/Term basis has been added.
2. Section F: The language for the ordering period changed (Question 1), From: “The ordering period is a total of 120 months after effective date of contract. However, after the first sixty (60) months of the ordering period, the only ordering permitted is the exercise of options contained in orders properly issued within the first sixty (60) months of the ordering period.”
To: “The ordering period is a total of 120 months after effective date of contract. However, after the first sixty (60) months of the ordering period, the only ordering permitted is the exercise of options contained in orders properly issued within the first sixty (60) months of the ordering period. This does not preclude in-scope modifications for existing orders.”
3. Section I: Added text under clause 52.245-01, 52.245-09, 252.245-7001-7004 “Applies to all CPFF CLIN(s) and those FFP CLIN(s) which provide Government Property.”
4. Section J: Statement of Work (Attachment 2): Paragraph 3.3.6, has been updated with additional language on Cyber Infrastructure. 4.1.11, Flight Test and Evaluation Requirements have been added (only applicable when specifically identified in an individual order). And the language in paragraph 4.2.5 has been updated.
5. Section J: AFRL/RI SOW Supplemental Requirements (Attachment 3): Ordering Procedures have been added.
6. Section J: DD254 (Attachment 4) has been updated with signature version/updated language.
7. Section J: Cross Reference Matrix (Attachment 7), dated 02 February 2017: Experience and Qualifications (Volumes III and IV), Section L, RIK-L011(c )(1)(vi) & RIK-L011(c )(2)(viii), and RIK-L012(a)(5. (Question 10 & 48)
8. Section K: 52.204-08 – NAICS code has been updated from 541712 to 541715. The NAICS code, 541712 (Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) - except nanotechnology research and experimental development laboratories) is now obsolete. It has been replaced with 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)). The SBA has not yet reached a determination on a size standard for the new NAICS code (541715). For purposes of the ACT 2 solicitation, the Government is moving forward with the assumption that the size standard of 1,000 employees for 541712, will remain the same for 541715.
9. Section L: 52.215-01 ALT 1 was added. (Question 6)
10. Section L: RIK-L005 Program Effort, within each CLIN description, “FTEs” changed to “Person years.” (Question 35)
11. Section L: RIK-L007(a)(3)(iii) language changed
From: (iii) If proposing as Joint Venture (JV), or under one of the follow programs, All Small Mentor Protégé Program (ASMPP) or 8(a) Mentor Protégé Program, Offerors must submit their Mentor Protégé Approval Letter and JV Agreement at the time of proposal submission. If you exceed the three (3) award maximum, notify the CO and you will be considered non-responsive. For further requirements regarding these programs, please reference 13 CFR 125.8 for the ASMPP and 13 CFR 124.513 for the 8(a) Mentor Protégé Program.
To: (iii) If proposing as Joint Venture (JV), or under one of the follow programs, All Small Mentor Protégé Program (ASMPP) or 8(a) Mentor Protégé Program, Offerors must submit their Mentor Protégé Approval Letter and JV Agreement at the time of proposal submission. If the three (3) award maximum is exceeded, notify the CO and the submitted proposal will be ineligible for an award. For further requirements regarding these programs, please reference 13 CFR 125.8 for JVs, 13 CFR 125.9 for the ASMPP and 13 CFR 124.520 for the 8(a) Mentor Protégé Program.
12. Section L: RIK-L011(b)(1), “subfactor 2, Management Approach” was removed from this Section. (Question 48 & 10)
13. Section L: RIK-L012, the following language was added: “No specific names of personnel shall be provided.” (Question 7)
14. Section I & L: Removed list of Obsolete Clauses and replaced with current clauses:

15. Section L: Due to Industry Q&A, RIK-L009 & RIK-L010 will be added as “Reserve” Clauses. (Question 66)
16. Section L: The Facility Clearance requirement has been moved into RIK-L007, Section 1 (v). (Question 53)
